Islamist and Non-Islamist Currents and the Struggle for Post-Gaddafi Libya

This paper examines the origin and the relationship between Islamist and non-Islamist political trends in Libya, highlighting the development of the contestation between the two before and after the fall of Gaddafi’s rule. The relationship appears to be that of a contestation between Islamists and liberals but this may be misleading. Islamists are not united but they share an adherence to the establishment of a Muslim society and some form of a khilafa. However, non-Islamists may not easily be identified as “on current.” Indeed, the “current” includes an array of political factions of various dispensations with some not necessarily subscribing to liberal models of democracy. Some belong to pre-Gaddafi-era political parties or were political and human rights’ activists during Gaddafi’s reign. They range from leftist, nationalist, and liberal orientations to populist Arab nationalist forces (including the Ba’th, Pan-Arabists, and others with socialist or communist orientations). When the uprising took place in 2011, the positions each trend took differed before some tactical unity was deemed necessary. When the regime fell, however, differences remerged and became more evident once the transitional structures were put in place. Just before and during the first elections in 2012, Islamists broke ranks with their struggle comrades and fired their cannons at the leaders of the liberal, nationalist, and other elements within the non-Islamist orientations. Islam then became crucial in political expression and rhetoric, especially for Islamist actors. Focusing on the development of this contestation, this paper analyzes the reaction of both Islamist and non-Islamist trends to the policies and tactics adopted by each side in the aftermath of the 2011 uprising and the post-Gaddafi phase. It suggests that although ideology, specifically references to Islam, became crucial in the political contention between Islamists and non-Islamists, the cleavage was not entirely ideological, as both trends considered the Islamic identity of Libya central to their political programs. The interviews with leading representatives of both trends that the author conducted for the purpose of writing this article confirm such a view on the role of ideology in the contestation. As the following discussion indicates, ideology is evidently part and parcel of each sides’ tools, ready to be employed against the other. However, when it does not suit all their purposes, they claim ideology has no role, offering insights into the instrumental and tactical approach to the ongoing contestation of both sides. The article therefore examines the struggle between the two factions as a political competition for the control of resources and positions of power, yet it also argues that ideology and ideas have a role to play, as they constitute the instruments deployed in this struggle, which has, with foreign involvement and backing of different sides, reduced Libya to a “failed state.” In fact although ideological contraposition figures in the contestation, political factionalism and contention in post-2011 were actually fuelled by political factors related to the struggle over access to power and resources, which are instrumental in enabling each side to shape the future state and its political order according to their plans. The struggle between Islamists and non-Islamists may have been the most visible, but it is certainly not the most significant factor in explaining the political dynamics and contention in the country since the fall of Gaddafi.

The longevity of party-based dictatorships can be attributed to the durable institutional framework primarily provided by the ruling political parties. In contrast to an earlier research programme that investigated politics within the political executive, more recent comparative literature on authoritarian politics has largely ignored the role of the political executive in particular. The distinction between a party-based dictatorial regime and the political executive within such a regime allows us to address important questions related to the logic of collective leadership, executive selection and deselection, intra-elite bargaining, and the relationship between party and state executive bodies. Due to the existing methodological difficulties of examining opaque politics within authoritarian regimes, future scholarship may address important questions related to the political executive, drawing from advances in text analytics and expert surveys.

This essay examines a polemic between two Baudelaire critics of the 1930s, Jean Cassou and Benjamin Fondane, which centered on the relationship of poetry to progressive politics and metaphysics. I argue that a return to Baudelaire's poetry can yield insight into what seems like an impasse in Cassou and Fondane. Baudelaire provides the possibility of realigning metaphysics and politics so that poetry has the potential to become the space in which we can begin to think the two of them together, as opposed to seeing them in unresolvable tension. Or rather, the tension that Baudelaire animates between the two allows us a new way of thinking about the role of esthetics in moments of political crisis. We can in some ways see Baudelaire as responding, avant la lettre, to two of his early twentieth-century readers who correctly perceived his work as the space that breathes a new urgency into the questions of how modern poetry relates to the world from which it springs and in which it intervenes.

Abstract This article explores relations between Muscovy and the so-called Later Golden Horde successor states that existed during the fifteenth and sixteenth centuries on the territory of Desht-i Qipchaq (the Qipchaq Steppe, a part of the East European steppe bounded roughly by the Oskol and Tobol rivers, the steppe-forest line, and the Caspian and Aral Seas). As a part of, and later a successor to, the Juchid ulus (also known as the Golden Horde), Muscovy adopted a number of its political and social institutions. The most crucial events in the almost six-century-long history of relations between Muscovy and the Tatars (13–18th centuries) were the Mongol invasion of the Northern, Eastern and parts of the Southern Rus’ principalities between 1237 and 1241, and the Muscovite annexation of the Kazan and Astrakhan khanates between 1552 and 1556. According to the model proposed here, the Tatars began as the dominant partner in these mutual relations; however, from the beginning of the seventeenth century this role was gradually inverted. Indicators of a change in the relationship between the Muscovite grand principality and the Golden Horde can be found in the diplomatic contacts between Muscovy and the Tatar khanates. The main goal of the article is to reveal the changing position of Muscovy within the system of the Later Golden Horde successor states. An additional goal is to revisit the role of the Tatar khanates in the political history of Central Eurasia in the fifteenth and sixteenth centuries.

This research was conducted to see how Mohammad Natsir thought about the relationship between Islam and Pancasila. This study also explains the causes of Natsir's change of mind which initially supported Pancasila as part of Islam and later turned into an opponent of Pancasila in Konstituante on 11 November to 6 December 1957. The methodology used was a qualitative method by describing the results of the analysis carried out. The research data is obtained through a review of documents and scientific literature. The results of the study show that Mohammad Natsir's change of mind regarding the relationship between Islam and Pancasila was influenced by Mohammad Natsir's political socialization which began from Natsir's view of Islam influenced by the childhood environment (conditional and socio-cultural) in Minangkabau; direct influence from national figures such as Ahmad Hassan, H. Agus Salim, Sheikh Ahmad Syurkati and H. O Tjokroaminoto; the indirect influence of international figures throughout reading book such as Hassan Al-Banna, Amir Syakib Arselan, Rashid Ridha and Muhammad Abduh; the influence of Natsir's organization and political parties, namely Jong Islamieten Bond (JIB), Islamic Unity (Persis), and Masyumi political parties; and the influence of the political conditions at that time which made Natsir's views change, which initially accepted Pancasila and then became an opponent of the Pancasila. This research shown there are two patterns of Natsir's relationship with Pancasila, namely (1) Natsir accepted Pancasila and, (2) Natsir opposed Pancasila.

This chapter examines the relationship between parliamentarism and the legislative branch. It explores the evolution of the legislative branch, leading to disillusionment with the rationalized law-making factory, a venture run by political parties beyond the reach of constitutional rules. The rise of democratically bred party rule is positioned between the forces favouring free debate versus effective decision-making in the legislature. The chapter analyses the institutional make-up and internal operations of the legislature, the role of the opposition in the legislative assembly, and explores the benefits of bicameralism for boosting the powers of the legislative branch. Finally, it looks at the law-making process and its outsourcing via delegating legislative powers to the executive.

Chapter 3 investigates the process of party formation in France, Germany, Great Britain, and Italy, and demonstrates the important role of cultural and societal premises for the development of political parties in the nineteenth century. Particular attention is paid in this context to the conditions in which the two mass parties, socialists and Christian democrats, were established. A larger set of Western European countries included in this analysis is thoroughly scrutinized. Despite discontent among traditional liberal-conservative elites, full endorsement of the political party was achieved at the beginning of the twentieth century. Particular attention is paid to the emergence of the interwar totalitarian party, especially under the guise of Italian and German fascism, when ‘the party’ attained its most dominant influence as the sole source and locus of power. The chapter concludes by suggesting hidden and unaccounted heritages of that experience in post-war politics.

This article addresses the relationship between political decentralization and the organization of political parties in Great Britain and Spain, focusing on the Labour Party and the Socialist Party, respectively. It assesses two rival accounts of this relationship: Caramani's `nationalization of politics' thesis and Chhibber and Kollman's rational choice institutionalist account in their book The Formation of National Party Systems. It argues that both accounts are seriously incomplete, and on occasion misleading, because of their unwillingness to consider the autonomous role of political parties as advocates of institutional change and as organizational entities. The article develops this argument by studying the role of the British Labour Party and the Spanish Socialists in proposing devolution reforms, and their organizational and strategic responses to them. It concludes that the reductive theories cited above fail to capture the real picture, because parties cannot only mitigate the effects of institutional change, they are also the architects of these changes and shape institutions to suit their strategic ends.

Abstract The topic of government-nonprofit collaboration continues to be much-discussed in the literature. However, there has been little consensus on whether and how collaborating with government is beneficial for the performance of community-based nonprofits. This article examines three dominant theoretical interpretations of the relationship between collaboration and performance: collaboration is necessary for the performance of nonprofits; the absence of collaboration is necessary for the performance of nonprofits; and the effect of collaboration is contingent on the nonprofits’ bridging and bonding network ties. Building on the ideas of governance, nonprofit, and social capital in their respective literature, this article uses set-theoretic methods (fsQCA) to conceptualize and test their relationship. Results show the pivotal role of the nonprofit’s network ties in mitigating the effects of either collaborating or abstaining from collaborating with government. Particularly, the political network ties of nonprofits are crucial to explaining the relationship between collaboration and performance. The evidence demonstrates the value of studying collaboration processes in context.

Much of the literature on fringe political parties in post-communist Europe focused on the relationship with mainstream parties. Little is known about what happens at the fringes, what are the features of politics at the fringes and when this type of politics becomes mainstream. This special issue moves beyond the notion of the fringe versus mainstream dichotomy: it is more ‘granular’ in its approach and seeks to differentiate between different forms of ‘fringe’ parties. The contributions aim to explore how and whether the fringe in post-communist countries changes in an age of populism and illiberalism. They represent an important attempt to take the fringe as a feature of politics that is not necessarily transient or a manifestation of the ‘growing pains’ of post-communism.
