The author substantiates the proposition that the spread of crisis phenomena in the world economy has actualized the transformation processes in the system of global governance, primarily regarding the functions and activities of the IMF. Current trends include the following: supervision of the international monetary and financial system; monitoring the economic and financial policies of member states; strengthening the global financial security system; coordination of international cooperation and integration. The potential risks of the development of the world economy, including the extremely high level of global debt in general and its components in particular, are outlined. It is shown that annual reports, quarterly reviews and forecasts, IMF press releases with aggregate data on the main trends of the world economy, its individual regions and countries are very important both for the scientific community and for the authorities. The importance of forming a regulatory and legal environment for regulating the fiscal sphere as an integral part of the global governance architecture is emphasized. It is revealed that a common instrument of influence of international organizations is the development of the model (typical or framework) acts to regulate the relevant sphere of relations at the national level. The characteristic provisions of individual acts of a fiscal nature are presented. The provisions and standards of the Code of Good Practice for ensuring transparency in the fiscal area and the Guidelines for the management of public debt are mentioned as very important aspects for reforming the public finance sector of Ukraine.

Since its establishment, the Group of Twenty (G20) has undergone three phases of institutional transition: from an informal forum among finance ministers and governors of central banks at the beginning, to a crisis-management mechanism mainly to cope with the global financial crisis, and increasingly to a long-term platform for global governance in recent years. With increasing representation and mandates, the G20 has been playing a key role in forging high-level consensuses and coordinating policies and actions among major economies so as to keep the world economy and development on track. Faced by the many challenges within itself and from the changing dynamics of the world economy and development, the G20 has to improve its cooperative spirit, representativeness and effectiveness before it can become a full-fledged institution for global governance.

UDC 336.74   Vasylenko Artur, post-graduate student. Mariupol State University. Cryptocurrency Phenomenon in the International Monetary System. The main prerequisites of cryptocurrency emergence in the international monetary system in terms of regionalization of the world economy are defined in the article. Determination of «cryptocurrency» category was analysed from the point of two main approaches to its treatment: on the one hand cryptocurrency is admitted to be the currency equally to the sovereign currency, and on the other hand it is considered as an unrecognized virtual asset. The main consequences which arise in case of widespread use of crypto currency for the country and for the parties that agreed to use cryptocurrency were analysed and systematized. On the basis of the research, given the current trends in the world economy, the author put forward and substantiated the hypothesis to classify the phenomenon of cryptocurrency as the effects of a famous philosophical «Negation of negation law» formulated by G. Hegel at the beginning of the XIX century.   Keywords: cryptocurrency, material money, electronic money, digital currency, regional currency integration, blockchain, mining, capitalization, «Negation of negation law».

Purpose The purpose of this paper is to outline the duties and powers of the Adult Support and Protection (Scotland) Act (ASPSA) 2007 and place them in the wider Scottish adult protection legislative framework. It considers the potential value of a standalone adult safeguarding statute. Design/methodology/approach The authors draw upon their research and practice expertise to consider the merits of the ASPSA 2007. They take a case study approach to explore its implementation in one particular Scottish local authority, drawing on the qualitative and quantitative data contained in its annual reports. Findings Skilled, knowledgeable and well-supported practitioners are key to effective screening, investigations and intervention. Protection orders are being used as intended for a very small number of cases. Research limitations/implications The lack of national statistical reports means that there is limited scope for comparison between the local and national data. Practical implications Adult support and protection requires ongoing investment of time and leadership in councils and other local agencies to instigate and maintain good practice. Aspects that require further attention are self-neglect; capacity and consent and residents in care homes who pose potential risks to other residents and staff. Social implications ASPSA 2007 has helped to raise awareness of adults at risk of harm within the local communities and as social issue more generally. Originality/value The authors provide a critical appraisal of the implementation of Scottish adult safeguarding legislation over the last six years. They consider similar developments in England and Wales and argue for comparative research to test these out. Finally, they signpost future directions for bridging separate policy streams.

The article considers some of the macroeconomic results of 2020 for the global economy and individual regions and countries of the world. The authors identify a number of distinctive features of the global economic crisis of 2020 and its impact on the dynamics of macroeconomic indicators in individual regions and countries of the world (the Eurasian Economic Union, the European Union, and China). It is noted that during the crisis, negative trends in the world economy and politics became more acute and fundamental contradictions between the main participants in the world economy became tougher. At the same time, a high level of mutual dependence of the economies of the EU, EAEU, China and other Eurasian states was noted. Despite the crisis conditions and unfavorable political rhetoric, economic interests and the implementation of all – Eurasian projects can become a unifying factor for overcoming the crisis and forming new development models based on rational policies and the common benefit of the states of the Eurasian space.

The object of this chapter is to analyse the global implications of the economic rise of BRICS and a larger set of emerging markets (Next-14) among developing countries. It sets the stage by outlining the broad contours of change in the world economy during the past sixty years and highlighting the discernible shift in the balance of economic power. It then examines the growing significance of BRICS and Next-14, since 1980, in terms of their economic size, engagement with the world economy, and industrialization. It analyses the possible economic impact of rapid growth in BRICS on the world economy, on industrialized countries, and on developing countries, to show that this could be either positive or negative, so that the balance would shape outcomes. Going beyond economics into politics, it considers the factors underlying the evolution of BRICS as a formation, to discuss their potential influence on international institutions and global governance.

The WHO Global Oral Data Bank (GODB) demonstrates wide varieties of dental caries levels. During the last 10 years, dental caries prevalence in many countries has decreased from very high and high to moderate and low levels. However, there also are countries where dental caries has increased from very low and low to a moderate level. In total in 1993, of the 158 countries for which the WHO GODB has data available, 16 countries indicate a very low level (69 - low, 53 - moderate, 17 - high), and only three a very high level of dental caries. Very high levels of dental caries have been recorded in Costa Rica, Jamaica, and Uruguay. All these data, based on the weighted mean of DMF in 12-year-old children, have been obtained from national surveys or collected from published papers on oral health surveys conducted in selected areas of the countries. Very often, these papers indicated an increase (or decrease) in dental caries in people living in different areas of a particular country; however, the DMF weighted mean at the national level is still without change. One of the most populated countries in the world, China, shows clear evidence from several recent epidemiological studies that the level of dental caries in the urban population is persistently increasing. Dental caries still remains one of the most common diseases affecting a substantial number of children and adults around the world. There is evidence that water or
