Community capital has approached to formulate a sustainable rural livelihood. As an agreement in the world development challenges, it have been designed in the framework of Sustainable Development Goals (SDGs) that was supported by the United Nations as a global effort to attain 169 targets, such as natural resources management for sustainable rural development. This article aims to analyze community empowerment on green development to strengthen energy self-sufficient villages based on the community capital. The method in this research used the qualitative approach that was used in order to obtain a comprehensive understanding of all phenomena that occurred in the study of Masoso village, Indonesia. The result of the discussion found that the implementation of green development through micro-hydro power plants supported by the village fund, and has contributed for local community prosperity. This study concludes that the adherence of the community to traditional institutions and local wisdom needed to preserve as the basis of community collectivity to conserve natural resources. New opportunities of local economic activities on integrated agriculture could promote socio-economic development in the modern era through strengthening of farmer groups and community development.

Ecotourism is a form of tourism that is closely linked to the principle of conservation. Thus, ecotourism is right and beneficial in maintaining the integrity and authenticity of ecosystems in natural areas, particularly turtle conservation areas. Ecotourism is synergized to turtle conservation as it has such features: (1) Conservation, the use of biodiversity does not damage the natural source, also it does not cause negative impact whereas it is very environmentally friendly, (2) Education, by improving community’s awareness and changing their behavior about the need for conservation of living natural resources and their conservation, (3) Economy, ecotourism provides economic benefits and spur regional development; and (4) Active role of community, this is done by building partnership with local communities for the development of ecotourism. Based on the issues, “IbW Conservation and Ecotourism Ngadirojo  District Pacitan Region” was done by (1) Making a model of tourism activities that is environmentally, ecologically, socially, and economically beneficial to local communities and to the sustainability of natural resources, (2) Assessing the object of tourist attraction in flora and fauna conservation areas, in this case sea turtles and their ecosystems, so that can synergize with ecotourism activities, and (3) Making a model of local community-based tourist institution. The method implemented to achieve the objectives was “Community Empowerment through Ecotourism” which is described as follow: (1) Land Conservation, value and travel product, (2) Creation of an ecotourism atmosphere that all people who live in the area will gain the benefit, (3) The development of tourism activities that carry the excellence of the physical, economic, socio-cultural aspects of the local, (4) The solid image of ecotourism activities in the region that is supported by the readiness of all stakeholders, and (5) Integration of turtle theme conservation and ecotourism area with other supporting tourism products in the Regency. Pacitan Construction of facilities that have been carried out are: (1) developing the forest of eternity, (2) ecological restoration of coastal forests, (3) making sea water wells for turtle ponds, (4) nursery of coastal forest vegetation, (5) construction of marine biota ponds and sanitation facilities, (6) construction of shelters and gazebos, (7) construction of parking lot, and (8) widening of the ecotourism ring road. The next stage plans are: (1) ecotourism community empowerment, (2) strengthening the ecotourism area, and (3) revitalization of marine biota ponds.

Penelitian ini menganalisis konflik di sekitar pertambangan dan merumuskan resolusi konflik sebagai strategi pemberdayaan masyarakat di Kabupaten Bombana, Sulawesi Tenggara. Penelitian ini dirancang dengan metode survei deskriptif. Populasi penelitian adalah rumah tangga yang tinggal di desa-desa sekitar wilayah pertambangan, baik di darat maupun di pulau-pulau. Teknik proportional cluster sampling digunakan untuk menentukan sampel. Analisis statistik dilakukan dengan menggunakan statistik deskriptif dan statistik inferensial. Uji statistik inferensial yang digunakan adalah analisis regresi berganda dan uji t untuk menganalisis perbedaan antara responden di daratan dan pulau-pulau. Hasil penelitian menunjukkan bahwa konflik antara perusahaan dengan masyarakat sekitar pertambangan di Kabupaten Bombana tergolong tinggi. Konflik tersebut meliputi proses pendudukan Sumber Daya Alam (SDA), dominasi perusahaan atas sumber daya alam, dan penanganan dampak negatif. Strategi pemberdayaan masyarakat sekitar pertambangan melalui pengelolaan konflik adalah: (1) Mempercepat penyelesaian konflik yang ada dengan pola musyawarah dan melibatkan semua pihak, termasuk masyarakat setempat, pemerintah, dan penegak hukum setempat. (2) Mendorong perusahaan pertambangan untuk meningkatkan pengelolaan lingkungan yang terkena dampak untuk mencegah kerusakan lingkungan. (3) Meningkatkan pola kerjasama antara perusahaan, pemerintah, dan masyarakat dalam pengelolaan sumber daya alam. (4) Mencegah konflik sosial. Upaya peningkatan pemberdayaan masyarakat sekitar pertambangan dapat dilakukan melalui kerjasama antara pemerintah, perusahaan, dan masyarakat. Pemerintah dan perusahaan memiliki sumber daya yang cukup untuk menginisiasi program pemberdayaan masyarakat sekitar pertambangan di Kabupaten Bombana. ABSTRACTThis study analyzes conflicts around mining and formulates conflict resolution as a strategy for community empowerment in Bombana Regency, Southeast Sulawesi. The study was designed with a descriptive survey method. The research population is the householder living in villages around the mining area, both on land and in the islands. The proportional cluster sampling technique does the determination of the sample. Statistical analysis was performed using descriptive statistics and inferential statistics. The inferential statistical test used is multiple regression analysis and t-test to analyze the differences between respondents on the mainland and the islands. The study results indicate that conflicts between companies and communities around mining in Bombana Regency are high. These conflicts include the process of occupation of Natural Resources (SDA), the domination of companies over natural resources, and the handling of negative impacts. Strategies for empowering communities around mining through conflict management are: (1) Accelerating the resolution of existing conflicts with a deliberation pattern and involving all parties, including the local community, government, and local law enforcement. (2) Encouraging mining companies to improve management of the affected environment to prevent environmental damage. (3) Improving the pattern of cooperation between companies, the government, and the community in the management of natural resources. (4) Preventing social conflicts. Efforts to increase the empowerment of communities around mining can be carried out through collaboration between the government, companies, and the community. The government and companies have sufficient resources to initiate community empowerment programs around mining in Bombana Regency.

The study was backed by the existence of equitable development and the acceleration efforts around countryside, has done several programs/activities at the village level -based community empowerment as well as optimize the local potential in the village such as tourist village. With the participation of the community directly in the tourist village development, then it can also be used for local community empowerment efforts. This research aim is to find the community participation in the legislation implementation through the Village tourism development Tanjungsari County of Rowosari Sub district Kendal. This research type is qualitative, descriptive research was carried out in the village in Kendal. Focus of the study was excavation of the tourism potential village, forms management in the development of tourism and other forms of activities upon community participation through the development of village tourism. Data collection methods used is interviews, observation, documentations. Technique of data analysis applies qualitative approach. The results shows that the Tanjungsari Village developed into a decent Education about how to cultivate fish and make crafts calligraphy that has tourism potential among other industrial centers household processing and marketing Fish Boiled & smoked fish, as well as the calligraphy craft. Tanjungsari Village Development model geared at empowering communities by involving the community in the development of tourist villages ranging from socialization and decision making in order to prepare the tourism components and the Pokdarwis formation. The research conclusion indicates that public participation can be rated high enough and enthusiastic but there has been no support program from the Government to prioritize the village tourism development. While the obstacles faced that there isn’t law regulation because the tourist village development program is not yet contained in the RPJMDES and RKP village then be followed up with SK (Circulating Letter) Regent Tanjungsari assignment as rural education. It suggests that socialization program in order to disseminate the existence in Tanjungsari Village with invites schools to learn to cultivate fish, creating crafts calligraphy through website and social media.

Abstract In recent years rural areas of the Kujawsko-Pomorskie voivodship have seen very significant changes, especially with the participation of the Rural Development Program 2007-2013. The aim of the article was to diagnose the factors determining the implementation and management of the Leader 2007-2013 program in the institutional and personnel aspect in the Kujawsko-Pomorskie voivodeship, and to diagnose the functioning of the Local Action Groups as the actors responsible for shaping the regional and local sustainable rural development policy, RDP 2007-2013 program. As a result of the research, there is a need to continue research leading to an assessment of the effectiveness of LAG activities and the creation of local leaders, which may have a significant impact on local community participation in moderating local development.

The purpose of this research is to find out whether PT. (Persero) Indonesia's Port of Belawan Main Branch I have been doing local community empowerment activities (its environment) and what are the factors that hampered and supporters in the activities of the community empowerment. This research was qualitative research with a descriptive method, i.e. the research procedure that generates descriptive data in the form of the written word or spoken and the behavior of people who observed, i.e. the existing community around the the environment of PT Persero Indonesia's Port I main branch of Belawan, through interviews, observation and documentation. Community empowerment in the environs of PT. (Persero) Indonesia's Port I main branch of Belawan in partnerships program with small businesses and Community Development Program is still limited to venture capital lending, assistance towards victims of natural disasters, aid (contribution) of education, and public development assistance. This is more emphasize the economic and development dimensions rather than the social and science and technology dimensions. Obstacles faced was the lack of funds for the implementation of the community development program and partnership as well as a lack of  field employee that is in charge of providing training and education for the built community. The surrounding community is not directly involved in policy making to support community empowerment activities. Likewise in solving problems by allowing problems to occur, without providing assistance for their resolution. Like when partner experience obstacles in repaying loan capital, they just bill to the place of the business partners. If it doesn't already exist, it will be billed the following month, without any assistance how to solve the problem.

  The Kampung KB Program is a development program that aims to improve the quality of the population in Indonesia. An important aspect in this program is community empowerment. Development with an empowerment dimension is a development activity that occurs in society which is triggered by the desire to advance and allow economic growth and social cohesiveness. This program is a button up, where the government acts as a facilitator and the community innovates according to the issues and needs that develop in the local community. In Banyumas Regency, the program received serious attention from stakeholders so that this stretch was evident in the slogans of the KB village that are often found in almost every sub-district and village / kelurahan. This research was conducted in Karangpucung Village, South Purwokerto District, by observing community activities related to the Kampung KB Program in conducting program socialization and collaboration with other parties, such as sub-district and district governments, community leaders, and experts in the population sector. . The results of the research, which was conducted in a descriptive qualitative manner, showed that for enabling links, the PKK officials were assisted by the head of the RT / RW aggressively and voluntarily to socialize by going from house to house to raise awareness of the residents. The material is not only about family planning but also about local productive businesses and entertainment. For functional relations, this program involves the Puskesmas, family planning officers, midwives and also Babinsa who take an active role. The normative link is that the program is run through the main tasks and functions outlined by the BKKN, instructions and guidance from policy makers such as the sub-district head, village head and the head of district PKK supervisors. Meanwhile, related to the dissemination of the KB village program, it uses events that are widely liked by the community such as grand recitation, art competitions (kentongan), socialization of the risks of early marriage for youth groups, and the provision of supporting facilities, namely props for counseling, as well as the availability of libraries in KB villages.

Community empowerment program in Parigi Moutong district has not been effectively operated, that greater effort to evaluate and develop the previously implemented program is needed. This research uses purposive sampling method, i.e. the chosen sample method. The study result finds that the cause of the community empowerment program that has been done is still not effective because the process of the determining program is lacking of public participation. As a result, it creates a new helplessness, i.e. the dependence of communities on the program with direct assistance. On the other hand, the regional tourism development program has a good prospect and able to synergized with a more participative community empowerment program that. The beauty of Parigi Moutong natural landscape and its possesion of various natural resources is a great potential to create a tourism destination, and enhancing society's welfare around the area.

The rural infrastructure development program (PPIP) is development programs community empowerment. Where people have got to dive headlong in village development, especially physical development he purposes of this research is to find how the participation of the community in the Rural infrastructure development program (PPIP), Ngranget Village, Dagangan District, Madiun Regency. The kind of research is qualitative descriptive. In research, this is the population is the number of household heads involved in the delivery rabat concrete development in Ngranget village which consisted of 95 KK. The majority of informants interviewed in this research was 12 people. Was used in the study data collection method that is Technical Documentation interviews and data available for analysis namely described the results of research or data with a form of what is he got writer whether it is the results of the interviews, or result in appreciating documentation then investigated and the studies of the issue and. The result that the community participation in development in the village of rabat concrete Ngranget mind (planning), low participation in the form of energy high, participation in the form of expertise, quite low in the form of goods low, the form of money and participation is very low.

Aim of the research as follows: (1) inquisitive about variation of laws in regulating agrarian resources use, (2) function of traditional law in regulation at used of natural resources and related with existence on natural preservation-in formal law, and (3) inquiring influence outsider intervention to local institutions with the agrarian structure and relationship between expectation agrarian conflict. The unity of the study is Arfak community-as much as local community- was that administrative limited seatle in certain locations around natural preservation area of the Arfak Mountain. The trategy of the research is case study, while analysis of the data with qualitative manner. Result of the research is in the locations study beside property right of local community and movement of Arfak community from high land include at the resettlement programme. Not a problem related with economic subsistence with economic un-security because group property right community give free to the movement community for use to agriculture developing. For developing concept of forest sustainable as nit side to one side, income several NGO as well as role as institution relationship (young-shoot autonomy) for accommodation importance various party supra-village in relationship with existence natural preservation area of the Arfak Mountain and the party of local community in related of security in economic subsistence.
