AbstractProtected values (PVs) are values protected from trade-offs with other values. They are absolute in this sense. People hold these values even when they do not necessarily abide by them in their behavior. I suggest that most of these values are a subset of deontological rules, defined by their absoluteness. Their origin may be understood by looking at the origin of deontological rules more generally, which includes religious (hence sacred) values among others. But PVs are usually maintained by lack of reflection of the sort that would see counterexamples to their absoluteness. PVs often have other characteristics that would lead to classification into other types of values: they are often moralistic (imposed on others regardless of the willingness of others to accept them); they are about morality rather than convention and thus independent of authority or social consensus; and they often concern second-order preferences (values for values). Especially in combination with these other properties, PVs can be harmful in the domain of politics. Education in the sort of reflection that would lead people to question them could improve the political situation around the world.

This paper deals with three different perspectives appeared in foreign visitors’ records on Korea in 1900s. Jack London was a writer who wrote novels highly critical of American society based on progressivism. However, when his progressive perspective was adopted to report the political situation of Korea in 1904, he revealed a typical perspective of orientalism. He regarded Korea and ways of living in Korea as disgusting and ‘uncivilized.’Compared with Jack London’s perspective, French poet Georges Ducrocq’s book was rather favorable. He visited Korea in 1901 and he showed affectionate attitude toward Korea and its people. However, his travel report, Pauvre et Douce Coree, can be defined as representing aesthetic orientalism. He tried to make all the ‘Korean things’ seem beautiful and nice, but it is true that this kind of view can also conceal something concrete and specific. This perspective at once beautifies Korea and also conceals the reality about Korea.E. Burton Holmes was a traveler and he often used his ‘motion-picture’ machine to record things he witnessed while travelling around worldwide countries. So, his report (travelogue) and motion picture film on Korea written and made in 1901 was based on close observation and rather objective point of view. Nonetheless, he couldn’t avoid the perspective of the colonizer’s model of the world, in other words, geographical diffusionism of western culture.

The story of Eveline Herfkens, Hilde F. Johnson, Clare Short and Heidemarie Wieczorek-Zeul, all of whom, with different titles became ministers in charge of development cooperation in the Netherlands, Norway, the UK, and Germany in 1997–8, and what they did together to bridge the gap between rhetoric and reality in the war against global poverty, starts with a short discussion of their background. This is followed by a discussion of the political situation and the different government arrangements that determined development policy in their countries at the time. The last part of the chapter reviews the beginnings of their collaboration which focused on ensuring that the debt relief provided to highly indebted poor countries (HIPCs) in programmes supported by the World Bank and the IMF resulted in actually lifting people out of poverty.

The article examines the impact of the coalition approach in US policy on integration processes in Europe in the post-bipolar era. The aim of this article was to identify the peculiarities of the political situation in the world after a period of escalation of the nuclear conflict. It involved an analysis of sources in the field of coalition approach research in the United States, as well as a comparison of its impact on the political situation and European Union law. The author concluded that there is a lack of proper research in the field of the impact of the coalition approach in US policy in the post-bipolar era, and its impact on integration processes in Europe. Comparing the experience of the EU and the US, it was determined that the awareness of nuclear danger affected the development of a coalition approach in US policy. The study resulted in the identified specifics of the EU’s security policy under the influence of the US coalition approach, where the need to ensure stability and armed security is crucial. Prospects for further research include identifying US influence on Eastern countries.

The subject of the official study conditions in the city of Erbil is of great historical and cultural importance, especially for the city that historians have confirmed in historical sources as one of the oldest cities in the world. The subject of the official study conditions in the city of Erbil for the period between 1980-1991 did not have the importance of being mentioned by researchers, and scientific research has not been conducted on it. Therefore, there is a scientific necessity to carry out such research. The reason for choosing the study period (1980 - 1991) is that because of the outbreak of the Iran-Iraq war in 1980, all aspects of life were affected by this war. Although this war ended in 1988, its effects and repercussions continued to affect the joints of Life in Iraq and the city of Erbil, in addition to the fact that political problems and convulsions grew and developed in that period until Iraq entered Kuwait in 1990, which resulted in wars and regional and internal problems in Iraq. Since that date, a new historical era has begun in the region. This study consists of an introduction to the topic in addition to two main axes and concluded with a list of sources and appendices, in the entry a summary of the official study in the city of Erbil for the period between 1970 - 1980 was presented, and the first axis was devoted to the political situation and the educational process for the period between 1980 - 1991, and in the second axis The laws, regulations, and educational curricula for the period between 1980 - 1991 are covered.

The paper focuses on the analysis of different ways in which Aldous Huxley chose to represent Provençal landscapes in his novels, such as Eyeless in Gaza or Time Must Have a Stop, as well as in his essays, such as “Music at Night” or “The Olive Tree”. The analytical tools which have been developed by scholars of the so called ‘spatial turn’ have been used (particularly the notion of ‘polysensory landscapes’), while Huxley’s representations of Provence are considered in the context of Aldous Huxley’s biography and the political situation in France in particular and in the world in general in the 1930s.

In 2015–2016, a large number of refugees sought refuge in European countries due to the political situation in the Near East and Africa. A drastic increase in number of refugees caused the issue to polarize citizens across Europe. Germany can be assigned a special position in terms of the number of refugees accepted. With the help of the concept of the discursive picture of the world, the article tries to reconstruct the image of Germany based on the analysis of press articles. Online editions of the magazine “Die Zeit” from 2015 are analyzed for this purpose. The question is how this way of presenting Germany is profiled in the media and how it is linguistically structured in the media-mediated refugee debate.

The COVID-19 strongly affected the states all over the world in several aspects, Spain, being an inglorious leader in terms of the number of infections in Europe, was highly afflicted by the coronavirus and further consequences. After problems with forming the government, which was caused by substantial political polarization, a new incumbent coalition needed to face new challenges, which was strictly connected with managing the coronavirus crisis. The article’s main aim is to present how the COVID-19 pandemic impacted the political situation in Spain by analyzing the relations between the ruling government and the parliamentary opposition.

A Review of the political situation in post-Stalin Russia may well begin with a reflection on its historical uniqueness. Stalin, who sponsored the “Russia first” theme in Soviet propaganda, established a real and momentous “first” for Russia by his own death. Never before had a totalitarian dictator of one of the world powers died, or been put to death, before his totalitarian system collapsed, or came near collapse, in war. Hitler and Mussolini, who lived long enough to bring down their systems in ruins, furnish no parallel.

Abstract This paper is a first presentation of a Chinese Map of the World or Kunyutu 坤輿圖 discovered in a Federal library in Berne in 2017. It focusses on the rendering of the 7000 characters contained within the map. The translation of the complete 112 text blocks on the map will be provided in a second paper, whilst Indices I and II of this paper render the 1025 toponyms. The text blocks contain information on the customs and products of a given place, as well as describing other curiosities associated with it. These texts are compared with other maps and texts, in particular with The Complete World Map (Kunyu quantu 坤輿全圖) and The Explanations to the World Map (Kunyutu shuo 坤輿圖說) of 1674 by Verbiest. The re-translation of the text blocks helps to identify certain anachronisms and inaccuracies although the map purports to reflect the political situation in the years 1700–1729. This reveals the extent to which the text blocks draw on previous sources. Moreover, the rendering of the toponyms detects some inconsistencies in orthography and these interferences offer valuable pointers to the source and target languages. These various pieces of evidence suggest that the map was made much later by a copyist and is not only a cartographic composite of earlier maps, but also a fusion of Northern and Southern Mandarin. The translations presumably from French, Portuguese and Spanish sources in Southern Mandarin – the language of the officials (guanhua 官話) of the late Ming – as well as a variety of Southern Chinese dialects point to the underlying influence of a Jesuit tradition.

The author has been studied modern Mongolian-Russian political relations since the beginning of the 1990s when the world political situation changed dramatically and the Soviet Union collapsed. Mongolian-Russian relations during the transition to democracy and market economy were analyzed on the basis of agreements between two countries. The weakening of Mongolian-Russian relations in the 1990s is a step-by-step analysis of the political and economic situation in the two countries, the processes and changes in foreign policy, and the factors that hindered the proper development of relations. The author traces the revival of Mongolian-Russian relations in 2000 and the relationship between the two countries, which has reached the level of a comprehensive strategic partnership, does not reflect the level of Russia's policy towards Mongolia.
