This paper discusses the issues of modern practice of biotechnology in Malaysia. As a developing country, Malaysia is putting a lot of effort on the development of biotechnology which is targeted to be a new economic engine for the country. Although the modern biotechnology with the focus in producing genetically modified products seems to give many benefits, but it has raised concerns on several issues arising out of the use of the modified organisms.  Thus, a good governance of GMO is required to control the issues so that it can reduce the concerns over safety and halal issues. It is suggested that although the government has introduced laws that govern the practice of biotechnology, it still requires improvement so it can provide overall control to the practice of modern biotechnology in Malaysia.

Modern biotechnology products have provided considerable benefits for improving human life and well-being, both in the agriculture, food, industry and human health sectors, as well as in the environmental field. But there are concerns that modern biotechnology products, in addition to providing benefits, also have risks that have adverse impacts on the conservation and sustainable use of biodiversity and human health. Therefore, steps need to be taken, both legally, administratively, and technology to ensure the level of biological safety.This study aims to explain and analyze the safety of Genetically Modified Organism or GMO according to international law and their implementation in Indonesia. The problem approach used in this research is normative law (library research). The data used are secondary data obtained from international, national legal regulations and literature data related to material that supports discussion of the problem. Analysis of the data used is descriptive qualitative.The results of research on food safety of Genetically Modified Organism or GMO according to international law, are regulations on food safety of genetically engineered products regulated in the Convention on Biological Diversity and the Cartagena Protocol on Biosafety. The laws and regulations governing GMO food in Indonesia are good enough because they have carried out the mandate and did not deviate from the biodiversity convention and Cartagena protocol by passing legislation regulations from the legal level to the decision level of the head of BPOM. It’s just that for rules regarding GMO food that is sold in retail, or that is not in the form of packaging, there is still no technical rules that can answer the problems in the field.

As a developing country, Indonesia faces a crucial issue concerning the provision of health services to the public. The 1998 political reform led to demands for more aspiring and accommodating bureaucratic services being afforded to the public. The political reform brought about bureaucratic reform bearing good governance, wherein one of its forms is the provision of health services through the innovation of an information technology (IT) based service named e-Health. Keeping in mind Indonesia’s characteristics as a developing country, the implementation of IT-based services evokes numerous debates. This study aims to analyze the implementation of e-Health along with the opportunities it has, and the challenges it faces. By using a study case approach on the Surabaya Municipality Health Authority as the initiator and implementer of e-Health, as well as observations and user surveys, the results show that in spite of having been prepared properly with supporting policies, infrastructure, budgeting, dissemination, and operational system, there were still many prevalent obstacles encountered, particularly concerning digital divide, technical difficulties, psychological barriers, and cultural issues. Nevertheless, there are numerous opportunities available for refining e-Health implementation, provided there is a political will from the government to improve and enhance the ICT infrastructure, widespread use of mobile devices, involvement of public participation, and equal distribution of service points easily accessible to the public. Strong government commitment also serves as a guarantee for e-Health service program sustainability in Surabaya Municipality.

One important principles of good governance in public services is public participation. since good governance is a conception of a clean, democratic, and effective governmental administration, it regulate a synergistic and constructive relationship between the government, private business world and society. This research combines both quantitative and qualitative methods as mixed methods. Based on simple linear regression analysis results, it is found that technological training, participation in law and government, financial governance and assets and development of managerial values have a significant positive effect on implementation of good governance. The advice in this research is the application of technology training should be done effectively, with technological training to the employees themselves, especially in the use of computerization and internet in order to achieve tujuan that want to be achieved by trade and industry service.Keywords:good governance, technology training, participation in law and government

The effort to put good governance in development in Indonesia is basically not new. Since the Reformation, the transformation of closed government into an open government (inclusive) has begun to be pursued. Highlighting the conflicts in the land sector that tend to strengthen lately, there are some issues that have intensified conflicts in the field, such as the lack of guaranteed land rights in various legal and policy products. In this paper, a descriptive method is considered important in identifying the applicable issue and methodological framework for addressing governance issues in Indonesia. To reduce such agrarian conflicts between farmers and the government, and as an effort to increase farmers' income, all farmers are incorporated into agricultural cooperatives. Agricultural cooperatives are structured down to the National Level. Thus, farmers participate in good access to the marketing of agricultural produce.Keywords:good governance, agrarian conflict, agricultural cooperative

Abstract: The Plato's conception of the rule of law states that good governance is based on good law. The organization also spreads to the world of Supreme Court justices, the election caused a decadence to the institutional status of the House of Representatives as a people's representative in the government whose implementation was not in line with the decision of the Constitutional Court. Based on the decision of the Constitutional Court No.27/PUU-XI/2013 explains that the House of Representatives no longer has the authority to conduct due diligence and suitability (elect) to prospective Supreme Judges proposed by the Judicial Commission. The House of Representatives can only approve or disapprove candidates for Supreme Court Justices that have been submitted by the Judicial Commission. In addition, the proportion of proposed Supreme Court Justices from the judicial commission to the House of Representatives (DPR) has changed, whereas previously the Judicial Commission had to propose 3 (three) of each vacancy for the Justices, now it is only one of each vacant for Supreme Court Judges. by the Supreme Court. The House of Representatives no longer has the authority to conduct due diligence and suitability (elect) to prospective Supreme Judges proposed by the Judicial Commission. The House of Representatives can only "approve" or "disagree" the Supreme Judge candidates nominated by the Judicial Commission.

Good governance is a ware to create an efficient, effective and accountable government by keeping a balanced interaction well between government, private sector and society role. The implementation of a good governance is aimed to recover the public trust for the government that has been lost for the last several years because of financial, economic and trust crisis further multidimensional crisis. The Misunderstanding concept and unconcerned manner of government in implementing a good governance lately have caused unstability, deviation and injustice for Indonesia society. This paper is a literature study explaining a concept, principles and characteristics of a good governance. Furthermore, it explains the definition, development and utility of an efficient, effective and accountable government in creating a good governance mechanism having a strong impact to the democratic economy and social welfare. It also analyzes the importance of government concern for improving democratic economy suitable with human and natural resources and the culture values of Indonesia.

This chapter develops a formal model of targeted development. It starts from the assumption that governments in industrialized states seek to maximize their own utility in interactions with developing countries. Development concerns compete with other policy goals for scarce government resources. The level of development resources an industrialized country government targets to a particular developing country depends on the weight the government places on development in that country as well as the efficiency of the country in turning resources into development outcomes that the industrialized state values. One of the key insights of the model is that, as governments work to maximize the utility gained per dollar (or euro, yen, etc.) spent, development motives will influence policy in multiple issue areas. The chapter also draws out implications of the theory for each of the issue areas examined in the empirical chapters.

AbstractThe public sector, private firms, business community, and civil society are generating data that is high in volume, veracity, velocity and comes from a diversity of sources. This kind of data is known as big data. Public Administrations (PAs) pursue big data as “new oil” and implement data-centric policies to transform data into knowledge, to promote good governance, transparency, innovative digital services, and citizens’ engagement in public policy. From the above, the Government Big Data Ecosystem (GBDE) emerges. Managing big data throughout its lifecycle becomes a challenging task for governmental organizations. Despite the vast interest in this ecosystem, appropriate big data management is still a challenge. This study intends to fill the above-mentioned gap by proposing a data lifecycle framework for data-driven governments. Through a Systematic Literature Review, we identified and analysed 76 data lifecycles models to propose a data lifecycle framework for data-driven governments (DaliF). In this way, we contribute to the ongoing discussion around big data management, which attracts researchers’ and practitioners’ interest.

Summary/AbstractAn ethical assessment is a complex, dynamic and comprehensive process that requires both ethical expertise and practical knowledge. An ethical assessment of a genetically modified organism (GMO, including genome edited organisms) must follow accepted and transparent methods and be based in relevant considerations. In addition, the Ethical guidelines must include a broad and adequate range of values, so that no groups, stakeholders, agents or areas are left out.
