The unfolding fourth industrial revolution sets global goals for the world community, requiring the implementation of systemic transformations in all spheres of human activity. Preparations for securing Russia's technological leadership began a long time ago. However, the measures being taken are not enough to build an integral innovation ecosystem, which would make it possible to organize at a high level the building up of innovative potential, its effective use and increase the country's competitiveness in a dynamically changing environment. The key problems of the shortage of expected effects include the lack of formation of the competitive market, the low potential of domestic research in the field of improving strategic planning and methodological tools for making managerial decisions, poor management at all levels of the production hierarchy, the low degree of interest of economic entities in innovative transformation and investment in changing organizational and managerial structures. The paper analyzes the scenario conditions that determine the formation of an innovative economy and the improvement of the country's rating at the global level. The main factors that maximally affect the resulting indicators of innovative activity are investigated. Predictive models of innovative development have been constructed depending on the intensity of changes in factors sensitive to variations in world trends. The need for a systemic restructuring of the traditional economic order is argued. Scientific and practical recommendations on increasing innovative activity and improving the digital culture of the subjects of the Russian economy, taking into account the existing opportunities and potential of world leadership, are proposed.

Subject. The article examines the adequacy of the financial system to the Russian economy as is. Objectives. I evaluate whether the financial system meets requirements of the modern economy of Russia, and model the scope of compliance. Methods. The study relies upon the statistical analysis and mathematical modeling of developments in the correlation of cash flows and economic activities. Results. The focuses on the adequacy of the financial system to requirements of the modern economy of Russia. I analyze the structure, form and content of the economic system during the generation and utilization of cash flows. The financial system is deemed inadequate if there are some controversies between cash flows and economic activities, which can be eliminated with specific financial and economic remedies that are typical of the Russian economy. Financial remedies include an increment in gold reserves and money supply. Economic ones require to increase the production of crude oil, natural gas, associated gas, extraction and enrichment of iron ore. Modeling the dynamics of the financial and economic systems and applying the Cobb–Douglas production function, I marked the compliance boundary of the financial system from perspectives of the modern economic system. Conclusions and Relevance. Seeing the current situation in Russia, we can guess the financial system is adequate to the economic situation. I should also point out a variety of opportunities to preserve the structure, form and content of the economy, using financing mechanisms within the adequacy requirements. The findings enrich relevant knowledge and create new competencies of governmental authorities for making effective managerial decisions to ensure the sustainability of the Russian economy in accordance with the financial policy.

В современных условиях интенсивность инновационной деятельности компаний во многом отражается на уровне экономического развития, а построение инновационной экономики является одним из эффективных путей повышения конкурентоспособности страны. Проблема построения эффективной системы управления инновационной деятельностью обусловлена сложностью управления процессом генерации, отбора инновационных идей, а также процессом внедрения инноваций через традиционную управленческую структуру со всеми трудностями, присущими управлению изменениями. Новизна исследования состоит в создании системы управления инновационной деятельностью в организациях, способствующей разработки и внедрению современных технологий, имеет важное научное и практическое значение для современной российской экономики. The relevance of the proposed research topic is due to the solution of the problem of achieving economic growth in Russia, which is closely related to the accelerated development of the innovation sphere. The upcoming period of the country's development will be based on the use of fundamentally new progressive technologies based on the principles of wastelessness, material and energy conservation; release of products with new consumer properties; modern methods of development and implementation of organizational and managerial decisions; the latest forms of organizing innovation activities, etc. In modern conditions, the intensity of companies' innovative activities is largely reflected in the level of economic development, and building an innovative economy is one of the most effective ways to increase the country's competitiveness. The problem of building an effective system for managing innovative activities is due to the complexity of managing the generation process, selecting innovative ideas, as well as the process of introducing innovations through a traditional management structure with all the difficulties inherent in managing change. The novelty of the research lies in the creation of a system for managing innovative activities in organizations that facilitates the development and implementation of modern technologies; it is of great scientific and practical importance for the modern Russian economy.

Subject. The article discusses trading and financial relations of today’s Russia. Objectives. The article is to determine requirements for trading and financial relations to progress in Russia today and evaluate how they influence the economic growth. Methods. The study is based on the systems approach and the statistical analysis. Results. Having analyzed trading and financial relations, I found what can give an impetus to the contemporary economy in Russia, i.e. oil prices, related risks. The article demonstrates that government bonds (federal loan bonds) cushion and set off an increase in the foreign exchange rate. The dynamics of the oil price and the issue of federal loan bonds shape the environment where trading and financial relations evolve in Russia today, i.e. export prices for natural resources outgrowing prices for some commodities; a stalling growth in the acquisition of financial assets, debt instruments and a growth in liabilities, equity and shares of mutual funds; a growing pace of long positions of forward, futures, options contracts due to a slow down in short positions; rising pace of official reserve assets. As long as the international trade slows down and the global recession begins, the existing trading and financial relations resulted in a palpable economic growth. Conclusions and Relevance. Opportunities for the development of trade and financial relations in contemporary Russia are conditioned by the changing world order, which determines the dynamics of economic growth. The findings expand the knowledge and create new competencies of governmental authorities when making managerial decisions to ensure the effective design of the Russian economy in terms of the current trading and financial policy.

Способность к инновационной деятельности становится необходимой профессиональной компетенцией во многих сферах экономики России. Осуществляемые проекты, направленные на повышение эффективности работы отдельных отраслей и сфер производства, науки, образования, не всегда учитывают вопрос психологической готовности специалистов к изменениям как важной составляющей личностной идентичности. Анализируется психологическая готовность педагога к профессиональной деятельности в новых условиях как один из индикаторов вводимых инноваций на территории Киселевского городского округа Кемеровской области в рамках реализации федерального проекта «Успех каждого ребенка» национального проекта «Образование» (целевая модель развития региональной системы дополнительного образования детей). На фоне реализуемого комплекса мероприятий по формированию современных управленческих и организационно-экономических механизмов в системе дополнительного образования детей Кузбасса идентичность педагогов подвергается кардинальным изменениям. Участвуя в нововведениях, многие педагоги в личностном плане переживают состояние неустойчивости и нестабильности. Возникает необходимость в исследовании психологической готовности специалистов системы образования, культуры и спорта к работе в режиме инноваций. Описаны необходимые условия и дано обоснование важности изучения личностной идентичности педагога, работающего в инновационном режиме. В результате исследование психологической готовности педагогических работников и руководителей организаций дополнительного образования, культуры и спорта Киселевского городского округа позволило оценить их как субъектов инновационной деятельности, определить уровни психологической готовности, выделить качественные характеристики и учесть полученные данные при принятии управленческих решений. The ability to innovate is becoming a necessary professional competence in many areas of the Russian economy. Ongoing projects aimed at improving the efficiency of individual industries and areas of production, science, education, do not always take into account the issue of psychological readiness of specialists for changes, as an important component of personal identity. In this article, the authors analyze the teacher’s psychological readiness for professional activities in the new conditions as one of the indicators of introduced innovations in the Kiselevsky urban district of the Kemerovo region as part of the federal project “Every Child’s Success” of the national project “Education” (target model for the development of the regional system of additional education for children). Against the background of the ongoing set of measures to form modern managerial and organizational-economic mechanisms in the system of additional education of children in Kuzbass, professional life activity (professional identity) of teachers is undergoing drastic changes. Participating in innovations, many educators in a personal plan (personal identity) experience a state of unsteadiness and instability. There was a need to study the psychological readiness of specialists in the education, culture and sports system to work in the innovation mode. The authors described the necessary conditions in the article and justified the importance of studying the personal identity of a teacher working in an innovative mode. As a result, a study of the psychological readiness of teachers and heads of organizations of additional education, culture and sports of the Kiselevsk urban district made it possible to evaluate them as subjects of innovative activity, determine the levels of psychological readiness, highlight qualitative characteristics and take into account the data obtained when making managerial decisions.

In today’s economic circumstances the needs of accounts and finance experts in data keep on transforming and expanding. Turbulence of external environment stipulates the growth in volatility and uncertainty in operative environment removing the vector of objectives for accounting and budgeting. Therefore, developing effective procedures of accounting and budgeting in present day business entities acquires bigger importance, as indicators and data of accounting influence the quality of making managerial decisions and consequently, the position of the enterprise in external market environment. The goal of the research is to ground the necessity of transforming accounting procedures and budgeting on the basis of opportunities provided by bid data technologies. The subject of the research is specific features of using big data in managerial accounting and budgeting. The article studies trends of growing information masses that are used in managerial accounting and budgeting, systematizes functional tasks accomplished by big data in different industries of Russian economy, investigates processes of accounting procedures’ transformation, analyzes opportunities and practice of using big data in making managerial decisions at Russian enterprises, grounds the necessity to introduce advanced technologies of data analysis in the system of accounting and budgeting. As a result of the research principles of using big data were formulated and the model of valuechain by big data was built for managerial accounting and budgeting and opportunities and threats of using big data in managerial accounting and budgeting were identified.

Agriculture is of great importance for the Russian economy and is one of its most stable and fast growing sectors. The farming experience in the European agro developed countries confirms the need for active state intervention explained by the special features of the sector. Our country allocates huge resources to support of agriculture. Russia’s mechanisms of agricultural subsidies are improved on a constant basis meaning that the accounting and financial reporting systems as information tools of management should be adapted to the functional changes in modern agricultural companies, including improvement of subsidy mechanisms. Our research assesses accounting for state aid and formation of accounting reporting indicators taking agricultural firms of the Voronezh region as an example. It also develops the directions of further activities. The results will help improve the information basis for managerial decisions when distributing and analyzing effectiveness of state aid in the agrarian firms.

Introduction. The issues of long-term strategic planning are crucial for the successful socio-economic development of Russia’s regions. At the same time, the validity of the choice of industry priorities is often not supported by a comprehensive analysis of the unique competitive advantages of the region, which makes it difficult to achieve the established goals. The purpose of the study is to identify the links between the stated priorities and structural changes in Russia’s regions, particularly, the emergence of new industries of specialization in the regions. Materials and Methods. The study was based on the strategies for socio-economic development of Russia’s regions adopted in 2005–2010. The method of content analysis of documents was employed when forming a list of the priority industries declared in the strategies of 66 constituent entities of the Russian Federation. The adapted methodology of the European Cluster Observatory for identifying industry specializations was used to determine the diversification of regional industry portfolios. Results. The conducted analysis of the strategic documents has shown that the industry priorities of Russia’s regions do not reveal their unique specializations, but are focused on the sectors which are most common for the Russian economy. In half of the strategies the food industry and heavy engineering are named as priorities for long-term development. Diversification of regional industry portfolios has been recorded in 46 regions. A total of 76 cases of industries emerging in regional portfolios from 2005 to 2015 have been identified. In 11 regions, the declared industry priorities have not been associated to the real processes of diversification. Discussion and Conclusion. The study has revealed that the diversification of the economy in many Russia’s regions is unplanned. This is not so much the result of a strategic decision of regional authorities, but rather the impact of factors that are not taken into account when choosing industry priorities, which have a significant impact on industry development. The provisions and regional classifications developed in the article may contribute to the development of the theory of public and municipal administration in terms of assessing the impact of managerial decisions on the socio-economic development of territories.

Federal tax revenues from the main sectors of the Russian economy after the 1998 crisis are examined in the article. Authors present the structure of revenues from these sectors by main taxes for 1999-2003 and prospects for 2004. Emphasis is given to an increasing dependence of budget on revenues from oil and gas industries. The share of proceeds from these sectors has reached 1/3 of total federal revenues. To explain this fact world oil prices dynamics and changes in tax legislation in Russia are considered. Empirical results show strong dependence of budget revenues on oil prices. The analysis of changes in tax legislation in oil and gas industry shows that the government has managed to redistribute resource rent in favor of the state.
