As a proportion of gross national product, U.S. military spending has declined steadily since the mid-1980s. The end of the Cold War has given rise to calls for even more cuts in military spending. In early 1992, President George Bush proposed to reduce military spending by 3 percent per year, in real dollars, for the next five years. The Democratic leadership in the House of Representatives countered with a plan calling for substantially deeper cuts. Any substantial changes in military expenditures imply a “conversion” of physical and human resources from military to nonmilitary uses. This article will focus on some distinctive characteristics of the U.S. military sector and on some adjustment costs that reduced military spending are likely to impose on military industries, occupations, regions, and communities.

In his presentation, the speaker focuses on the problems in relations between the United States and its European NATO allies. Firstly, he talks about the withdrawal of the US troops from Afghanistan, that Sergey M. Rogov considers the first serious defeat of the Western countries since the foundation of NATO. At the same time, he notes the significant military and economic contribution of the U.S. allies to the operation in Afghanistan, and the fact that the US did not take into account the opinion of its allies as well as the issues that may await European countries and the alliance as a whole in this regard. Second, the speaker notes the huge difference in military spending and military capabilities between the United States and the European allies, and concludes that NATO countries will continue to be militarily dependent on the United States. In nuclear sphere, despite the approval of the START III extension by the Biden administration, European countries did not actively resist the collapse of the INF Treaty and the U.S. withdrawal from the Open Skies Treaty. The forthcoming deployment of American missiles in Poland and the Baltic states will further exacerbate of the NATO-Russia crisis. J. Biden's support for the sole purpose concept, which to certain extent implies no first use of nuclear weapons, jeopardizes the U.S. security obligations towards its European allies. Fourth, there is the problem of "new" NATO members, which make minimal contribution to common security, but require economic support and protection from possible Russian aggression. In conclusion, the problem of the U.S.-China confrontation is considered, where the US is actively seeking to involve European countries.

In this paper, we disentangle public spending components in order analyse their effects on the U.S. economy. Our Dynamic Stochastic General Equilibrium Model (DSGE) model includes both civilian and military expenditures. We take into account the changes in the effects of these public spending components before and after the structural break that occurred in the U.S. economy around 1980, namely financial liberalisation. Therefore, we estimate our model with Bayesian methods for two sample periods: 1954:3–1979:2 and 1983:1–2008:2. Our results suggest that total government spending has a positive effect on output, but it induces a fall in private consumption. Moreover, we find important differences between the effects of civilian and military spending. In the pre-1980 period, higher civilian spending induced a rise in private consumption, whereas military spending shocks systematically decreased it. Our findings indicate that civilian spending has a more positive impact on output than military expenditure. Our robustness analysis assesses the impact of public spending shocks under alternative monetary policy assumptions.

In today's shipbuilding environment it is important for U.S. yards to adopt a philosophy of constantly improving systems of both production and service. For years our industry has depended upon a "captive market," that of the U.S. Government. With present cutbacks in military spending the U.S. shipbuilding industry must become a competitive force in the world marketplace. To achieve this goal there are many areas our industry must address; one of these is implementing improved shipyard standards. Time and again U.S. yards "reinvent the wheel" as they face a new contract, while our foreign counterparts have well known, commercially viable national standards. The lack of such standards in the United States, be they internally generated by an organization such as the Society of Naval Architects and Marine Engineers or adopted from an internationally recognized body, such as the International Organization for Standardization (ISO), is an area that must be addressed by our industry if we are to remain competitive in today's marketplace.

This program has been organized by the EMSA to commensurate the 50th anniversary of the experimental verification of the wave nature of the electron. Davisson and Germer in the U.S. and Thomson and Reid in Britian accomplished this at about the same time. Their findings were published in Nature in 1927 by mutual agreement since their independent efforts had led to the same conclusion at about the same time. In 1937 Davisson and Thomson shared the Nobel Prize in physics for demonstrating the wave nature of the electron deduced in 1924 by Louis de Broglie.The Davisson experiments (1921-1927) were concerned with the angular distribution of secondary electron emission from nickel surfaces produced by 150 volt primary electrons. The motivation was the effect of secondary emission on the characteristics of vacuum tubes but significant deviations from the results expected for a corpuscular electron led to a diffraction interpretation suggested by Elasser in 1925.

Examination of sand grain surfaces from early Paleozoic sandstones by electron microscopy reveals a variety of secondary effects caused by rock-forming processes after final deposition of the sand. Detailed studies were conducted on both coarse (≥0.71mm) and fine (=0.25mm) fractions of St. Peter Sandstone, a widespread sand deposit underlying much of the U.S. Central Interior and used in the glass industry because of its remarkably high silica purity.The very friable sandstone was disaggregated and sieved to obtain the two size fractions, and then cleaned by boiling in HCl to remove any iron impurities and rinsed in distilled water. The sand grains were then partially embedded by sprinkling them onto a glass slide coated with a thin tacky layer of latex. Direct platinum shadowed carbon replicas were made of the exposed sand grain surfaces, and were separated by dissolution of the silica in HF acid.
