This study examines the characteristics of elementary schools that experience chronic teacher turnover and the impacts of turnover on a school’s working climate and ability to effectively function. Based on evidence from staff climate surveys and case studies, it is clear that high turnover schools face significant organizational challenges. Schools with high teacher turnover rates have difficulty planning and implementing a coherent curriculum and sustaining positive working relationships among teachers. The reality of these organizational challenges is particularly alarming, given that high turnover schools are more likely to serve low-income and minority students. The negative relationship between teacher turnover and school functioning, and the fact that turbulent schools are disproportionately likely to serve lowincome and minority students have important implications for both district and school-level policies. Specifically: Teacher turnover rates are one indicator of school health, which school districts should consider when focusing on school improvements. Districts need to begin by developing the means to identify individual schools that experience high levels of teacher turnover. Current district policies in implementing professional development for teachers in low-performing schools are inefficient when teachers do not remain in the schools in which they are trained. In order for low-performing schools to improve, districts need to consider providing incentive programs so that high quality teachers apply for, and remain in, these schools. Future research is needed to address the causal link between turnover, organizational functioning and student outcomes. Additionally, there is a need for research examining district policies that may facilitate teacher turnover within a district, including how districts place and transfer teachers, as well as how teachers’ salaries are budgeted.

Background/Context Trends in district and metropolitan school segregation over the past several decades have been well documented, but less attention has focused on the racial/ethnic composition changes at individual schools that generate aggregate trends. These shortcomings limit our ability to understand complex and dynamic patterns of racial/ethnic change within schools, which may in turn prevent policy interventions that could increase school diversity and direct needed educational resources to schools. Purpose/Objective/Research Question/Focus of Study This study identifies distinct trajectories of racial/ethnic change occurring in public elementary schools between 2000 and 2015 and describes the characteristics and prevalence of each trajectory. In addition, the study examines how initial levels of school poverty are associated with membership in different trajectories. Research Design This secondary data analysis relies on data from the National Center for Education Statistics Common Core of Data (CCD) and employs latent class growth analysis. Findings/Results Despite the rapidly changing demographics of the overall student population, approximately 45% of all public elementary schools in the sample had stable racial compositions between 2000 and 2015. Close to half of the remaining schools, about 25% overall, experienced racial change at such a pace that they will be completely minority isolated within the next several decades if the pace continues. In the remaining schools, the pace of racial change is sufficiently slow to maintain diverse schools for many decades. Schools experiencing rapid Hispanic growth tend to have initially higher proportions of low-income students, indicating where racial change may likely occur and where schools will become racially and socioeconomically isolated without proactive policies in place. Conclusions/Recommendations Results suggest that absent intentional interventions that target the type of change trajectories being experienced at the school level, the overall increasing diversity of the student population will not likely lead to sustainably diverse schools for the majority of students. Providing the benefits of a non-racially isolated education for all children is possible, but we must first identify the school trajectories of change and stability, then determine the most appropriate strategy for improving school diversity, and finally provide the resources and policies needed to foster and maintain diverse schools that are inclusive of all students.

Addressing teacher turnover is critical to stemming the country's continuing teacher shortages. It is also important for school effectiveness, as the academic and financial costs of teacher turnover to student learning and district budgets are significant. Using the most recent nationally representative data from the National Center for Education Statistics' Schools and Staffing Surveys, the authors detail which teachers are leaving, why, and which students are most impacted. The study finds higher turnover rates in the South; among mathematics, science, special education, English language development, and world languages teachers; in schools serving students of color and from low-income families; and among teachers of color. The study also finds that several factors are associated with higher turnover rates, including lack of administrative support, teacher salaries, and alternative certification. The paper reviews policy strategies that can address teacher turnover.

Background/Context All organizations face turnover in their workforce; however, in schools high turnover can interfere with the effectiveness and efficiency of the school. While past research has examined school-related factors linked to teacher turnover, few studies have examined how external contextual factors are related to teacher turnover. This study examines the role of two external contextual factors in teacher turnover: economic downturns and changes in state curricular policy (the Michigan Merit Curriculum [MMC]). Purpose/Objective/Research Question/Focus of Study This study asks the extent to which the economic crisis of 2009 and the implementation of the MMC are related to school-level teacher turnover rates and whether those relationships vary by school locale and within the school year. Population/Participants/Subjects The data include full-time high school teachers in the state of Michigan aggregated to the school level. Research Design Using eight years of statewide longitudinal data from Michigan, the study employs school fixed effects models to account for possible differences in unobservable school characteristics that are constant over time and may be related to teacher turnover. The study examines teacher turnover at both the mid-year and the end of the year as teachers leave schools at various points during the school year. Additionally, this study considers how turnover is experience differentially by urbanicity. Findings/Results Between 3.2% and 15.5% of teachers left their school over the eight-year period. The rates of turnover varied by the time of the school year with more teachers leaving at the end of the year than during mid-year. There was a significant increase in teacher turnover rates around the announcement of the MMC as well as the economic downturn. While all locations were impacted by the announcement of the MMC, the largest amount of turnover occurred in urban areas and the lowest for suburban areas. In terms of the economic downturn, towns were impacted the most, followed by rural and suburban schools. Urban areas did not see a significant increase in teacher turnover related to the recession. Conclusions/Recommendations The authors conclude that external contextual factors are related to increases in teacher turnover independent of each other. How these factors relate to teacher turnover does depend on school locale. While this study was based in Michigan, all states have their own policy and economic pressures to consider in related to school-level decision making and teacher turnover.

Purpose – School climate, or the physical and social conditions of the learning environment, has implications for academic achievement. The paper aims to discuss this issue. Design/methodology/approach – The authors examine how school climate varies by school-level characteristics in California using administrative data and the California School Climate Survey. Findings – Teachers/staff at secondary schools, schools in large cities, schools that serve low-income populations, Hispanic- and black-majority schools, and/or low-performing schools reported less positive school climates, including staff/student relationships, norms and standards, student facilitative behaviors, and perceived safety, than their counterparts, paralleling other education inequity trends. Originality/value – The authors encourage educators and school leaders to use data-driven and evidence-based strategies to overcome systematic inequities in positive school climate in order to create social contexts that nurture students’ academic progress and teacher retention particularly in historically under-resourced schools.

Research demonstrates the importance of principal effectiveness for school performance and the potentially negative effects of principal turnover. However, we have limited understanding of the factors that lead principals to leave their schools or about the relative effectiveness of those who stay and those who turn over. We investigate the association between principal effectiveness and principal turnover using longitudinal data from Tennessee, a state that has invested in multiple measures of principal performance through its educator evaluation system. Using three measures of principal performance, we show that less-effective principals are more likely to turn over, on average, though we find some evidence that the most effective principals have elevated turnover rates as well. Moreover, we demonstrate the importance of differentiating pathways out of the principalship, which vary substantially by effectiveness. Low performers are more likely to exit the education system and to be demoted to other school-level positions, whereas high performers are more likely to exit and to be promoted to central office positions. The link between performance and turnover suggests that prioritizing hiring or placing effective principals in schools with large numbers of low-income or low-achieving students can serve to lower principal turnover rates in high-needs environments.

Background/Context Educational policy makers have begun to recognize the challenges posed by teacher turnover. Schools and students pay a price when new teachers leave the profession after only 2 or 3 years, just when they have acquired valuable teaching experience. Persistent turnover also disrupts efforts to build a strong organizational culture and to sustain coordinated instructional programs throughout the school. Retaining effective teachers is a particular challenge for schools that serve high proportions of low-income and minority students. Although some interpret these turnover patterns as evidence of teachers’ discontent with their students, recent large-scale quantitative studies provide evidence that teachers choose to leave schools with poor work environments and that these conditions are most common in schools that minority and low-income students typically attend. Thus, mounting evidence suggests that the seeming relationship between student demographics and teacher turnover is driven not by teachers’ responses to their students, but by the conditions in which they must teach and their students are obliged to learn. Purpose/Objective/Research Question/Focus of Study We build on this body of work by further examining how working conditions predict both teachers’ job satisfaction and their career plans. We use a broad conception of the context of teachers’ work, paying attention not only to narrowly defined working conditions but also to the interpersonal and organizational contexts in which teachers work. We also extend Ladd's analysis describing the relationship between the work context and student achievement. Advancing our understanding of this relationship is particularly important, given the increasing emphasis legislators place on evidence of student achievement when evaluating education policy. Specifically, we ask three research questions: (1) Do the conditions of work in Massachusetts public schools affect teachers’ satisfaction with their jobs and their career plans? (2) Are schools with better conditions of work more successful in raising student performance than schools with less supportive working conditions? (3) If the conditions of work are important, what elements of the work environment matter the most? Research Design In this article, we combine a statewide survey of school working conditions (MassTeLLS) with demographic and student achievement data from Massachusetts. We examine three primary outcomes: teacher satisfaction, teacher career intentions, and student achievement growth. From different items on the MassTeLLS, we construct a set of nine key elements that reflect the broad-based conditions in which teachers work. We fit standard regression models that describe the relationship between each outcome and both overall conditions of work and each element separately, modeling this relationship according to the properties of our outcome variables. Findings/Results We found that measures of the school environment explain away much of the apparent relationship between teacher satisfaction and student demographic characteristics. The conditions in which teachers work matter a great deal to them and, ultimately, to their students. Teachers are more satisfied and plan to stay longer in schools that have a positive work context, independent of the school's student demographic characteristics. Furthermore, although a wide range of working conditions matter to teachers, the specific elements of the work environment that matter the most to teachers are not narrowly conceived working conditions such as clean and well-maintained facilities or access to modern instructional technology. Instead, it is the social conditions—the school's culture, the principal's leadership, and relationships among colleagues—that predominate in predicting teachers’ job satisfaction and career plans. More important, providing a supportive context in which teachers can work appears to contribute to improved student achievement. We found that favorable conditions of work predict higher rates of student academic growth, even when we compare schools serving demographically similar groups of students. Conclusions/Recommendations In short, we found that the conditions of teachers’ work matter a great deal. These results align with a growing body of work examining the organizational characteristics of the schools in which teachers work. Together, these studies suggest strongly that the high turnover rates of teachers in schools with substantial populations of low-income and minority students are driven largely by teachers fleeing the dysfunctional and unsupportive work environments in the schools to which low-income and minority students are most likely to be assigned. If public education is to provide effective teachers for all students, then the schools those students attend must become places that support effective teaching and learning across all classrooms.

Background Over the past couple of decades, new teachers have become a pronounced focus of policy makers. This attention is a result of demographic shifts in the teacher labor market, increased attention to the quality of teachers assigned to historically underserved student populations, and high rates of new teacher turnover. Purpose Our goal is to understand how the characteristics of new teachers and the schools in which they teach have changed over time, including changes in the characteristics of teachers in schools that enroll a majority of economically disadvantaged and minority students. We examine how these broad changes relate to new teacher turnover, as well as the induction supports that may improve retention. Research Design We draw on nationally representative data from all seven waves of the Schools and Staffing Survey from the 1987–1988 to 2011–2012 school years to better understand the extent to which the characteristics of beginning teachers, the schools in which they teach, and their turnover rates have changed over time. We draw on data regarding teachers’ demographic characteristics, education and credentials, and school characteristics and working conditions, and turnover. Data Analysis We first describe how characteristics of new teachers and the schools in which they teach have changed. We then examine how these characteristics vary systematically across schools that enroll a majority of students who identify as racial/ethnic minorities and schools with fewer racial/ethnic minorities. We examine the extent to which new teachers are more likely than more experienced teachers to turn over from underserved schools and how organizational supports such as administrative support and induction programs predict lower rates of turnover. Findings Beginning teachers are now more likely to be certified, to have earned a graduate degree, and to have graduated from a selective college. They are also much more likely to begin their careers in schools that enroll more racially diverse students than in previous decades. Teachers are more likely to turn over from schools where the majority of students identify as racial/ethnic minorities, although the presence of supportive colleagues and administrators and induction supports are associated with lower turnover rates. Conclusions That the majority of new teachers now begin their careers in schools serving a majority of economically disadvantaged and minority students has implications for the preparation and induction of new teachers. Our results point to the continued importance of the provision of supports that integrate teachers into the social and professional culture of a school.

Abstract This paper presents an overview of techniques utilizing natural phytoplankton for the detection of metal-Induced stress in the Great Lakes. Both field and laboratory procedures are designed to evaluate either structural changes or functional response of test organisms. This up-to-date compendium provides a choice of techniques, which permits a holistic assessment of the stress caused by toxic metals. Recently introduced techniques, such as normalized size spectra analysis, flow cytometry, and the evaluation of a continuous-flow system response to metal toxicity, are discussed in more detail to explore their future potential. Owing to their key position in the food web, high turnover rates, abundance, and sensitivity to environmental perturbation, phytoplankton serve as reliable early warning indicators of ecosystem deterioration and its restoration.

Purpose The use of data for instructional improvement is prevalent in today’s educational landscape, yet policies calling for data use may result in significant variation at the school level. The purpose of this paper is to focus on tools and routines as mechanisms of principal influence on data-use professional learning communities (PLCs). Design/methodology/approach Data were collected through a comparative case study of two low-income, low-performing schools in one district. The data set included interview and focus group transcripts, observation field notes and documents, and was iteratively coded. Findings The two principals in the study employed tools and routines differently to influence ways that teachers interacted with data in their PLCs. Teachers who were given leeway to co-construct data-use tools found them to be more beneficial to their work. Findings also suggest that teachers’ data use may benefit from more flexibility in their day-to-day PLC routines. Research limitations/implications Closer examination of how tools are designed and time is spent in data-use PLCs may help the authors further understand the influence of the principal’s role. Originality/value Previous research has demonstrated that data use can improve teacher instruction, yet the varied implementation of data-use PLCs in this district illustrates that not all students have an equal opportunity to learn from teachers who meaningfully engage with data.

This case explores the complexities of how consolidation perpetuates stereotypes among different social classes in a rural Appalachian school setting. Examined are the experiences at the intersection of social class in rural U.S. school districts when two communities—one affluent and one underresourced—are consolidated. We present a nuanced critical incident that focuses on how school leaders perceive and address students’ experiences with tracking and stereotyping—particularly at a middle school level where elementary schools from diverse backgrounds attend school together for the first time.
