Animal husbandry is one of the main sectors of the country's economy, which can demonstrate significant results of import substitution shortly. In article dynamics of such relative indicators characterizing scales of industrial activity in the sphere of animal industries, as a share of the branch in the Kazakhstan economy and volumes of production of animal industries per capita of Kazakhstan is considered. For example, the average annual growth rate of this indicator is compared with countries with a high level of development of this industry. It was found out that the use of secondary raw materials of animal husbandry will promote the development of new industries and import substitution of both raw materials and finished products, which will attract innovative technologies in the agro-industrial complex. The article presents a step-by-step algorithm of research of the import-substituting potential of the industry, as well as its practical testing (by the example of the Republic of Kazakhstan). Volumes of production on branch "animal industries" are defined, connections of import dependence and the agrarian production made abroad are established.

The materials are related to the research of issues of public support for the development of small forms of business (SFB) in Kazakhstan. The most important link in agro-industrial complex is agriculture, which provides the country with food products and industry with raw materials. The article examines the domestic and international experience of public support of commodity producers, which makes it possible to draw a conclusion about the need to improve government regulation measures, taking into account regional characteristics, and implementation of State and sectoral programs. The authors note that the availability of budget funds has a significant impact on the effective activity of small businesses. The analysis showed the limited possibilities of attracting loans and other financial sources by small businesses. The solution to these problems should be carried out on the basis of the purchase of a guaranteed volume of manufactured products, provision of loans at the expense of budgetary allocations, concessional lending and taxation, subsidies. The necessary measures of government assistance for the development of the industry as a whole have been determined, in particular, animal husbandry, intensive gardening, and sugar beet processing. Based on the results of the developments, it was concluded that with financial and property support of agricultural producers, including small categories of agribusiness, the tasks set for agricultural sector - increase in market share of domestic products, decrease in import dependence will be implemented. Small farms play an important role in the production of agricultural products, food supply, social stability in the countryside.

Agriculture solves the general tasks of its functioning, which are more focused on the implementation of three areas of activity, which include guaranteed food security in terms of the production of high-quality agricultural products, raw materials and food produced by domestic agricultural producers in volumes corresponding to medical indicators. It is also a decrease in the volume of import substitution of seeds in crop production and breeding material in animal husbandry and poultry farming, as well as imported equipment for the organization of food and processing products, veterinary drugs and other important needs for the agro-industrial complex. And the third direction includes the sustainable development of exports of agricultural and agro-industrial products to the global agri-food market. These tasks cannot be successfully solved in the conditions of using the existing outdated agricultural technologies, machinery and equipment. In order to improve these functions of agriculture, the digital platform "Digital Agriculture" was developed, which is an information database of a fairly large size about the resources of the agro-industrial complex. Digitalization, creating conditions for the development of "smart agriculture", affects the progress in agricultural relations. With the help of new technologies, the work of farmers will gradually move from manual, which requires great physical effort, to automated. With the help of drones and other drones, it will be possible to determine the structure of soils for planting certain crops.

There is analyzes the structure of exports and imports of agricultural raw materials and foodstuffs of the Republic of Belarus in the context of import substitution in the agro-industrial complex in the article. As part of the study, a number of commodity items have been identified, due to which it is possible to reduce the total cost of imports of agro-food products, and also identified the main directions of development of domestic industries to optimize import flows in the agro-industrial complex of the Republic of Belarus.

This article discusses the dynamics of the number and distribution of cattle in all categories of farms and natural and climatic zones in the Republic of Tyva. The methodological basis of the research was based on systematization techniques, logical and comparative statistical analyses. Research information base were offi cial materials of the Ministry of agriculture and food of the Republic of Tyva on animal husbandry. The results of research indicate an increase in the number of livestock over the analyzed period (2015–2019) in the Republic as a whole by 1,14 times, while the majority of animals (135,8 thousand heads) are in the people. This is due to the implementation of the priority national project “Development of the agro-industrial complex” and state support provided under the program “Development of agriculture and regulation of markets for agricultural products, raw materials and food in the Republic of Tyva for 2014–2020”. It has been established that the number of cattle by 2019 reached 180 748 heads. The number of cattle in the regions of the Republic is unevenly distributed, which is due to diff erent climatic and pasture conditions. It has been revealed that the largest number of cattle is concentrated in the Kyzylsky (18,3 thousand heads), Dzun-Khemchiky (16,5 thousand heads), Barun-Khemchiky (15,3 thousand heads) and Bai-taiginsky (13,1 thousand heads) areas, which are included in the Central and Western natural and climatic zones of the Republic. These areas have favorable conditions for breeding animals; it is possible to have agisted stock for grazing throughout the winter. Pasture management is practiced in these farms.

The priority task for Kazakhstan is to increase the competitiveness of the national economy. The formation of competitive advantages of industries and enterprises of agro-industrial complex is of particular importance in scientific aspects and in business practice. Scientifically based technologies of agricultural production envisage production and sale of agricultural products and food products in the required volumes, which are competitive on domestic and foreign markets. The authors note that one of the main problems in processing of raw materials is the low output of final goods from raw unit. In order to fill export niches and ensure import substitution, new export-oriented sectors of the agro-industrial complex have been studied. In particular, in processing industry, the transition to international quality standards for technical and technological re-equipment of production, as well as expanding the range of food products and creating equal conditions for competition with main trading partners in the Eurasian Economic Union remains relevant. The results of the study allowed us to conclude that it is necessary to make amendments in matters of technical regulation, trade, protection of competition, information, customs and border services, improve organizational and economic structure of agricultural sector in the following priority areas of management: development of integration in AIC, agro-industrial entities performing procurement functions, storage, transportation, processing and marketing, organization of agricultural markets, ensuring formation of effective material resources. Thus, it can be stated that increasing the competitiveness of agricultural products depends on many factors, the observance of which is an indispensable condition for the recovery of the industry's economy.

The current level of development of the domestic meat industry of the agro-industrial complex requires a fundamentally new approach to the problem of integrated use of all types of livestock products. In this regard, the utilization of by-products obtained during the slaughter of livestock, instead of its full and deep processing - not only the loss of valuable food and feed protein, but also huge monetary losses, leading to an increase in the cost of the main product - meat. The essence of an effective approach to the processing of slaughter products is to create and implement low-and waste-free technologies that allow you to maximize and comprehensively extract all the valuable components of raw materials, turning them into useful products. The researchers concluded that the livestock sector in Kazakhstan should be considered not only as a supplier of meat and dairy products, but also as a promising sub-sector that provides secondary raw materials to such industries as light, textile, construction, engineering and others. The categories of livestock slaughter products, the structure of its average standard output, and the main functions of waste-free production are considered. The features of development of deep processing of livestock products in Kazakhstan are analyzed and the directions of development of the meat industry are developed. The authors came to the conclusion that the economic efficiency of the meat industry depends on the rational use of all resources obtained during the slaughter of livestock and the conversion of by-products into marketable products.

Improving the efficiency of agricultural production and the competitiveness of agricultural products is impossible without the creation of professional teams with a high level of productivity. The formation and development of the personnel potential of the agro-industrial complex comes to the fore in the light of ensuring the country’s food security and solving the problems of import substitution. The development of the industry relies more on the creation of a vertical education system, the development of rural territories, etc. Compilation of forecasts for the staffing of the agroindustrial complex will coordinate the efforts of educational institutions, business structures, and authorities in organizing the training and retraining of personnel for the agricultural sector.

Agriculture is the most important area of economic activity for the production of products and services in order to provide the population with quality food, industry with raw materials and promote sustainable development of rural areas. In recent years, there has been a downward trend in the rate of agricultural development, which is lagging behind the growth rate of the Russian economy as a whole. Structural changes in the agro-industrial complex have not produced significant positive results, which is caused by a number of reasons. One of the directions of agricultural policy in Russia is the accelerated development of animal husbandry and increasing the competitiveness of domestic livestock products in the domestic market. The state program for the development of agriculture and regulation of markets for agricultural products, raw materials and food provides for a set of measures for the priority development of animal husbandry. Implementation of these measures requires improved management in order to increase the efficiency of livestock production. The article considers aspects of the formation of accounting and analytical support for management of the livestock industry, economic and statistical analysis of trends and structural changes in the livestock industry. The article is devoted to the study and analysis of the current state of the animal husbandry industry in the Republic of Kazakhstan in the context of regions. The indicators of the dynamics of the number of livestock of farm animals for the period 2015-2019 by regions, indicators of productivity in the industry, indicators of the volume of production of meat products are analyzed. The dynamics and structure of costs in the country’s livestock industry are also considered.Today, one of the most pressing problems in the development of the agro-industrial complex is the low level of labor productivity due to low automation and digitalization of technological processes. The need to meet the demand for livestock products in the domestic market of the Republic of Kazakhstan, as well as to increase its export resources, poses a challenge for Kazakhstani science and practice to develop, scientifically substantiate and master modern technologies for the production of low-cost, environmentally friendly, competitive products of the industry. They should be resource-saving, aimed at maximizing the use and improvement of the genetic potential of farmed farm animals, adapted to the specific natural and economic conditions of the regions of the republic. The development and mastering of such technologies will make it possible to weaken the negative impact of the industry on the environment, reduce the cost of material resources, and effectively use the available land and water resources [5].The main problems hindering the effective development of the country’s livestock industry are identified. The promising strategic directions for the development of this industry have been determined. From the point of view of experts of the financial organization, the country has good potential and opportunities to export its beef and pork to China, and the lamb of the Edilbay sheep breed to the countries of the Middle East.

The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.
