The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.

Animal husbandry is one of the main sectors of the country's economy, which can demonstrate significant results of import substitution shortly. In article dynamics of such relative indicators characterizing scales of industrial activity in the sphere of animal industries, as a share of the branch in the Kazakhstan economy and volumes of production of animal industries per capita of Kazakhstan is considered. For example, the average annual growth rate of this indicator is compared with countries with a high level of development of this industry. It was found out that the use of secondary raw materials of animal husbandry will promote the development of new industries and import substitution of both raw materials and finished products, which will attract innovative technologies in the agro-industrial complex. The article presents a step-by-step algorithm of research of the import-substituting potential of the industry, as well as its practical testing (by the example of the Republic of Kazakhstan). Volumes of production on branch "animal industries" are defined, connections of import dependence and the agrarian production made abroad are established.

Agriculture solves the general tasks of its functioning, which are more focused on the implementation of three areas of activity, which include guaranteed food security in terms of the production of high-quality agricultural products, raw materials and food produced by domestic agricultural producers in volumes corresponding to medical indicators. It is also a decrease in the volume of import substitution of seeds in crop production and breeding material in animal husbandry and poultry farming, as well as imported equipment for the organization of food and processing products, veterinary drugs and other important needs for the agro-industrial complex. And the third direction includes the sustainable development of exports of agricultural and agro-industrial products to the global agri-food market. These tasks cannot be successfully solved in the conditions of using the existing outdated agricultural technologies, machinery and equipment. In order to improve these functions of agriculture, the digital platform "Digital Agriculture" was developed, which is an information database of a fairly large size about the resources of the agro-industrial complex. Digitalization, creating conditions for the development of "smart agriculture", affects the progress in agricultural relations. With the help of new technologies, the work of farmers will gradually move from manual, which requires great physical effort, to automated. With the help of drones and other drones, it will be possible to determine the structure of soils for planting certain crops.

The purpose of assessing the dependence of the Republic of Kazakhstan on food imports, as well as developing priority areas for the development of the livestock industry in the context of import substitution.Research methods-the paper used methods of systematization of information from the analyzed literature sources, including: analysis, synthesis, structuring. The methods of expert assessments, questionnaires, Express surveys, and interviews were also used.The main method for forming the information base of the study was used by the official data of state institutions of the Republic of Kazakhstan. Results of the study-the current state of food supply in the Republic of Kazakhstan is analyzed. It is revealed that the export of food products in the country is significantly inferior to imports. In the nomenclature of the country’s imports, a significant share is occupied by livestock products, which reduces the competitiveness of domestic products. In order to ensure the country’s food security, aspects of animal husbandry development are proposed to form the potential for import substitution of the economy of Kazakhstan.Conclusions: the productivity of domestic agriculture in general, and the development of the food and processing industry in particular – are important tasks of the state. The recommendations developed by the authors allow us to modify the economic mechanisms of state regulation of the agri-food market.

In modern conditions of import substitution and increased export of agricultural products, it is important to ensure proper legal support for agricultural cooperation as a mechanism that allows combining economic opportunities and sharing risks of agricultural entities. Foreign experience shows that agricultural cooperation is a complex socio-economic mechanism that solves not only economic but also social problems. Legislative regulation of agricultural cooperation has many legal approaches. But in most countries, legal regulation is of a special nature. This makes it possible to reflect the legal features of agricultural cooperatives and form a mechanism for state support. In modern conditions of the proposed unification of legislation on cooperatives, the conclusion that there are objective prerequisites for the preservation of the Federal law "On agricultural cooperation" is justified.   In this article, through the prism of the analysis of Russian pre-revolutionary and Soviet legislation, as well as Russian and foreign doctrines of agricultural cooperation, the author reveals the problems of legal regulation of agricultural cooperation and formulates suggestions about the improvement of legal regulation of agricultural cooperation.   This led to the conclusion that it is possible to reflect the features of the legal status of agricultural cooperatives as subjects of agricultural activity only through differentiated legal regulation of agricultural cooperation. However, shortcomings of legal regulation require a new version of Federal law "Оn agricultural cooperation".

The assessment of conditions and factors of external economic environment of functioning of the main livestock breeding sectors in the new conditions of management was made. From the point of view of import intensity and competitiveness of animal production the condition of the branch on separate kinds of its production resources, such as forages, veterinary preparations and breeding cattle is analyzed. The level of production of animal products in the member states of the Eurasian Economic Union has been determined and the competitive advantages of the animal husbandry sectors of Belarus under the conditions of the EEU functioning have been assessed by the price of commodity producers, the level of productivity of agricultural animals, profitability of production. Significant external factors determining the modern vector of livestock breeding development in the context of implementing a set of measures to ensure food security, import substitution and export development in conditions of growing competition in the market of EEU member states have been identified.

Abstract The issue of the need to develop agriculture and import substitution has become particularly relevant after the beginning of mass imposing economic sanctions by the West against Russia, as well as a result of oil prices downturn and shortfall of budget revenues from the sale of energy sources. The policy of import substitution affects the areas of the agro-industrial complex to varying degrees. First of all, these measures affect all areas of agricultural production - crop production, animal husbandry and fisheries. In addition, they apply to the final products of the agro-industrial complex, that is, they regulate the food industry, thus affecting the issue of the country’s food security. The purpose of the study is to identify problems in the development of the country’s agriculture based on the study of Russian and international experience, to consider them in a complex, as well as to assess the impact of the import substitution policy on the development of the industry, to propose measures for the further development of the agro-industrial sector aimed at strengthening the country’s food security.
