This paper titled “Ethnic and political conflicts in the Eastern Senatorial Districts of Kogi State, Nigeria: Some suggested therapeutic measures” was an attempt to bring a relatively lasting solution to the incessant ethnic and political crises in the said senatorial district of the state. In an attempt to do this, the paper examined at the background the characteristics or nature of the Igala, Bassa and Ebira people who are the nationalities that are the original inhabitants of the land by pointing out how they lived harmoniously in the past. The paper in a further attempt to examine the causes of conflicts in this district had to do this in relation to Carl Max theory of conflict reviewed by Chappelow. The possible causes of ethnic and political conflicts in this area that the paper identified and discussed included land dispute, poverty and unemployment, loss of morality, desire to test and manifest “black power” as well as godlessness and bad politicking. The consequences of these which included the destruction of lives and properties, love lost, vendetta, vacation of ancestral homes as well as decline in commercial and agricultural activities were pointed out and also discussed. The paper concluded by recommending proper boundary delineation, more frequent political and moral education, formation of peace clubs as well as depoliticizing community policing and godly living as possible panaceas.

Abstract This paper aims to show the development of moral education in Poland after 1989. The Catholic Church, family and schools are the most important things concerning moral education and development in Poland. . In the past, moral education in families and in state schools was different. The Catholic Church was, for many years, the anchor of freedom and Polish identity. By 1989, there were two models of education and moral development in Poland: the state model in the communist spirit and the Catholic Church with its Christian values. Individual families were in favor of one or the other. After 1989 everything changed and the state model became the same as the model of the Catholic Church and Polish families. In the paper, I will try to show how the current state of moral education in Poland and also I will try to present the changes that took place after 1989 in moral education.

Research on policing in Africa has provided tremendous insight into how non-state actors, such as gangs, vigilantes, private security companies, and community initiatives, increasingly provide security for urban dwellers across the continent. Consequently, the state has been categorized as one order among many whose authority is co-constituted through relations with other actors. Drawing on our ethnographic fieldwork in the past two years, we highlight how the state police dominates security arrangements in Nairobi and asserts itself not just as one order among many. We show how, in various policing partnerships between police, private security companies, and residents’ associations, the state police acts as a coagulating agent of such practices. In order to elucidate this relationship, we utilize the “junior partner” model from the criminology literature and expand based on the community policing initiatives that in Nairobi act as the “eyes, ears, and wheels” of the police.

Political conflicts around religious, caste and regional identities have multiplied in India. Whether one views these “million mutinies” as symptomatic of a growing crisis of governability or of a democratic revolution, analytical questions abound. Why is there apparently more violent conflict around identity politics in India today than at any time since Independence? To what extent do the character and intensity of recent conflicts differ from those of the past? What lessons can we learn from cases where community demands have been successfully accommodated? And, relatedly, what measures might alleviate the widespread destruction of life and property and create the sense of predictability on which all social order rests? The following essays analyze both the growing incidence of violent ethnic conflict in India and some of the conditions for their resolution.

At the end of the twentieth century, questions of a secondary nature suddenly became topical: what do we remember and who owns the memory? Memory as one of the mental characteristics of an individual’s activity is complemented by the concept of collective memory, which requires a different method of analysis than the activity of a separate individual. In the 1970s, a situation arose that gave rise to the so-called "historical politics" or "memory politics." If philosophical studies of memory problems of the 30’s and 40’s of the twentieth century were focused mainly on the peculiarities of perception of the past in the individual and collective consciousness and did not go beyond scientific discussions, then half a century later the situation has changed dramatically. The problem of memory has found its political sound: historians and sociologists, politicians and representatives of the media have entered the discourse on memory. Modern society, including all social, ethnic and family groups, has undergone a profound change in the traditional attitude towards the past, which has been associated with changes in the structure of government. In connection with the discrediting of the Soviet Union, the rapid decline of the Communist Party and its ideology, there was a collapse of Marxism, which provided for a certain model of time and history. The end of the revolutionary idea, a powerful vector that indicated the direction of historical time into the future, inevitably led to a rapid change in perception of the past. Three models of the future, which, according to Pierre Nora, defined the face of the past (the future as a restoration of the past, the future as progress and the future as a revolution) that existed until recently, have now lost their relevance. Today, absolute uncertainty hangs over the future. The inability to predict the future poses certain challenges to the present. The end of any teleology of history imposes on the present a debt of memory. Features of the life of memory, the specifics of its state and functioning directly affect the state of identity, both personal and collective. Distortion of memory, its incorrect work, and its ideological manipulation can give rise to an identity crisis. The memorial phenomenon is a certain political resource in a situation of severe socio-political breaks and changes. In the conditions of the economic crisis and in the absence of a real and clear program for future development, the state often seeks to turn memory into the main element of national consolidation.

ABSTRACT This response to the recent contribution by Matthews (2019) entitled “The Past, Present, and Future of Accounting History” specifically deals with the issues associated with concentrating on counting publication numbers in examining the state of a scholarly research field at the start of the 2020s. It outlines several pitfalls with the narrowly focused publications count analysis, in selected English language journals only, as provided by Matthews. The commentary is based on three key arguments: (1) accounting history research and publication is far more than a “numbers game”; (2) trends in the quality of the research undertaken and published are paramount; and (3) international publication and accumulated knowledge in accounting history are indeed more than a collection of English language publications. The author seeks to contribute to discussion and debate between accounting historians and other researchers for the benefit and development of the international accounting history community and global society.

If the term were given its literal meaning, international law would be law between ‘nations’. It is often described instead as being primarily between states. But this conceals the diversity of the nations or state-like entities that have personality in international law or that have had it historically. This book reconceptualizes statehood by positioning it within that wider family of state-like entities. An important conclusion of the book is that states themselves have diverse legal underpinnings. Practice in cases such as Somalia and broader principles indicate that international law provides not one but two alternative methods of qualifying as a state: subject to exceptions connected with territorial integrity and peremptory norms, an entity can be a state either on the ground that it meets criteria of effectiveness or on the ground that it is recognized by all other states. Another conclusion is that states, in the strict legal sense in which the word is used today, have never been the only state-like entities with personality in international law. Others from the past and present include imperial China in the period when it was unreceptive to Western norms; pre-colonial African chiefdoms; ‘states-in-context’, an example of which may be Palestine, which have the attributes of statehood relative to states that recognize them; and entities such as Hong Kong.

Many Indonesians—primarily those living in rural areas—still follow customary law (adat). The precise rules and processes of that adat differ significantly from place to place, even within short distances. This chapter shows that for many decades, adat has been subservient to national law. State-made law overrode it, leaving it applicable only in a very small proportion of cases where no national law applied, where judges could apply it as ‘living law’. Even in these cases, many judges ignored adat or distorted it when deciding cases. The 1945 Constitution was amended in 2000 to require the state to formally recognize and respect customary law, as practised in traditional communities. The Constitutional Court has given effect to this in various judicial review cases, as have some statutes enacted in the past decade or so. However, this constitutional and statutory ‘protection’ has been impeded in practice by requirements for traditional communities to be formally ‘recognized’ by their local governments, many of whom have been unresponsive to calls for recognition.
