AbstractAustralia has experienced difficulties engaging with Asia-Pacific regional integration. Despite Australian attempts to punch above its weight in regional forums and to be a regional leader, it is still not regarded as a full member or as quite fitting into the region. It is an ‘awkward partner’ in the Asian context, and has experienced the ‘liminality’ of being neither here nor there. The former Rudd government's proposal for an ‘Asia Pacific Community’ (APC) by the year 2020 was a substantive initiative in Australia's ongoing engagement with Asia. It has, however, attracted a high level of criticism both at home and abroad. The main critical analysis of the proposal has focused on institutional building or architecture, or its relationship with existing regional institutions, but overlooks a host of often fraught questions about culture, norms, identities, and international power relations. The APC concept needs to be scrutinized in terms of these questions with a critical eye. This paper examines the cultural, cognitive, and normative dimensions of Rudd's proposal. It analyses four dilemmas or awkward problems that the APC faces.

AbstractEuropean Studies in China developed very rapidly in the last twenty years. The reasons for that are not only because of the smooth evolution of EU-China relations and wider and deeper economic interdependence between two economic giants, but also the relevance of the European models to China's domestic political and social development, as well as China's external relations. The article reviews the evolution of the European Studies in China and finds out that more and more research on European affairs relates to China's internal and external development. Two major aspects of the learning process are exploited further. Firstly, European models for China's domestic political and social development, including European party politics and Democratic Socialism, European social policy and social security systems, and European regional policies. Secondly, European models for China's foreign policy and external relations, including European neighbourhood policy, European concept of effective multilateralism, Europe as an example of peaceful rise, and functionalism as the way to East Asian regional integration. The EU or Europe has higher profile in China than any other Asia Pacific country. From the domestic political and social development and China's preference in international affairs we can see the silhouette of the European models. Chinese would like to learn more from Europe than the United States. It also shows clearly that the role of the EU as a social power.

The Asia-Pacific region is one of the most important “poles” of world economic development, but the region lacks a mechanism for regional integration and coordination to counter challenges and risks. ASEAN is the earliest example of integration in the region. Thanks to the active promotion and efforts of this organization regional integration in East Asia has formed a new development model, which gives a new idea for the development of regional integration in the Asia-Pacific region.

Purpose Global value chains (GVCs) have become increasingly influential in determining the patterns of international trade and foreign direct investment (FDI) and in providing growth opportunities in Asia and the Pacific while small- and medium-sized enterprises (SMEs) have been an engine of economic development. The purpose of this paper is to provide effective development strategies and relevant policy approaches to facilitate dynamic insertion of SMEs into GVCs. Design/methodology/approach This paper was developed based on various Economic and Social Commission for Asia and the Pacific works in the fields of the development of SMEs and GVCs in Asia and the Pacific. Sectoral case studies on agribusiness, garment/apparel, automotive and electronics illustrate SMEs’ effective integration into GVCs. Findings SMEs face multiple obstacles and challenges which may limit the benefits derived from the development of GVCs in Asia and the Pacific. Policymakers are suggested to design and implement appropriate strategies and polices in order to facilitate the development of SMEs under the ongoing globalization. Research limitations/implications This paper is mainly based on existing policy papers which were developed by the United Nations Secretariat, its specialized agencies and others. Further empirical and policy studies are expected to be conducted in order to deepen the understanding of the present topics and to come up with practical policy options. Practical implications Policymakers are suggested to consider strategies and policy options recommended by this paper for their works on SME development and trade and investment promotion. Originality/value This is the first policy paper which proposes a comprehensive framework for SMEs’ effective participation in GVCs, specifically suggesting seven approaches, namely, SME development; trade policy; behind-the-border and cross-border trade facilitation; regional integration frameworks; FDI promotion; SME clusters; and national innovation system.

AbstractThis paper investigates to what extent globalization and regional integration lead to increasing equity market interdependence. I focus on Western Europe, as this region has gone through a unique period of economic, financial, and monetary integration. More specifically, I quantify the magnitude and time-varying nature of volatility spillovers from the aggregate European (EU) and U.S. market to 13 local European equity markets. To account for time-varying integration, I use a regime-switching model to allow the shock sensitivities to change over time. I find regime switches to be both statistically and economically important. Both the EU and U.S. shock spillover intensity increased substantially over the 1980s and 1990s, though the rise is more pronounced for EU spillovers. Shock spillover intensities increased most strongly in the second half of the 1980s and the first half of the 1990s. I show that increased trade integration, equity market development, and low inflation contribute to the increase in EU shock spillover intensity. I also find evidence for contagion from the U.S. market to a number of local European equity markets during periods of high world market volatility.

The article is dedicated to the policy of India in the processes of regionalization in Asia. After the collapse of the Soviet Union (a country, which used to be the main ally of India) there appeared a great need for India to make a deep revision of its geo-economic and geopolitical paradigms. Thus, Delhi started looking for the new strategic partners in order to restore the balance between India and extremely active China. The “Look East Policy” had become the first result of those searches, because of the long history of cultural and political influence of India on the South-East Asian countries. Apart from it, due to the active participation of India in the region, the member states of the ASEAN were aimed to set a balance in relationships with China in Asia-Pacific region. By developing the partnership with the members of ASEAN and participating in the processes of regional economic integration, India attempts to “push” the economic development of its northeastern states, situated separately from the main (“continental”) part of the country. Although there are some achievements, regarding the participation of India in the processes of regional integration, the country’s economy is still only partially integrated in the production “chains” in the ASEAN countries. Moreover, there are significant obstacles regarding the economic integration in the South Asia. They appear because of the fear, experienced by the countries of the region, regarding the Indian predominance in the region. Besides, strategically those countries consider contradictions between India and China as a situation from which they potentially may benefit. During the last decades, there has been a rising importance of the Western Asian region in strategic economic activities of India. From the Western Asia India gets energy carriers and due to the financial transfers made by the Indians, working in the Persian Gulf, it covers country`s balance of payment deficit.

The regionalisation of the world economy is one of the most important developments in global governance in the past two decades. This process has seen 'inter-regional' economic agreements emerge between two or more regional groupings. Drawing mainly on the European Union's external relations, observers accordingly point to the growing importance of regional actors, explaining their agency (or 'actorness') with regional attributes such as (supranational) institutional design, size, and member state cohesion. This article challenges this dominant explanation of regional agency. It argues that regional actors are socially, politically, and historically 'embedded'. Agency reflects the contingency of regional integration processes, the motivations that underpin those processes, and the specific relationships between regions and third parties. This approach explains an important case of inter-regionalism from the Asia-Pacific: CER-ASEAN relations. Since the early 1990s, Australia and New Zealand have used their 'Closer Economic Relations' trade agreement for relations with the Association of Southeast Asian Nations. This reflects the ambitions of Australasian officials to shape processes of Asian-Pacific regionalism, and the interests of ASEAN officials in consolidating their own process of transnational market-making. Here, regional agency owed to a transforming world economy and the reconceptualisation of regions within new networks of trade governance.

Since late 80-s of XX century active integration processes are undergoing in the Asia-Pacific region. Asian countries are trying to minimize the negative effects of the shocking changes in the system of international relations and of the global or regional economic crises. United States are quite actively involved in the regional integration. By using the “old” and creating “new” associations USA try to oppose the growing influence of China here. Russia, for its part, is also looking for the effective ways to connect to the Asian integration projects that can improve the socio-economic situation of the population of the Far East and will enable us to make a significant contribution to the development of economic cooperation in the Asia-Pacific region.
