The article considers network interaction of Russian universities to solve strategic problems of macroregions development. Network interaction is a common model of cooperation between universities abroad, and in recent years, in connection with the new challenges facing Russian education, it has become relevant for Russian universities. The article briefly presents the main forms of organization and methods of managing network interaction, its advantages over traditional types of joint activities of universities. Based on the four years of work in the framework of the Association “National Arctic Research and Education Consortium” (NAREC), the authors analyze the experience of cooperation between universities in the interests of the development of the Arctic zone of the Russian Federation. Four key areas of activity are considered: 1) expert and analytical support of personnel training and research; 2) Arctic-focused educational programs and projects; 3) support and promotion of scientific research on Arctic topics among students; 4) creation of joint information space. The article demonstrates the significant results of their implementation for each of these directions. These include monitoring the state of training of personnel with higher education and developing professional standards, developing educational products, including network programs and mass open online courses on Arctic topics, participating in international projects, conducting a national competition for student papers, as well as accumulating information related to training and research on Arctic topics. Based on the best practices of the Association “NAREC” and the difficulties encountered in the implementation of the network interaction model, the authors formulated practical recommendations for the development of interregional scientific and educational cooperation.

The primary aim of this research is to develop an effective network interaction model in developing a new teacher’s soft skills. The authors carried out an analysis of a new teacher’s necessary soft skills and the existing models of partnerships. They outlined their views on the development of a networking model that is aimed at the systematic formation of a teacher’s soft skills. The empirical part is executed based on the Elabuga Institute of the Kazan Federal University. The created model can be used for the organisation of training system of a new type of teacher. It might as well be used as a model of the school-university partnership for revealing pedagogically gifted children or as an integrated model for the formation of basic teachers’ soft skills in the university.

It is necessary to detect the aggregation dynamics and aggregation process of industry cluster for there are still some problems in the development of industrial cluster. The existing theories are less attention to the impacts of the social network of enterprises and their interactions on the industrial aggregation. We proposed a social network interaction model and research on the industrial aggregation process from the aspect of economic sociology. The impacts of signal effect, network effect and crowding effect on the dynamic micro-macro process of industrial aggregation are discussed and two possible phase transition and its causes in industrial aggregation process are explored. The simulation outcomes are good explanations for industrial aggregation process and made some useful implications for policy-making.

The issues of assessing the synergistic effects of networking in the area of tourism and recreation services at the regional level are only at the initial stage of discussion. The article presents a critical review of methods for assessing the synergistic effects of the interaction between subjects in socio-economic systems. Theauthor makes the conclusion that the overwhelming majority of the available tools are focused on calculating purely economic (quantitative) synergistic effect and economic efficiency. Besides, the article proves significant limitations in terms of the practical use of methods, including in the area of tourist and recreational services, have been proven. The paper presents the author’s methodology for assessing the effectiveness of networking in the area of tourism and recreation services at the regional level. The author also points out characteristics of the components of the cumulative effect of network interaction in the area of tourist and recreational services in the region. Theauthor methodology is for evaluating both synergistic and cumulative effects of network interaction. The paper presents the list of possible indicators. The method was tested on the example of Irkutsk region. The proposed method promotes the development of methodological grounds for studying the effectiveness of networking in the field of tourism and recreation services at the regional level.
