This article analyzes the characteristic features of social dialogue in the Baltic states. The methodology of the current research is based on an intensive analysis of literature and statistical data. The aim of the present research is to address some gaps that were identified during the literature review. Firstly, why does the social dialogue develop so slowly in the Baltic states? Secondly, what was the role of social partners in that process? We find that the main achievement in social dialogue have been reached by social partners on the national level and, despite the painful austerity measures, the Baltic states showed the benchmark of advanced crisis management.

EU law recognizes the regulatory role of social partners—the bodies representing management and labour—but provides neither a legal nor a fully developed conceptual framework. An output analysis of the texts produced by the social partners demonstrates that they fulfil a variety of functions, both as stakeholders and co-regulators. However, only a small percentage of the documents produced in the European social dialogue have the status of EU collective agreements. It is the latter group which is most interesting from the point of view of regulation. A further analysis tracks the different interactions between EU law and EU collective agreements and highlights the tension between horizontal and vertical subsidiarity created by the REFIT agenda.

Forms of territorial social dialogue are developing at the regional or local level in most European countries. This article looks at the challenges facing the trade unions, particularly in France, as a result of this development. The first part examines the reasons for it - decentralisation of the state, changes in local government as well as in production systems - and the reasons why the trade unions are becoming increasingly involved. A second section focuses on a number of different instances of territorial social dialogue that reveal the diversity both of aims and of subjects treated, the wide-ranging public and private players involved and the highly diverse outcomes. The third part asks how these forms of social dialogue affect the unions. Do they represent a means whereby trade unions can extend their influence and strengthen their traditional areas of activity or do they contribute to weakening collective bargaining insofar as they offer less formalised methods of negotiating social outcomes that may detract from the role of the social partners to the benefit of government actors? The view put forward in this article is that the trade unions may well, under certain conditions, stand to gain from involvement in the territorial social dialogue.

The article is examining the role of social dialogue and its subjects in promoting the concept of lifelong learning for employees. It has been proven that the development and implementation of lifelong learning systems is a shared responsibility of the social partners – government officials, employers and employees. The bilateral or tripartite social dialogue will ensure a truly integrated approach, that takes into account the interests of all parties and promotes more effective implementation of lifelong learning programs. The main documents of the International Labour Organization about the professional development of employees have been reviewed. Based on their analysis, the author identifies the main tasks and directions of influence of trade unions and employers to ensure continuous training of employees. It is emphasized that the ILO regulates the need for strengthening the social dialogue on professional development, including involvement of the social partners in the development of national strategies in the field of education and training, monitoring trends in competencies etc. Legal basis for the participation of social partners in the formation and implementation of state policy on adult education in Ukraine was determined. Proposals were made to improve national legislation and draft laws in the sphere of professional development of employees to increase the role of trade unions and employers' organizations in promoting the lifelong learning.

This article considers the part played by the social partners in the development of the European employment strategy over recent months, and in particular their role with reference to the European employment policy guidelines for 1999. The guidelines and national implementation reports are central to the "Luxembourg process" defined in the Employment Title of the Amsterdam Treaty (which has been in force since May 1999, though the Employment Title was largely implemented by political agreement from 1997 onwards). Much of the European-level debate on employment during 1999 has concerned the "European pact for employment", which was heralded by the Vienna European Council of December 1998, and which all the relevant actors were urged to support. Agreement on the pact was reached at the June 1999 European Council in Cologne. This article begins, therefore, by describing the different elements which constitute the pact. The role of the social partners in relation to these components, including the Luxembourg process where it is most developed, is set out in the core of the article, with greater emphasis on trade union than employer involvement. The concluding section provides an overview.

This article examines the role of NATO in aiding democratic transitions and survival in the former Soviet republics. The authors argue that the level of external threat is a determining factor in centralization, militarization, and ultimately regime type. States tend to be democratic or are likely to make the transition toward democracy when threat levels are low, while autocracies are more likely to be found in states targeted by higher levels of threat. Building on recent findings examining the link between democracies and alliance, the authors demonstrate that NATO has been an effective guarantor of territorial sovereignty and independence in the Baltic states, Ukraine, and Moldova, reducing the level of threat experienced by each state, thus assuring the survival of decentralized and democratic governments. Former Soviet republics targeted by high levels of threat have reverted to or maintained centralized, autocratic forms of government.

This article reports on research into social partnerships aiming at labour market inclusion that developed during the 1990s in Denmark, the UK and Spain. Some of these partnerships are directly related to corporate social responsibility (CSR initiatives in individual firms), whereas others are only indirectly related (for instance, active labour market policy initiatives at local, regional and national level). Developments such as new target groups for such policies, the weakening of the social partners, ideological change, policy transfer and budget constraints of the state have led to more partnerships taking a multipartite form, meaning that not only the public authorities and the social partners, but also new actors such as business networks, commercial operators and NGOs, participate. The involvement of new actors poses a challenge for the traditional actors – among them the trade unions. Whether the relations between traditional and new actors are best described by conflict or by cooperation cannot be explained by regime theories. The decisive factor seems to be the extent to which the new actors challenge the privileged positions of the traditional actors.

This article is dedicated to the attitudes of the Baltic States towards the protests in Belarus in August 2020. The analysis uses the category of a small state. It seems to best characterise the role of Lithuania, Latvia and Estonia in international relations. The first part of this article describes the relations of these three countries with Belarus before 2020. Then, the emphasis is put on the instruments and strategies which have been used by the Baltic States towards Belarus since the presidential elections in August 2020. The article discusses the role of a regional, expert, hidden subjectivity using multilateral formats, good services, entrepreneurial and silent diplomacy. In his considerations, the author presents the reactions of the authorities and societies. The article is based on state documents, analyses, politicians’ speeches, press materials and literature on the subject.

Social dialogue is one of the forms of participation of employees in matters referring to the field of labor or on matters of mutual interest for economic and social policy. Employees in the process of the social dialogue are represented through their union. Social dialogue is a form of communication involving social partners (unions and employers/ employer bodies) intended to affect the contracts and the development of labor issues. This context includes issues relating to participation in various types of negotiations, consultations, exchange of information between representatives of governments, employers and employees on issues of common interest and related to the economic and social policy. Social dialogue is also one of the forms through which employees can participate in decision-making, information and operations of the companies. The main aim of this paper is to clarify the social dialogue as one of the forms of participation of employees in decision making and managing with the companies, and to provide the legal basis for the practical realization.
