Support for the development of new technology-based business is a major challenge in Brazil. One reason is the change of the paradigm of an economy based on supply of commodities to an economy of developing and offering technology. In this environment, business incubators are presented as a key player in this process. However, incubators lack of infrastructure available for the technological development of products, as entrepreneurs begin to demand something beyond basic infrastructure. This article aims to classify research and development infrastructure models, based on the degree of importance earned by entrepreneurs belonging to incubators of technology-based companies in the state of Parana. An extensive literature review identified seven research infrastructure development models and discrete manufacturing products. These models were then classified by their features and practices. Following, a hierarchy was built, using the Analytic Hierarchy Process (AHP). Based on this hierarchy, an electronic questionnaire was designed and it was applied to 115 entrepreneurs belonging to 15 incubators of technology-based company, all located in the state of Parana. The responses were used for the construction of the weights of criteria based on the characteristics and analyzed practices. Finally, seven models were classified according to the AHP, providing incubator managers with the best options of laboratory models, according to the characteristics and needs.

Two existing techniques are integrated and a methodology for evaluating transportation projects, especially complex projects that involve new technologies, is created. While integrating the multiattribute value function technique with the analytic hierarchy process, a new scaling approach is introduced through use of a linear scaling proxy. Additionally, the approach identifies an overall worth for a project. This overall worth provides decision makers with a quantitative value they can use to compare different projects or to estimate and compare hypothetical results. The methodology is demonstrated in a sample problem. The methodology’s application to the Anaheim field operational test is then described. Often, evaluations fail to look at all the potential areas a project may affect. This methodology simplifies the process for including institutional issues in the final results of an evaluation.

Using agricultural preservation priorities derived from an analytical hierarchy process by 23 conservation experts from 18 agencies in the state of Delaware, this research uses weighted benefit measures to evaluate the historical success of Delaware's agricultural protection fund, which spent nearly $100 million in its first decade. This research demonstrates how these operation research techniques can be used in concert to address relevant conservation questions. Results suggest that the state's sealed-bid-offer auction, which determines the yearly conservation selections, is superior to benefit-targeting approaches frequently employed by conservation organizations, but is inferior to the optimization technique of binary linear programming that could have provided additional benefits to the state, such as 12,000 additional acres worth an estimated $25 million.

The maintenance way of armored vehicle engine is hard time maintenance and breakdown maintenance in our army. So, the situation of lack or excess of maintenance is often existing in armored vehicle engine, and leading to potential safety hazard and wasting of resources. Condition based maintenance, which based on advanced detect and diagnosis technology, is a good way to solve the problems mentioned above. So, parameter tables which can completely reflect the state of armored vehicle engine is set up in this paper, and analytic hierarchy process and fuzzy synthetic evaluation method is used to scientific assess the state of vehicle engine. The computational process is demonstrated by analysis the experiment data of an armored vehicle engine. The work gives the foundation for condition based maintenance of armored vehicle engine.

Planning and budgeting play an essential role in achieving development goals in the national and regional scale, especially fundamental development such as infrastructure. Development planning documents through the Medium-Term Expenditure Framework (MTEF) approach presents the relationship between policy priorities and available budgets. The development planning document is implemented annually through the Regional Development Budget (APBD) through a Public Expenditure Management (PEM) approach. Consistency between the two documents is needed to achieve development goals. The purpose of this study is to analyze the consistency between the MTEF and PEM in the Regional Medium Term Development Plan (RPJMD) and the realization of the APBD on basic infrastructure in West Java Province during the period 2016-2017. The research used a method of comparing programs and budgets according to the number, variance, and percentage of changes between MTEF and public budget management and Analytic Hierarchy Process (AHP). The results showed that the MTEF and PEM in infrastructure in West Java were not consistent. The difference was caused by the difference in agreement; where MTEF is an agreement between the executive only and PEM is approved by the executive and legislative.   Keywords: Consistency, MTEF, PEM, planning and budgeting, infrastructure, AHP.

The construction sector constantly offers new products, more effective technologies and novel solutions aimed at improvement of the quality of human habitats and wider distribution of technologies. Currently, effective technologies that require less time and costs for production, installation and use are gaining greater significance. Among them are construction materials and technologies with increasingly popular sustainability features. Considering the above, the article offers a complex algorithm for assessing the deployment and distribution potential of a new technology/product. For this purpose, a multi-stage model of alternatives and criteria was suggested and an analytical multi-stage evaluation model has been designed. The practical example illustrates the assessment of micro environment using a combination of AHP (Analytic Hierarchy Process) and Permutation methods. The designed multi-criteria assessment model promotes accessibility of users to a technology, new product, a part of the product and a technological process.

Selecting the promising technologies to incorporate in new products is challenging for enterprises, especially for those who compete in emerging high-technology industries. By integrating external factor evaluation (EFE) and internal factor evaluation (IFE) matrix, this study proposes a new technology selection method. The proposed framework is applied to a real technology selection problem faced by a bio-technology enterprise in the context of Chinas economic, political and social environment. Two major aspects and 24 external/internal factors are determined. This study uses analytic hierarchy process (AHP) method to sort the information and derives weights of each criterion. Empirical results indicate that the candidate technology is promising, and shall be developed as one of the enterprises primary products.

Purpose – Technology transfer becoming an important area especially in developing and less developed countries. The purpose of this paper is to address issue of supply chains’ benchmarking based upon their capability to mange technology transfer critical barriers mitigation efforts toward making technology transfer process implementation successful. Design/methodology/approach – The present paper is based on two research stages. Initially, extensive literature review has been made to identify critical barriers. In total, 20 technology transfer critical barriers have been identified from literature review and categorized in to six criteria. In second stage, analytics hierarchy process has been utilized to rank the critical barriers of technology transfer in supply chain and provide a benchmarking framework. Findings – Political barriers (PB) have been analyzed most significant criteria of critical barriers to technology transfer followed by socio-cultural barriers (SO) and economic barriers (EB). “Political instability,” “Difficulty in transfer and diffusion,” “Too expensive,” “Inappropriate/incompetent technology and resource wastage in technologies imported,” “Inactive role of SC members and resistance to change” and “Management attitude” have been found most hindering barrier in their respective category/criterion of technology transfer barriers. Research limitations/implications – Scope of the present study has been limited to propose framework to benchmark supply chains by analyzing 20 critical barriers of technology transfer grouped in to six dimensions using analytical hierarchy approach based on “ratings provided by experts,” which may be biased. Practical implications – Benchmarking process has been proposed to calculate value of total of overall weights to a particular supply chain named as “Technology Transfer Barriers Mitigation Index (TTBMI)” useful to present capability of supply chains to manage technology transfer barriers by a single numeric value. From “provider” developed county’s view point, present benchmarking framework may be further applied to compare developing countries’ ability to absorb and diffuse new technology. Originality/value – Benchmarking procedure has been dealt with using well-established methodology- analytical hierarchy process toward providing single numeric value index (TTBMI) indicating ability of supply chains to manage/mitigate technology transfer barriers.

Transformers state comprehensive assessment to provide the basis for the repair and maintenance of power transformers .Based on the fault tree analysis (FTA) to find out the impact of the failure of the power transformer factors, and the establishment of the index system to assess the state of the power transformer, application 3 scale analytic hierarchy process assessment model for the establishment of the state of the transformer , and thus the transformer state is divided into five levels. Through the classification of the more conducive to the staff to understand the transformer condition, reasonable arrangements for the maintenance plan .Case analysis to prove, based on the comprehensive assessment of the fault tree and power transformer condition of the Analytic Hierarchy Process method is reasonable and effective.

Electro-mobility (EV) is an emerging transportation method, whose charging infrastructure development concerns a key-factor for its growth. EV charging infrastructure has not grown yet in Greece, regardless of the ambitious national targets that have been grounded for 2030 towards a climate-neutral mobility. This study introduces a multi-criteria decision-making (MCDM) framework for EV charging infrastructure deployment and operation, which respects both the economic and the technical aspects for public charging stations. The analytic hierarchy process (AHP) was followed for the MCDM framework’s definition, which used criteria that were in the corresponding literature and performed with interviews by experts from the EV growing market in Greece. The results show that the installation and operation of public EV charging stations, located in private spaces to ensure their protection against vandalism, within the urban areas is the preferred deployment approach. Moreover, this article tests a market model for the EV charging infrastructure ownership and operation. Findings show that the incentive for investment in EV charging infrastructure market in Greece, is driven by the direct investments of limited vendors, while it is not economically oriented, but it focuses on sustainability and environmental protection.
