Recently, Lithuanian trade unions have announced the requirement for the government to raise the minimum wage by more than 10 percent, e.g. from 800 to 900 Lt. The aim of the study was to investigate the possible consequences of the implementation of such a requirement. Minimum wage (MW) macroeconomics in theoretical aspects and the practical evidence of it consequences in the EU countries are analyzed in the first part of the article. The second part provides an assessment of the impact of the 100 Lt raise in MW on the Lithuanian labor market. This assessment is carried out using econometric techniques.

In this introduction to the eight reports on different sectoral dialogues, the coordinators of this issue provide an inventory of the different forms of social dialogue in the EU. It is argued that trade unions have hitherto made insufficient use of the opportunities offered by social dialogue but that the sectoral social dialogue offers a forum for unions to cooperate with employers to develop policies to safeguard Europeanised industries. Two fields of action are identified as being particularly suitable for Europe-wide campaigning: common rules for the European labour market, including a European minimum wage system, and a ‘citizens insurance’ to sustain social security systems.

The main focus of this article is the role of organized civil society in facilitating citizen engagement in Central and East European new EU member states after the EU accession and the recent economic crises. Using international comparative methodologies and data this article analyses democratic processes in the new member states focussing on the changes in strengths and weaknesses of citizen engagement. It shows the ways in which the post-enlargement process, especially the economic crisis affected the ability of CEE citizens — both directly, and via civil society organisations and trade unions — to be active participants of the multilevel governance processes. It finds that one of the key remaining gaps of the democratization process remains the relative weakness of state—citizens relationship. The impact of the economic crisis on the CEE countries was significant, in particular in regard to financial viability of organised civil society. However, economic crisis also acted as an important mobilization factor, and in all countries under study, civic participation, enabled by civil society and trade unions increased. New initiatives — in particular those tackling corruption and party campaign finance, saw NGOs focussing their advocacy efforts towards the government as well as actively mobilizing and engaging citizens. Across the CEE region, we are seeing gradual social learning, internalization of new norms and emergence of new identities — active citizens engaged with (and if necessary in opposition to) the state — directly (public mobilization and protests) and via organized civil society.

Abstract Employees must adapt to these permanent changes by acquiring new skills required to use new technologies. One of the phenomena developed in order to meet these challanges is labour mobility. For the purpose of economic and social mobility, labour is a form of movement in relation to the ever-changing needs of the productive factors. Mobility in the labor market can be considered from several aspects. At the EU level, the phenomenon of labour mobility is promoted by the desire to meet the challanges arising in the labour market. From a economic and political point of view, the free movement of people is inteded to create a common market for labour and promoting EU citizens, by removing barriers in this area.

Increasingly, economic debate in Australia and other Western, developed economies is directed to the interdependence and potential conflict between the out come of labour market negotiations and government economic policy. Industrial relations becomes identified as a cause of economic problems and governments have been attracted to policies that seek to alter the outcome of labour market negotia tions, using what are often termed "incomes policies". However, because of the nature of industrial relations, incomes policies which might be established to express government demands also have an influence over the balance of powers and relations within the economy. This dynamic process presents problems for practitioners and academics assessing the full effect of incomes policies. The corporatist model developed by Leo Pantich is one useful model of the changes that can occur in trade union, employer and government relations under incomes policy conditions. Draw ing on the flexibility of such a process model, this article details the development of incomes policies in Britain and Sweden, examining the changing relationships and powers that have occurred when the parties (and especially the trade unions) have responded to the demands such policies make on industrial relations. The differences in trade union reactions to industrial relations adjustment provide lessons and experiences for any economy where the government seeks to direct labour market negotiations. In terms of the impact on trade unions particularly and industrial relations in general, the British and Swedish lessons offer valuable insights for Australia. Examining the dynamic incomes policy effects in Australia, we conclude that only if industrial relations practitioners and trade unionists are aware of the dynamic pressures of intervention and respond in a structured manner can they avoid the traps identified by British experience and benefit from the opportunities offered by Swedish initiatives.

This study shows the differences in wages of workers from the EU countries according to various levels of education. It also shows the level of offshoring in the analysed countries and its impact on the salaries. It was found that the largest wage gap between the high-skilled and the low-skilled workers exists both in the countries of Central and Eastern Europe and in the countries such as Germany and Portugal. Results of the analysis show that offshoring contributes to a decrease in wages of workers in the countries of the European Union. Nonetheless, the highest decrease in wages is visible among workers with the lowest skills, and the lowest decrease can be seen among workers with the highest skills.

This article visualizes bank non-performing loans (NPLs) and government debt distress data integration and an outcome classification after the outbreak of European sovereign debt. Linear and functional principal component analysis (FPCA) and biclustering are used to show the clustering pattern of NPLs and government debt for 25 EU and BRICS countries (Brazil, Russia, India, China and South Africa) during the period of 2006 to 2017 through high-dimensional visualizations. The results demonstrate that the government debt markets of EU countries experienced a similar trend in terms of NPLs, with a similar size of NPLs across debt markets. Through visualization, we find that the government debt and NPLs of EU and BRICS countries increased drastically after the crisis, and crisis countries are contagious. However, the impact of the Greek debt crisis is lower for non-crisis countries, because the debt markets of these countries are decoupled from the Greek market. We also find that sovereign debtors in the EU countries have much closer fiscal linkages than BRICS countries. The level of crisis in the EU countries will be higher than that in the BRICS countries if crisis is driven by the common shocks of macroeconomic fundamentals.

One counterintuitive variation in wage-setting regulation is that countries with the highest labor standards and strongest labor movements are among the least likely to set a statutory minimum wage. This, the author argues, is due largely to trade union opposition. Trade unions oppose the minimum wage when they face minimal low-wage competition, which is affected by the political institutions regulating industrial action, collective agreements, and employment, as well as by the skill and wage levels of their members. When political institutions effectively regulate low-wage competition, unions oppose the minimum wage. When political institutions are less favorable toward unions, there may be a cleavage between high- and low-wage unions in their minimum wage preferences. The argument is illustrated with case studies of the UK, Germany, and Sweden. The author demonstrates how the regulation of low-wage competition affects unions’ minimum wage preferences by exploiting the following labor market institutional shocks: the Conservatives’ labor law reforms in the UK, the Hartz labor market reforms in Germany, and the European Court of Justice's Laval ruling in Sweden. The importance of union preferences for minimum wage adoption is also shown by how trade union confederation preferences influenced the position of the Labour Party in the UK and the Social Democratic Party in Germany.

The textbook examines the processes of labor migration in the EU and their impact on the labor market and trade unions. The main attention is paid to internal and external labor migration. The textbook focuses on the social dialogue of labor migration at the EU level, triangular cooperation and social agreements in European countries, collective bargaining procedures and expansion. The textbook analyzes the activity of social partners (European Trade Union Confederation (ETUC) and employer associations at the European and national levels), mechanisms for informing, advising and participating workers in decision-making. The textbook is devoted to a wide range of issues related to European labor migration and trade unions in a globalizing world. The theoretical aspects of studying the impact of labor migration on various spheres of life in the European community, including on the demographic level, population, labor market, regional development, social policy and security, are comprehensively examined. Particular attention is paid to the protection of social rights and freedoms of labor migrants in the EU. The textbook is designed for students, PhD-students, teachers, researchers and government officials. The study materials in the textbook were prepared as part of the course “Labor migration policy: EU and the South Caucasus”, implemented as part of the Jean Monnet Module program.

The failure to sign the Association Agreement with the EU in autumn 2013 has been investigated. The role of the Russian factor, which became decisive in the foreign policy reversal of the Yanukovych regime, has been revealed. The importance of Viktor Yanukovych’s meeting with Russian President Vladimir Putin on October 27, 2013, in the dramatic change of Ukraine’s international vector has been emphasized. On the basis of diplomats’ memoirs, the assumption about intimidation of the Ukrainian President by the Russian side has been substantiated. The timeline of the preparation of the 2013 Vilnius Summit, the position of EU structures and the attempts of the fourth President of Ukraine to win time to trade with the Russians have been reproduced. The thesis about the Donetsk clan’s attempts to prepare public opinion for a 180 degree turn in late October - early November 2013 has been presented. For this purpose, demonstration meetings were organized with representatives of Ukrainian business and trade unions, who called for revision of plans for European integration on their own initiative. The main role in manipulating public opinion rested on the government of Mykola Azarov and the Verkhovna Rada, which had a majority coalition led by the Party of Regions. Instead, Viktor Yanukovych continued his European integration rhetoric and reiterated to Western partners his own willingness to sign the Association Agreement between Ukraine and the EU. On November 21, the real position of the ruling elite was made available to the Cabinet of Ministers of Ukraine. According to it, the process of preparation for the signing of the Association Agreement was suspended, the proposal was made for the trilateral Ukraine-EU-Russia negotiations, and the ministries were tasked with developing measures to maintain economic ties with the CIS countries. The decision was rejected by European partners and led to Yanukovych’s attempts to find other ways to thwart the signing of the Agreement. It has been proved that this role was played by Yanukovych’s requirements for financial assistance from the EU amounting to about 160 billion euros, which aimed to prevent the signing of the Association Agreement. Traditionally, public procurement has been associated with the measurement of achieving savings. However, recent research shows that the economic impact of public procurement is not limited only to savings, but by measuring the impact of four capitals—natural, human, social, and economic—on sustainable well-being over time. Ukraine is a country with a very low gross domestic product (GDP) per capita, which exacerbates the problem of the impact of public procurement results on the population’s welfare. Ukrainian public procurement legislation allows customers to apply non-price criteria (the share of non-price criteria cannot be more than 70%), which, together, are taken into account in the formula of the quoted price. The studies show that the effect of the use of non-price criteria depends on the relevance of the method of the evaluation of non-price criteria. The most important non-price criteria for Ukrainian customers by product categories and the methods of their evaluation are analyzed according to the Bi.prozorro.org analytics module. Therefore, it is concluded that the quoted price method, which is used in Ukrainian practice, is not relevant in comparison with the method used in the EU. A survey of the government buyers on the practice of applying non-price criteria was conducted, and the areas of their use were identified.
