The purpose of this research is to find out whether PT. (Persero) Indonesia's Port of Belawan Main Branch I have been doing local community empowerment activities (its environment) and what are the factors that hampered and supporters in the activities of the community empowerment. This research was qualitative research with a descriptive method, i.e. the research procedure that generates descriptive data in the form of the written word or spoken and the behavior of people who observed, i.e. the existing community around the the environment of PT Persero Indonesia's Port I main branch of Belawan, through interviews, observation and documentation. Community empowerment in the environs of PT. (Persero) Indonesia's Port I main branch of Belawan in partnerships program with small businesses and Community Development Program is still limited to venture capital lending, assistance towards victims of natural disasters, aid (contribution) of education, and public development assistance. This is more emphasize the economic and development dimensions rather than the social and science and technology dimensions. Obstacles faced was the lack of funds for the implementation of the community development program and partnership as well as a lack of  field employee that is in charge of providing training and education for the built community. The surrounding community is not directly involved in policy making to support community empowerment activities. Likewise in solving problems by allowing problems to occur, without providing assistance for their resolution. Like when partner experience obstacles in repaying loan capital, they just bill to the place of the business partners. If it doesn't already exist, it will be billed the following month, without any assistance how to solve the problem.

Purpose The purpose of this paper is to reflect on what can be learned about disaster risk reduction (DRR) from the L’Aquila trial of scientists. The court case was initiated because of a controversial meeting on 31 March 2009 of the Major Risks Committee (MRC), held under the auspices of the Italian Department of Civil Protection. The purpose of the meeting was to consider (prior to the fatal earthquake of 6 April 2009) disaster risk in the L’Aquila area, which was being affected by an earthquake swarm since October 2008. Design/methodology/approach The authors undertook a document analysis of trial materials, and a review of academic and media commentary about the trial. Findings The legal process revealed that disaster governance was inadequate and not informed by the DRR paradigm or international guidelines. Risk assessment was carried out only in a techno-scientific manner, with little acknowledgement of the social issues influencing risks at the local community level. There was no inclusion of local knowledge or engagement of local people in transformative DRR strategies. Originality/value Most previous commentary is inadequate in terms of not considering the institutional, scientific and social responsibilities for DRR as exposed by the trial. This paper is unique in that it considers the contents of the MRC meeting as well as all trial documents. It provides a comprehensive reflection on the implications of this case for DRR and the resilience of peoples and places at risk. It highlights that a switch from civil protection to community empowerment is needed to achieve sustainable outcomes at the local level.

Reduced demand for wood and wood products resulting from the economic crisis in the first decade of the 2000s severely impacted the forest industry throughout the world, causing large forest-based organizations to close (CBC News, 2008; Food and Agriculture Organization of the United Nations, 2009; Pepke, 2009). The result was a dramatic increase in unemployment and worker displacement among forest product workers between 2011 and 2013 (Bureau of Labor Statistics, 2014). Forested rural communities often depended on the large-scale forest industry for their livelihood, and as a result, decreased reliance on large-scale industry became increasingly important (Lupo, 2015). This article explores portable-sawmill-based entrepreneurship as an opportunity to promote social change in the local community. Results indicated that portable-sawmill-based small businesses created community development opportunities, which promoted social change in the larger community through farm business expansion, conservation efforts to improve local community development, and niche market creation in the local or larger community.

At the end of 1971 the Government designated the extention of the Community Development Project to the planned total of twelve areas. The project was then described as ‘a national action-research experiment’ carried out in selected urban localities in order to discover ‘how far the social problems experienced by people in a local community can be better understood and resolved through closer co-ordination of all agencies in the social welfare field – central and local government and the voluntary organizations – together with the local people themselves’. There was a special emphasis placed on the importance of ‘citizen involvement and community self-help’, together with the expectation that ‘the lessons learned can be fed back into social policy, planning and administration, both at central and local government level’.

Corporate Social Responsibility (CSR) is a form of social responsibility from the business to also care about the conditions of the social environment around it. In this concept, businesses are not only required to realize their economic responsibilities in fulfilling the production of goods and services but are also asked to care about aspects of social and environmental responsibility affected by these production activities. PT. Bukit Asam (Tbk) (PTBA) as one of the companies engaged in coal mining in Muara Enim district, is also inseparable from the responsibilities that have been mandated in the form of related regulations and laws. PTBA as a BUMN is also mandated to implement the Partnership and Community Development Program (PKBL), which is also a form of CSR programs. In its implementation, if it is associated with the mandate of CSR and PKBL regulations, it is appropriate for the CSR-PKBL program not only to measure its business benefits, both in terms of the company's reputation, but also to continue to operate to the marketing aspects. However, CSR and PKBL must be able to provide economic benefits to the recipient community. For this reason, this study presents how the perspective of the community in seeing the CSR-PKBL program that has been conducted by PTBA to the community in Muara Enim Regency. The study was conducted in communities in 17 villages in 3 sub-districts identified as having received the CSR-PKBL program from 2014-2015. This study is useful for companies to provide a direction to the future CSR-PKBL program, and also to local governments to formulate policies related to the implementation of CSR-PKBL as mandated by law.

The research aims to investigate the collective mobilization mechanism for the adoption of the Sub District Development Program. This style of analysis is contextual in concise terms of case studies. The technique of data collection consists of extensive interviews, observations, and documentation. The evaluation approach using the CIPP model (context, data, procedure, and product) and the Seven E definition (intend, inform, remove, communicate, enthuse, equip, and evaluate). The findings revealed that: (1) Implementing PPK on the context, data, method and product aspects of the program, implementing PPK on the technological aspects of its fiscal, and uncharged empowerment; (2) certainty of program form was not adequate and the software system is still operating ineffectively; (3) Implementation of Sub District Development Program in context Besides, the Sub District Development Program implementation in Poso had programs for reconciliation and post-conflict peacebuilding sponsored by the "Sintuwu Moroso" community, but not yet wholly added to the social capital and local awareness. The variable that inhibits PPK is the variable in deepening public trust and low assistance for target groups in local bureaucrats; 4) The application of the Seven-E empowerment concept has not been effective, institutionally it is necessary to apply the Seven-E empowerment concept to KDP, so that social transformation will take place mainly through education, mentoring and evaluation

Community service program was conducted in Kaloling Village, Bantaeng Regency (200 km from Makassar City). Kaloling village has the characteristics of a religious community, hardworking, open-minded, and supported by educational facilities available at all levels of education. However, kaloling villagers do not have the opportunity to study the Qur'an intensively because of their daily routine and busy work. therefore, the activities of KKN STIBA Makassar in Bantaeng Regency are focused on community development programs to study the Qur'an, called "Gemar Qur'an". In its implementation, PkM began by using soar analysis approach to the needs of local community empowerment. From the analysis, the Qur'an learning movement program consists of two activities, Tahsinul Qiro'ah (improvement of qur'an reading) for Muslims and Daurah Memorization and muroja'ah Al-Qur'an for children. the result of this PkM activity is formed several learning groups of the Qur'an consisting of various age levels for tahsinul Qiro'ah activities. Other results are increased motivation and enthusiasm of children in learning, as well as playing and having fun while learning.

PT Krakatau Steel (Persero) Tbk or PTKS is one of the State-Owned Enterprises (BUMN) located in the city of Cilegon, Banten Province. As a strategic industry, This company is engaged in manufacturing the steel industry. PTKS conducts corporate social responsibility (CSR) aimed at empowering the surrounding community through the Partnership and Community Development Program (PKBL). By using the Stakeholder Theory and Relationship Management Theory, it shows that stakeholders must be considered by the company. Assuming that the company deals with many groups that affect the company's goals. It is emphasized the nature of a relationship in the process, and the output for the company and its stakeholders. Relational management theory is useful to explain how CSR and public relations can balance the interests of the organization with the public, so as to create a harmonious relationship between the company and the surrounding community. The research used qualitative approaches and interpretative analysis. The implementation of CSR and empowerment of the community carried out by PTKS through PKBL is relatively running in accordance with the provisions contained in the Decree of the Minister of SOEs No.236 of 2003. CSR activities continue to be carried out mainly in the micro and small business sector. Both soft loans (Partnership) and Community Development run by PKBL PT Krakatau Steel (Persero) Tbk has significant impact for growing their business.

Urgency of the research. Social entrepreneurship covers a wide range of tasks from area of social policy that should ensure the normal living conditions of the local community. From this point of view, the main task of social entrepreneurship is to improve the well-being of local community and meet its needs by the implementation of social infrastructure services. Target setting. In the paper the hypothesis is formulated that Ukraine has worse conditions for the formation and development of social entrepreneurship than Poland. The study is proved that development of social entrepreneurship in Poland in the light of EU regional policy consists in the support of social enterprises by the state in accordance with the National Program for Social Economy Development, the European Union. Actual scientific researches and issues analysis. Some aspects of social entrepreneurship and community development are covered by the studies of such scientists as J. Defourny, J. Hausner, Jan-U. Sandal, A. Nicholls, G. Keohane, J. Kerlin, O. Pankiv and others. Uninvestigated parts of general matters defining. It should be admitted that there is a problem of state support for social enterprises at the appropriate level in Ukraine. This only deepens the differences between the social enterprises in Ukraine and Poland. It is worth noting that as a consequence of this, social entrepreneurship of Ukraine is more business-oriented than in Poland. The research objective. The study on the social entrepreneurship and its impact on the local community development undertaken at national and regional levels, i.e. on statistical material concerning 22 regions of Ukraine and 16 voivodships of Poland. The study used a comparative method of developing social entrepreneurship in Poland and Ukraine. In addition, the study carried out in the paper was enriched with drawings made on the basis of graphic and cartographic data presentation methods. The statement of basic materials. As part of the research, the concept of social entrepreneurship (prosocial business) was defined, the features of the social entrepreneurship in Poland and Ukraine were analysed, and the ways of the social entrepreneurship development in Ukraine were presented. Conclusions. Based on the results obtained, recommendations were presented to strengthen and develop social entrepreneurship in Ukraine.

Community capital has approached to formulate a sustainable rural livelihood. As an agreement in the world development challenges, it have been designed in the framework of Sustainable Development Goals (SDGs) that was supported by the United Nations as a global effort to attain 169 targets, such as natural resources management for sustainable rural development. This article aims to analyze community empowerment on green development to strengthen energy self-sufficient villages based on the community capital. The method in this research used the qualitative approach that was used in order to obtain a comprehensive understanding of all phenomena that occurred in the study of Masoso village, Indonesia. The result of the discussion found that the implementation of green development through micro-hydro power plants supported by the village fund, and has contributed for local community prosperity. This study concludes that the adherence of the community to traditional institutions and local wisdom needed to preserve as the basis of community collectivity to conserve natural resources. New opportunities of local economic activities on integrated agriculture could promote socio-economic development in the modern era through strengthening of farmer groups and community development.

Zakat as one of the institutions in Islam, has a spiritual dimension and covers many aspects of community empowerment that include various aspects such as economic, social, health, education and religion, especially in the event of a pandemic. One of the community empowerment programs by zakat institutions is Zakat Community Development. One of the community empowerments programs by zakat institutions in this research to find out and analyze the concept of empowerment in the form of Zakat Community Development during the pandemic in Kahayya Village, Bulukumba Regency. The method in this study is qualitatively descriptive by finding detailed information related to the Zakat Community Development program in Kahayya Village, Bulukumba Regency. The results of this study show that several programs have been implemented covering various aspects such as socioeconomic, health, education and religion. In the field of health, disinfectant narrowing, vaccination programs, provision of handwashing, distribution of masks and hand sanitizers to socialization related to the prevention of the spread of the covid-19 virus to the community. Similarly, in the world of education, through ZCD is done the reactivation of reading parks and the development of ICT-based libraries. Socialization in pondok tahfidz as a preventive measure of transmission and healthy life is part of religious empowerment so that students can still learn religion. Especially in the economic aspects formed by several SME communities, namely farmers groups that develop AGROWISATA and horticulture, Kahayya coffee SMEs and honey mustika Kahayya SME groups.Zakat sebagai salah satu pranata dalam Islam, memiliki dimensi spiritual serta mencakup banyak aspek pemberdayaan masyarakat yang meliputi berbagai aspek seperti ekonomi, sosial, kesehatan, pendidikan dan agama, khususnya pada saat terjadi pandemi. Salah satu program pemberdayaan masyarakat oleh lembaga zakat adalah Zakat Community Development. Tujuan penelitian ini untuk mengetahui serta menganalisis konsep pemberdayaan berupa Zakat Community Development pada masa pandemi di Desa Kahayya, Kabupaten Bulukumba. Metode pada penelitian ini adalah kualitatif deskriptif dengan menemukan informasi secara detail terkait program Zakat Community Development di Desa Kahayya, Kabupaten Bulukumba. Hasil penelitian ini menunjukkan bahwa telah dilaksanakan beberapa program yang meliputi berbagai aspek seperti sosial ekonomi, kesehatan, pendidikan maupun keagamaan. Pada bidang kesehatan dilakukan penyemprotan desinfektan, program vaksinasi, penyediaan tempat cuci tangan, pembagian masker dan hand sanitizer hingga sosialisasi terkait pencegahan penyebaran virus covid-19 kepada masyarakat. Demikian pula pada dunia pendidikan, melalui ZCD dilakukan pengaktifan kembali taman baca serta pengembangan perpustakaan berbasis TIK. Sosialisasi di Pondok Tahfidz sebagai langkah pencegahan penularan dan hidup sehat merupakan bagian dari pemberdayaan keagamaan agar santri tetap dapat belajar agama. Terkhusus pada aspek ekonomi yang terbentuk beberapa komunitas UKM yaitu kelompok tani yang mengembangkan AGROWISATA dan holtikultura, UKM Kopi Kahayya serta kelompok UKM Madu Mustika Kahayya.
