Traditional conceptualizations presume that landscape and nature in general are characterized by a striving for balance. In consequence, environmental protection chiefly consists in conservation of the existing state, without making allowances for the dynamic changes caused by vital processes taking place in those landscapes, human and non-human alike. The current dispute concerning the protection of the Białowieża Forest is nothing but an upshot of the differences between the involved with respect to what should be protected on top of how it should be done. This study outlines the problems deriving from conceptualizations of nature and landscape as static entities and comes forward with a proposal of conceiving landscape not as an “image of the land”1 but a corporeal experience of being in a space, on which climate change, civilizational and social transformation, political decisions, and bark beetles all have their impact.

It then explores three representative areas of EU environmental law - nature conservation, water, and climate change - with a view to highlighting two trends of broader relevance to the understanding of EU environmental law as a whole: the interaction between environmental protection and economic development, and the interaction between EU and international environmental law.

Forest and climate change in the inner-Alpine dry region of Visp Over the past decades, observed increases in temperature have been particularly pronounced in mountain regions. If this trend should continue in the 21st Century, frequency and intensity of droughts will increase, and will pose major challenges for forest management. Under current conditions drought-related tree mortality is already an important factor of forest ecosystems in dry inner-Alpine valleys. Here we assess the sensitivity of forest ecosystems to climate change and evaluate alternative forest management strategies in the Visp region. We integrate data from forest monitoring plots, field experiments and dynamic forests models to evaluate how the forest ecosystem services timber production, protection against natural hazards, carbon storage and biodiver-sity will be impacted. Our results suggest that at dry low elevation sites the drought tolerance of native tree species will be exceeded so that in the longer term a transition to more drought-adapted species should be considered. At medium elevations, drought and insect disturbances as by bark beetles are projected to be important for forest development, while at high elevations forests are projected to expand and grow better. All of the ecosystem services that we considered are projected to be impacted by changing forest conditions, with the specific impacts often being elevation-dependent. In the medium term, forest management that aims to increase the resilience of forests to drought can help maintain forest ecosystem services temporarily. However, our results suggest that relatively rigid management interventions are required to achieve significant effects. By using a combination of environmental monitoring, field experiments and modeling, we are able to gain insight into how forest ecosystem, and the services they provide, will respond to future changes.

AbstractMountains provide a timely opportunity to examine the potential effects of climate change on biodiversity. However, nature conservation in mountain areas have mostly focused on the observed part of biodiversity, not revealing the suitable but absent species—dark diversity. Dark diversity allows calculating the community completeness, indicating whether sites should be restored (low completeness) or conserved (high completeness). Functional traits can be added, showing what groups should be focused on. Here we assessed changes in taxonomic and functional observed and dark diversity of epiphytic lichens along elevational transects in Northern Italy spruce forests. Eight transects (900–1900 m) were selected, resulting in 48 plots and 240 trees, in which lichens were sampled using four quadrats per tree (10 × 50 cm). Dark diversity was estimated based on species co-occurrence (Beals index). We considered functional traits related to growth form, photobiont type and reproductive strategy. Linear and Dirichlet regressions were used to examine changes in taxonomic metrics and functional traits along gradient. Our results showed that all taxonomic metrics increased with elevation and functional traits of lichens differed between observed and dark diversity. At low elevations, due to low completeness and harsh conditions, both restoration and conservation activities are needed, focusing on crustose species. Towards high elevations, conservation is more important to prevent species pool losses, focusing on macrolichens, lichens with Trentepohlia and sexual reproduction. Finally, dark diversity and functional traits provide a novel tool to enhance nature conservation, indicating particular threatened groups, creating windows of opportunities to protect species from both local and regional extinctions.

The Arctic Council is an intergovernmental forum promoting cooperation, coordination and interaction among Arctic states, indigenous communities, and peoples on issues of common importance. The rising geo-political importance of the Arctic and the onset of climate change has resulted in the Council becoming a focus of increasing interest from both inside and beyond the Arctic. This has resulted in new demands placed on the Council, attracting an increasing number of participants, and instigating a period of transformation as Arctic states work to find a way to balance conflicting demands to improve the Council’s effectiveness and take care of national interests. This paper considers whether, during this time of change, the Council is having an impact on the issues it was formed to address, i.e., environmental protection and sustainable development. To provide answers, it looks at how the Council reports on and evaluates progress towards the implementation of recommendations it makes regarding biodiversity, how it identifies where activities have had impacts and uncovers the mechanisms through which they were successful, to provide an insight into how the Arctic Council can be an agent of change.

<p>Tree killing by spruce bark beetles (<em>Ips typographus</em>) is one of the main disturbances to Norway spruce (<em>Picea abies</em>) forests in Europe and the risk of outbreaks is amplified by climate change with effects such as increased risk of storm felling, tree drought stress and an additional generation of spruce bark beetles per year<sup>[1]</sup>. The warm and dry summer of 2018 triggered large outbreaks in Sweden, the increased outbreaks are still ongoing and affected about 8 million m<sup>3</sup> forest in 2020<sup>[2]</sup>. This is the so far highest record of trees killed by the spruce bark beetle in a single year in Sweden<sup>[2]</sup>. In 1990-2010, the spruce bark beetle killed on average 150 000 m<sup>3</sup> forest per year in southern Sweden<sup>[3]</sup>. Bark beetles normally seek and attack Norway spruces with lowered defense, i.e. trees that are wind-felled or experience prolonged drought stress<sup>[4]</sup>. However, as the number of bark beetle outbreaks increase, the risk of attacks on healthy trees also increase<sup>[5]</sup>. This causes a higher threat to forest industry, and lowers the possibilities to mitigate climate change in terms of potential decreases in carbon uptake if the forests die<sup>[4,5]</sup>. Norway spruce trees normally defend themselves by drenching the beetles in resin<sup>[6]</sup>. The resin in turn contains different biogenic volatile organic compounds (BVOCs), which can vary if the spruce is attacked by bark beetles or not<sup> [4,6]</sup>. The most abundant group of terpenoids (isoprene, monoterpenes and sesquiterpenes), is most commonly emitted from conifers, such as Norway spruce<sup>[7,8]</sup>. The aim of this study was to enable a better understanding of the direct defense mechanisms of spruce trees by quantifying BVOC emissions and its composition from individual trees under attack</p><p>To analyze the bark beetles’ impact on Norway spruce trees a method was developed using tree trunk chambers and adsorbent tubes. This enables direct measurements of the production of BVOCs from individual trees. Three different sites in Sweden, with different environmental conditions were used for the study and samples were collected throughout the growing season of 2019. After sampling, the tubes were analyzed in a lab using automated thermal desorption coupled to a gas chromatograph and a mass spectrometer to identify BVOC species and their quantity.</p><p>The preliminary results show a strong increase in BVOC emissions from a healthy tree that became infested during the data collection. The finalized results expect to enable better understanding of how spruce trees are affected by insect stress from bark beetles, and if bark beetle infestation will potentially result in increased carbon emission in the form of BVOCs.</p><p><strong>References</strong></p><p>[1] Jönsson et al. Introduction. The processes of globalization and social transformation have made environmen-tal conservation a priority, and therefore require some action to be taken to address environ-mental issues and the rational use of natural resources. The solution of the existing problems depends to a great extent on the functioning efficiency of the financial security system established in the country, the established composition and the volume of financing sources and certain directions of their use, which necessitates their scientific-based analysis. The purpose of the study is to investigate the state of financing environmental measures in Ukraine, to study the directions, dynamics and structure of costs for environmental protection, identifying features of financing environmental protection. Results. The comprehensive analysis of the dynamics of costs for environmental protection and rational use of natural resources is carried out. The main components of environmental expenditures are identified. Costs for environmental protection and rational use of natural resources by financing sources have been structured. The dynamics and structure of capital investments by nature conservation measures are investigated. The dynamics of the share of expenditures for environmental protection and rational use of natural resources in the GDP of Ukraine, as well as the share of capital investments (environmental) in the structure of capital investments of Ukraine are analyzed. The features of the current state of financing environmental protection and rational use of natural resources are highlighted. Conclusions. The results of the research made it possible to identify the main problems in the field of financial support for environmental protection and to outline the ways of their solution. The necessity of investments mobilization into nature protection activity is proved through development of appropriate means of economic stimulation and their legislative fixing, which will allow to solve the problem of financial support of environmental protection by diversification of financing sources.
