The article discusses the current state of professional training of engineers, in particular, electronics engineers in Ukrainian higher education institutions (HEIs) and explores best practices from US HEIs. The research outlines the features of professional training of electronics engineers and recent changes in Ukrainian HEIs. Such challenges for Ukrainian HEIs as lack of collaboration between higher education and science with industry, R&D cost reduction for HEIs, and downsizing the research and academic staff, the disparity between the available quality of human capital training and the demanded are addressed. The study attempts to identify successful practices of US HEIs professional training of engineers in order to suggest potential improvements in education, research, and innovation for training electronics engineers in Ukraine.

Near-term iterative forecasting is a powerful tool for ecological decision support and has the potential to transform our understanding of ecological predictability. However, to this point, there has been no cross-ecosystem analysis of near-term ecological forecasts, making it difficult to synthesize diverse research efforts and prioritize future developments for this emerging field. In this study, we analyzed 178 near-term ecological forecasting papers to understand the development and current state of near-term ecological forecasting literature and compare forecast skill across ecosystems and variables. Our results indicate that near-term ecological forecasting is widespread and growing: forecasts have been produced for sites on all seven continents and the rate of forecast publication is increasing over time. As forecast production has accelerated, a number of best practices have been proposed and application of these best practices is increasing. In particular, data publication, forecast archiving, and workflow automation have all increased significantly over time. However, adoption of proposed best practices remains low overall: for example, despite the fact that uncertainty is often cited as an essential component of an ecological forecast, only 45% of papers included uncertainty in their forecast outputs. As the use of these proposed best practices increases, near-term ecological forecasting has the potential to make significant contributions to our understanding of predictability across scales and variables. In this study, we found that forecast skill decreased in predictable patterns over 1–7 day forecast horizons. Variables that were closely related (i.e., chlorophyll and phytoplankton) displayed very similar trends in predictability, while more distantly related variables (i.e., pollen and evapotranspiration) exhibited significantly different patterns. Increasing use of proposed best practices in ecological forecasting will allow us to examine the forecastability of additional variables and timescales in the future, providing a robust analysis of the fundamental predictability of ecological variables.

Until recent times, energy management practices primarily consisted in replacing inefficient equipment and then using any number of methods to estimate obtained savings. Experience shows that positive effects of energy efficient improvements were decreased over time. There have been significant efforts over the last decade to define appropriate standards and best practices and implement the consistent energy management system to increase and maintain the energy savings. The knowledge gained from thousands of energy efficient projects is driving a transition from traditional tactical practice (one-time "build and forget" projects) to energy management strategies proposed and endorsed by a number of international organizations. The current status of internationally developed energy management standards, including an analysis of their shared features and differences is presented in this paper. The purpose of the analysis is to describe the current state of ?best practices? for this emerging area of energy efficiency policymaking in order to study the possibility of implementation of energy management standards in Serbia and to estimate the effects and the potential for energy saving that would be made by its implementation.

As of late there's been great interest in social media’s ability to predict elections. Platforms such as Twitter and Facebook, owing to their cultural ubiquity, offer a plethora of data and an opportunity to track public perception at a granular level in real time. The ability to passively analyze public opinion is a massive step forward in the realm of political prediction, and has the potential to redefine the field of campaign strategy. In this piece of research I analyzed the current state of social media based electoral prediction. I examined the methods and techniques used to collect and analyze data, and compared their results against both each other and other methods of prediction such as telephone polling. In this I found a field that is still in its infancy. Much work remains to be done until a set of best practices surrounding social media based electoral prediction are accumulated.

The relationship between composition courses and online education is complicated, and attempting to summarize that relationship in a blanket statement may be feeble or futile. As a field, composition faces the challenge of identifying best practices in online education at the same time that it struggles to identify standardized content for its courses. Assessment challenges also plague online composition courses. While other fields might assess student work with standardized methods or computerized scoring, the work of composition requires tedious and labor-intensive assessment methods difficult to delegate to software; indeed, a recent petition illustrates significant instructor opposition to computer scoring (Haswell & Wilson, 2013). This chapter illustrates the current state of challenging conversations within composition studies as a kaleidoscope of positions in which instructors using online education position themselves.

A number of academic studies that focus on various aspects of information security management (ISM) have emerged in recent years. This body of work ranges from the technical, economic, and behavioral aspects of ISM to the effect of industry standards, regulations, and best practices. The purpose of this chapter is to review the current state of ISM research, while providing an integrative framework for future studies. Using the proposed framework as a guide, we identify areas of depth within current ISM literature and areas where research is underdeveloped. Finally, we call for a more comprehensive approach to ISM research that considers multiple dimensions of our framework and their interrelationships.

Service delivery processes play a key role in the competitiveness of modern organizations. Their effectiveness and efficiency are a consequence of successful design of new processes and improvement of existing processes. Improvement methodologies commonly focus on generic steps serving as a road map for moving a process from its current state along a guided path to better performance. However, these methodologies ignore the crucial step of methods for modifying processes, which often necessitate the generation of new improvement alternatives; generally based on “randomized” brainstorming rather than on systematic triggering of new ideas and reusing past improvements. The authors’ framework comprises and integrates 21 goal determinants to be achieved through process redesign, 32 best practices describing possible process modifications, 40 TRIZ inventive principles for generating new improvement ideas, and case-based reasoning (CBR) for retaining and reusing past improvements. This paper illustrates the application of the proposed methodology using an example of an inbound telesales process.
