At the present stage, to ensure economic security at different levels (both national and regional), for economic growth and sustainable development, one of the important factors is integration processes. At present, integration unions, which include several member states, are acting quite effectively. One of such unions is the Eurasian Economic Union (EAEU), in comparison other integration unions such as the EU (European Union), the European Free Trade Association (EFTA) and some other, EAEU is quite young. However, this union of countries can be called one of the dynamically developing, and nevertheless, in the interaction within the union, a certain imbalance between the member states can be noted, which can be called a serious internal challenge for the EAEU. It is worth noting the economic context of the imbalances in the Union: there is no correlation in macroeconomic indicators (for the majority) between the countries – members of the Union. One of the leading participants in the Eurasian Economic Union, as well as one of the founders is Kazakhstan. It was with at the behest of Kazakhstan that the implementation of this union began. But, after 5.5 years of the functioning of this integration association, the effectiveness of this association gives rise to certain disputes, especially the effectiveness of the union, which calls into question the advisability of Kazakhstan in the composition of this union. The purpose of the article is to analyze the problems of economic integration of Kazakhstan in the Eurasian Economic Union and the possibility of solving them. In the framework of the study of the problem, a scientific approach was used using general scientific methods that were also special, in particular, systematization, theoretical generalization and the method of comparison with the use of statistical analysis. The study defines the concept of integration, reveals the understanding of economic integration from the perspective of different economic schools, using various approaches to understanding this category, defines forms of economic integration and factors defining the integration process, gives a brief disclosure of the essence of the Eurasian Economic Union. The participation of Kazakhstan in the EAEU relative to other participating countries is considered and the main problems are identified, some prospects for Kazakhstan’s participation in the EAEU are considered. The prospects for further research are due to further study of the EAEU problems with respect to the participating countries, for their subsequent study and search for solutions. The instrumental value of the material lies in the possibility of studying problematic issues for further sustainable and effective interaction.

The presented study examines the experience of forming a regulatory framework for the integration of the Eurasian Economic Union (EAEU) member states through the example of standardization as one of the key tools of quality economics.Aim. The study analyzes the major solutions of the EAEU authorities and member countries aimed at increasing the role of standardization in the economic integration of the Union over five years of its existence.Tasks. The authors identify efficient methods for developing standardization for the integration of the EAEU states as well as the most problematic aspects in this field that need to be taken into account in the qualitative strengthening of the Union’s economy.Methods. This study uses general scientific methods of cognition to examine the activities of the EAEU authorities and member states aimed at creating a system for the economic integration of the Union during a period of its transition from separate national markets towards a single (common) market.Results. Over five years of operation in the field of stadardization, the Eurasian Economic Union has created the necessary organizational and legal framework to ensure the successful development of integration processes. The national legislation on standardization has been modernized with allowance for the harmonization of these laws. In the next five-six years, the development of international standards for 40 technical regulations is expected to be completed, which would create a regulatory framework for unhindered interaction between all participants of the single (common) EAEU market. Conclusions. The analysis of activities in the field of standardization reveals a sufficiently thought-out and coordinated policy of the EAEU states in creating the necessary conditions for overcoming legal and administrative barriers in the movement of goods and services within the common economic space of the EAEU.

The object of scientific research within the framework of this article is ways of overcoming barriers and exemptions on the way of the implementation by the member states of the Eurasian Economic Union of their international obligations on the mutual recognition of education. To achieve this goal, an analysis was carried out of the reasons for the ineffectiveness of the obligations declared at the level of the integration association to recognize in one of the EAEU member states documents on education and (or) qualifications, documents on academic degrees and titles obtained in another state of the Union. The author substantiated the possibility of using the tools of professional and public accreditation of educational programs in the context under consideration, subject to expanding the territorial boundaries of its implementation and recognizing the significance of the results obtained within the integrated educational space. The proposed measures for the implementation and implementation of these instruments at the international level will ensure the effectiveness of the freedom of movement of labor within the studied integration association.

The aim of the paper is to consider the international experience of delineating spheres of responsibility of national and supranational regulators in the sphere of agriculture on the example of the Eurasian Economic Union. Used philosophical, general scientific and special methods helped to provide an assessment of the process, which shows that, due to the incompleteness of the process of economic integration, the existing institutional structure of the Union cannot be considered as finalized, and therefore the assignment of certain powers to the Union's bodies is situational, which prevents the formulation of final conclusions on the specifics of delimiting the spheres of responsibility of national and supranational regulators and the boundaries of powers of national regulators in the agricultural sector. The authors concluded that Eurasian Economic Commission's powers and competence in the sphere of agriculture should be expanded in order to achieve aims of the integration entity.

Currently, one can observe the process of active economic integration and cooperation, in the post-Soviet space. This is possible due to mutual economic and political interests, ensuring the protection of the interests of national producers, and obtaining competitive advantages of domestic goods in comparison with similar products of Western European and Asian manufacturers. The solution to all these problems is facilitated by the creation of a single international organization of the post-Soviet space the Eurasian Economic Union (EAEU), the territory of its member states already constitutes a single customs space. Activities of the EAEU are associated with the adoption of a significant number of regulatory international legal acts. Implementation of these acts will be satisfactory only if the EAEU member states properly implement it in the national legislation. At present, several types of implementation of international law provisions in the national legislation of a particular country are distinguished in legislative activity: reception, transformation, referral, incorporation, ratification. Law enforcement practice also deserves special attention, including decisions of international courts binding in a single state. As a result of the study, the most preferred forms of implementation of the EAEU regulatory acts into the national law systems of its participants: Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia, were established. In addition, it was concluded that it is necessary to unify provisions of the criminal law of the listed states in terms of establishing liability for customs offenses. This decision will positively affect protection of both the interests of individual participants in economic relations and the economic security of each union state.

In the present settings, the development of the world economy follows a key trend that consists in regional economic integration. It is quite predictable that the member states of the Eurasian Economic Union (EAEU) are promoting the project of economic integration aiming to secure certain positions in the developing new structure of the global economic system. This study aims to establish whether EAEU meets the criteria for an international organization of regional integration, as well as to consider whether the EAEU countries can successfully combine their membership with the membership in the World Trade Organization (WTO). The study was based on specific techniques and methods for the research of phenomena and processes. In a bid to reach the objectives of the study, the authors considered the scientific opinions, online data sources, as well as the analytical data available on the official websites of EAEU, WTO and the Eurasian Economic Commission. The importance of the study lies in the actionable advice on the improvement of integration that was provided based on the analysis of the regional economic integration processes within EAEU. The study concludes that the EAEU was established in accordance with the norms of international law and that the Union possesses every attribute of an international organization. In addition to that, as a result of examining EAEU’s ‘outer borders,’ the study revealed certain problems for the member states in trying to maintain their EAEU membership alongside with the membership in WTO.

The article analyzes the state and dynamics of the development of the Russian pharmaceutical industry. There is given an assessment of the state and trends of exports of its products to the member states of the Eurasian Economic Union, as well as the countries of the post-Soviet economic space. Opportunities and prospects for the development of the Russian pharmaceutical industry in the process of formation of the single market of the EEU, the use of regional economic integration opportunities are substantiated. Proposals have been formulated to increase the export potential and international competitiveness of the Russian pharmaceutical industry, to develop integration processes of forming a single pharmaceutical market for the member states of the EEU.

The main objectives of the Eurasian economic Union (EAEU), as an international economic integration, are to increase the sustainability of socio-economic development and competitiveness of industrial complexes of the member States on the basis of the formation of a new model of development and implementation of a coordinated industrial policy. The main feature of the EAEU is the clear dominance of Russia in a number of indicators, including population, GDP, industrial production, exports and imports, mutual trade, and investment. It is proved that the considered economic integration as a whole led to the change after a long-term decline in the negative dynamics of GDP to positive according to official statistics and analytical reports of international organizations for the period 2013–2018 at the expense of a coordinated industrial policy. Namely, industrial policy determines the vector of modernization of national economies and regulates the volume and sectoral structure of GDP. The features and tools of industrial policy strategies implementation are revealed. In accordance with the classification of industrial development strategies adopted by the UN conference on trade and development (UNCTAD), the article defines the types and tools of applied industrial policy strategies in the EAEU member States. The results of cross-country comparisons of the main macroeconomic indicators show that the structure of national economies and the level of socio-economic development of the EAEU member States are uneven and differ significantly. At the same time, the structure of the national economy of Russia does not meet modern challenges in comparison with such developed countries as the USA and Germany. A special role in the EAEU is played by mutual trade, demonstrating much greater resistance to crisis processes, and foreign trade with third countries. The transition to a coordinated industrial policy contributes to the strengthening of intra-sectoral nature of mutual trade in the EAEU.

The analysis of various approaches to assessing of economic integration effects of countries in international practice is introduced in the paper. The analysis of the main macroeconomic indicators of the member countries of the Eurasian Economic Union (EEU) is presented for defining the possibility of their using in the calculations of qualitative and quantitative effects of economic integration in the region. An assessment of economic integration effects of the EEU member countries is given, and conclusions are made on the future prospects of the Eurasian Economic Union.
