Abstract The paper analyzes the relations between the government and Civil Society Organizations (CSOs) during the COVID-19 pandemic in Israel. The paper presents the inconsistent policy of the government, which has been influenced by various interest groups and the very limited financial support allocated to CSOs during the health, economic and social crisis. The paper describes the government’s alienated attitude toward the CSOs as well as the reasons for that behavior. Special attention is devoted to the government’s misunderstanding of the mission and roles of CSOs in modern society, especially at times of crisis and national disasters. The paper also analyzes the organizational and strategic behavior of CSOs toward the government, which has also contributed to the alienated attitude of the government toward them. I argue that relations between CSOs and the government should be based on more trust, mutuality, and understanding on the part of both actors in order to change power-dependence relations, and that there is a need to establish more cross-sectoral partnerships for the benefit of citizens.

Communication of public authorities and society, in particular, public authorities and separate social groups, is an important component of the political and managerial practice of modern society. The world practice shows that effective communication between these actors provides citizens with free access to information, improves the efficiency of government and local self-government bodies, and creates a favourable environment for business development, which in turn serves as the basis for economic stability and the engine of the country’s social and economic development. In the conditions of the development of the information society, new models, mechanisms, platforms of relations and communication between the authorities and the public are emerging. The constructive interaction between power structures and civil society organizations, with a «feedback» component, will contribute to meeting the needs and interests of citizens and strengthening the credibility of both power structures and civil society institutions. Moreover, it will improve the status of Ukraine at the international level by ensuring compliance with the Association Agreement and creating the preconditions for Ukraine to achieve the 20 key priorities of the Eastern Partnership 2020. In the future, consideration should be given to this issue in order to deepen, broaden and improve the effectiveness of the communication component of the government bodies and civil society organizations in Ukraine. In the implementation of communication interaction, special attention should be paid to providing a feedback between communicators. After all, it is this component of the communications process that provides interaction and information about the society’s reaction to the results of the implemented decisions. Purpose of the research: to conduct a scientific, theoretical and practical analysis of functioning of the existing in Ukraine communication platforms of civil society organizations and authorities in the framework of the Association Agreement and the Eastern Partnership policy papers.

Abstract As COVID-19 spread through India, Civil Society Organizations (CSO)s mobilized resources to support the efforts of the Government by playing the role of an active partner in providing social and economic welfare to the affected population. This paper aims to provide a concise overview of the response of civil society to the pandemic situation at the grassroots and policy level. Further, the authors discuss the paradox in demonstrated efficiency and commitment of civil society, which follows a crackdown on civil society organizations by the state through silencing voices of dissent and regulating the shrinking civic space. The strained relationship between the government and civil society organizations in India is also examined against the backdrop of draconian legislation and policies framed during the time of COVID-19, proscribing debate, review or consultations. In the context of the pandemic and the subsequent phase of recovery, such actions of the Government will have deleterious effects on the relationship of trust between civil society and the state. Through this paper, the authors argue for a more tolerant and co-operative approach to the functions of civil society organizations by the Government, thus effectively reducing mistrust and suspicion in the intentions of the state.

The chapter commences with the change in the perspective and approach relating to children from welfare to rights approach. It then deals with the legal definition of child in India under various laws. It gives a brief overview of the present legal framework in India. It states briefly the various policies and plans, and programmes of the Government of India related to children. International law on the rights of the child is enumerated and a summary of the important judgments by Indian courts are also included. The chapter ends with pointing out the role of civil society organizations in dealing with the rights of the child and a mention of challenges ahead.

The discussion room for the Work Creation Bill is officially located at the DPR RI Building. The discussion, which involved various interest groups, was deemed insufficient to accommodate the “rejecting” aspirations expressed by various community groups. Several community groups who are members of various civil society movements, held demonstrations outside the DPR RI Building as a venue for discussion of the Job Creation Bill. Demonstrations that also took place in these areas have caused damage to public facilities. According to Habermas's opinion, this condition is the result of structural domination, where the ruling group directs various forms of policy with instrumental communication that will not create understanding. In agreement with Gramsci, in this case, there is a political hegemony between one group against another. The government, which has an interest in immediately completing the deliberation of the Job Creation Bill, through the power of political domination, seeks to exercise hegemony against the civil society movement, causing violent conflict. Conflict resolution in the discussion of the Work Creation Bill is structurally carried out by using the state law approach in accordance with the prevailing laws and regulations. In accordance with the mandate of the constitution, all matters relating to regulations, a judicial review can be carried out at the Constitutional Court.

The aim of this paper is to explore the relationship between individual leaders’ career trajectories and organizational structure and identity in Italian civil society organizations (CSOs) active at national level. The analysis in this qualitative study draws on two sets of data, semi-structured interviews with leaders on their career trajectories and their understanding of what it takes to become a leader of a CSO and short biographies of leaders’ career trajectories. Three main representational logics are idenitified: within: multi-level, within: member-organization, and outside: supporting organization. The two first logics are based on a trajectory within the organizations either departing from the local and regional levels of the same organizations or within one or more member organizations. The third logic is based on a trajectory outside the organization that is marked by the ideological affiliation of the president through leading positions in other organizations within the same movement or field.

Many are strategies to ensure disability in areas of education and health and access to place and information, but in this experience, we are in the role of civil society organizations in providing possible services in the community integration of an important chip, especially the time of crises and wars (The subject of this experience). We aimed to prepare a model for an inclusive and supportive summer club for children with disabilities with ordinary children from 7 to 14 years old, taking into account the awareness and understanding of ordinary students or children and accept them for their counterparts, unity, mobility and others. We have divided the club into many programs, paragraphs and science and put them through video, participation and entertainment as well as many supporting psychosocial and participation and entertainment as well as many supporting mental and social programs and contracted a specialized organization that took it upon itself to study the behaviors and submit reports with the club's specialists. the topics of the club have covered an interactive and entertainment study as well as the science of Quran and development and life skills such as drawing and coloring – young media, theater and crochet – computer principles as well as weekly and monthly encouraging competitions which made us believe that we have been in the theme of cleaving and integration, and this is evident in the clear harmony through competitions, dances, songs, and the fear and tightness and intensity we have noticed at the beginning of the club, which made us seek to mainstream and develop the idea and recommend to the government, private sector and civil society and urged them to conduct efforts for effective participation and ensure persons with disabilities, especially children to remove them from the situation of war and conflict and support their psychological and social balance..

Islam as a religion wants its people to always maintain a balance between religiosity (al din) and worldly problems (al dunya). The relationship between the two describes something that is separate but inseparable (harmony). However, for modern society, this condition often creates contradictions, this condition was seen at the time of the Covid 19 pandemic. The implementation of Large-Scale Social Restrictions by the government in an effort to overcome the spread of the impact of Covid 19 to the community by limiting activities in mosques and allowing activities in the market to continue in fact responded by the community differently. The methodology used is qualitative by using social policy analysis. This paper tries to examine social policies towards the application of large-scale social restrictions on mosques and markets. In this paper, the sociology of law theory is used, namely Law is a social engineering tool which emphasizes that law becomes the commander who must bring change to society. The results obtained in the research are that the community responds to the large-scale social restriction policy differently, where the purpose of the policy is for the community to be expected to make changes by complying with the rules that have been set by the government, the conditions for rejection and various responses are caused by disharmony between implementation of policies with public awareness of the law.Keyword : Policy, large-Scale Restrictions and the sociology of law. AbstrakIslam sebagai agama mengkhendaki umatnya agar senantiasa menjaga keseimbangan antara religiusitas (al din) dan masalah keduniaan (al dunia). Hubungan keduanya menggambarkan sesuatu yang terpisah namun tidak bisa dipisahkan (harmoni). Namun bagi masyarakat modern kondisi tersebut seringkali justru menimbulkan pertentangan, kondisi tersebut nampak pada saat terjadinya pandemi Covid 19. Penerapan Pembatasan Sosial Berskala Besar oleh pemerintah dalam upaya penanggulangan penyebaran dampak Covid 19 kepada masyarakat dengan membatasi aktivitas di masjid dan membiarkan kegiatan di pasar tetap berjalan nyatanya direspon oleh masyarakat secara berbeda. Metodologi yang digunakan adalah kualitatif dengan menggunakan analisis kebijakan sosial, Tulisan ini mencoba menelaah kebijakan sosial terhadap penerapan pembatasan sosial berskala besar terhadap masjid dan pasar. Dalam penulisan ini dipergunakan teori sosiologi hukum yaitu Law is a tool social engineering yang menegaskan bahwa hukum menjadi panglima yang harus membawa perubahan terhadap masyarakat. Hasil yang diperoleh dalam penelitian adalah Masyarakat merespon kebijakan pembatasan sosial berskala besar tersebut secara berbeda, dimana tujuan kebijakan tersebut adalah untuk masyarakat diharapkan dapat melakukan perubahan dengan mematuhi aturan yang telah di tetapkan oleh pemerintah, kondisi penolakan dan respon beragam tersebut di sebabkan oleh ketidak harmonisannya antara penerapan kebijakan dengan kesadaran masyarakat terhadap hukum.Kata Kunci : Kebijakan,  Pembatasan Sosial Berskala Besar dan Sosiologi Hukum

This chapter focuses on administrative justice. It reflects on the nature of administrative law and the role it plays in modern society, overseeing the relationship between the citizen and the state. Once again adopting the holisitic approach, the chapter discusses not only the role of the courts, but also the tribunals, ombudsmen, and other bodies and processes that together make up the institutional framework of administrative justice. It notes some of the key changes being introduced as a result of the Transformation Programme and the response to the COVID-19 pandemic. It also considers the particular responsibilities of Members of Parliament in holding the Government to account. In addition, it asks who has general oversight of the system and whether current oversight arrangements are adequate.

This paper examines the emergence of civil society in China under the authoritarian system in the last thirty years. It seeks to explore the ways in which an initial, traditional notion of civil society has altered in the context of China, as well as the respective challenges faced by both the organizations and the government in carrying out their goals and governance. The rapid rise of market capitalism, globalization and Chinese economic success in the last forty years to present day has made room for the rise of non-governmental organizations as well as social mobilization and engagement from citizens. This paper suggests that China has been able to accept the emergence of civil society, however, despite these developments, the government has been able to sufficiently suppress civil society from carrying out any objectives of transparency, social justice and accountability. It surveys the history of civil society within the authoritarian state, analyzes the specific government-NGO relations between the Chinese Communist Party and civil society organizations, and reflects upon the implications of the current legal and political framework that Chinese civil society must operate under.
