The article discusses the transition to a new stage of civilization, the knowledge society. In the modern world, knowledge is one of the major socio-economic resources for both the individual and the state. Accordingly, the educational strategy of any higher educational institution should be refocused to ensure smooth transition from the traditional model to innovative in order to prepare the modern student for a life in the society where innovation and intellectual resources play the major role. The modern library can act as a control centre of knowledge, integrate with the world information resources and mediate for the user in global information space using the tools and mechanisms of the electronic library. In this regard, the e-library becomes a knowledge management centre focused on the development and maximum use of intellectual potential of library for the purpose of preservation, reproduction, building up and broadcasting of knowledge. The article analyses the opportunities which are given by electronic library for the University. The authors constructed the scheme of interrelation of knowledge and information resources. The article considers the concept of proactive electronic library of the University as a system of information service of readers, the main purpose of which is to provide resources in any form and on any carrier using the classical and network forms of services based on the advanced inquiry services. The authors constructed the model of proactive University library, which is a complex system, incorporating elements of various properties and complexity. The proactive electronic library itself searches for information corresponding to the information needs of the user, without waiting for his request; that can influence the development of his information needs. Thus, the library transforms from a passive storage of information into an interaction partner. Information is automatically selected for the user, relevant to his educational and scientific interests, hobbies and preferred leisure.

Many research institutions have been developing their knowledge management systems (KMS). This process may be facilitated if the existing sci-tech libraries are taken as basic element of this system, while the libraries’ task will be to transform itself from the institution providing information support into a knowledge managing entity. Today the structure of sci-tech libraries comprises the relevant book and journal collections, functioning electronic library systems and in-house digital collections of external and their own resources. Merging the traditional and electronic libraries into knowledge management system will produce a synergetic effect. Managing in-house databases, sci-tech libraries are potentially able to manage sci-tech, intellectual products and intellectual property which makes a functional KMS fragment. Managing both external and in-house scholarly and information resources, building single information space on organizational intranet-portal, perfectly chosen software — all these make the main conditions of successful incorporation of sci-tech libraries in the knowledge management system.

A Review of: Vakkari, Pertti. “Perceived Influence of the Use of Electronic Information Resources on Scholarly Work and Publication Productivity.” Journal of the American Society for Information Science and Technology 59.4 (Feb. 15, 2008): 602-12. Objective – To investigate the relationship between academics’ use of library electronic resources and their opinions regarding how these resources have impacted their work, and to investigate the association between this perceived influence and publication productivity during the previous two years. Design – Two specific questions added to an annual online user-survey questionnaire; additional data mined from survey Setting – Twenty-two Finnish Universities served by FinELib, the Finnish Electronic Library. Subjects – Seven hundred and sixty seven academic staff and full-time doctoral students. Methods – A questionnaire was posted in April 2007 on FinELib’s homepage and advertised on each university library’s main page, and focused on respondents’ experience in the previous two years. Participants selected answers either from a list of category choices, or, when measuring perceptions, by rating agreement with statements along a four-point scale. Controlled variables measured were the respondents’ academic position, their discipline, membership in a research group, whether their literature use was discipline-specific or interdisciplinary, and their perception of the availability online of the relevant core literature. The independent variable measured was the scholars’ perception of the impact of the use of electronic library resources on their work. The dependent variable measured was the scholars’ self-reported publications in the two years preceding the survey. Main Results – Participants reported a positive impact on the efficiency of their work, most strongly in areas of ease of access, with lesser impacts in the range of materials available to them and the ease with which they can keep up-to-date in their field. To a lesser extent, the scholars perceived a positive impact on the quality of their work. Upon analysis, the study found that access to online library resources improved scholars’ work by the interconnected mechanisms of the ease of access and breadth of resources available positively impacting their ability to keep abreast of new developments and inspiring new ideas. The study found mixed results between perceived improved access and number of publications. Although representation in national publications was not significantly impacted, there was a positive correlation with the number of international publications. There were interesting differences among disciplines and academic status, with a decreased impact among scholars in the humanities, and greater impact among lower-status or novice academics. Conclusion – There are positive perceptions of the accessibility of online information and of its impact on the quality of work, and a correlation between these perceptions and the number of international publications, thus validating the investment in providing access to digital information resources to Finnish academics.

The issues of reducing time and labor costs for document processing, expanding and improving the quality of bibliographic records (BR), library products and services continue to be actual in Russian libraries. To accomplish these tasks, various projects of corporate library interaction are being implemented, aimed at solving the issues of acquisition, cataloguing, creation of central and distributed catalogs and user services. Library cooperation in cataloguing allows providing libraries with the possibility of mutual records use with their subsequent improvement and promotes unification of BR elements. The purpose of the article is to identify the problems that hinder the effectiveness of creating and using electronic catalogue BR in SPSTL SB RAS. It also shows the difficulties faced by the library cataloguers when borrowing records from the Russian Book Chamber database (RBC DB). It is noted that by borrowing records from the RBC DB, SPSTL SB RAS provides an opportunity to use its EC to the libraries of the research institutions of SB RAS (SRI of SB RAS). The article also demonstrates the experience of the Unified Automation Center (UAC) of SPSTL SB RAS, which contains information resources of libraries of the research institutions of SB RAS. Electronic catalogs and databases of these libraries are presented on the website of SPSTL SB RAS in the «Electronic catalogs and databases of the Library System of the research institutions of SB RAS». The conclusions are made that when borrowing records from the library electronic catalogs, the question of their quality and uniformity is left open, using the technology of corporate cataloguing brings significant advantages to the work of libraries. On the one hand, it allows to save labor and time resources by ready-made records of the RBC DB, on the other hand – to provide an opportunity to use BR by other libraries, while advertising their own information resources.

Libraries may be on the verge of a revolutionary phase of integrating technology in all their services in order for them to become effective information providers in the digital economy. In much of the literature on the potential of ICTs in academic libraries, it is argued that advancements in ICTs are changing the way people are accessing and using information. Hence, integration of ICTs in library services is necessary if libraries are to effectively provide information at anytime and anywhere. This chapter seeks to address this issue with a focus on the Copperbelt University library in Kitwe, Zambia. The chapter reviews various similar sources that looked at technology and its impact on library services. Additionally, in the African context, there has been massive adoption of Internet-enabled technologies. For example many people have smart phones such as Blackberries, Samsung, Nokia and Apple iPhones, which enable them access Internet ubiquitously. The emergence of these technologies and their abilities to provide tailor made applications for pervasive access to information resources entails that even library content may now be provided on electronic platforms. Whereas the rest of the world has done a substantial amount towards electronic library systems, not much has been done in Africa. Despite such challenges, libraries are taking steps in modernizing their services in an effort to fully satisfy the ever-changing needs of their information users. Additionally, recommendations on what libraries ought to do in order for them to bridge the widening gap in terms of how people are accessing and using information are given.

The article analyses the conceptual idea, stages of formation, organizational and technological features of the Million Book Project. This is the original version of the multilingual full-text electronic library, the first stage of the more extensive program of Universal Digital Library. The aim of the project was to digitize one million books by 2007 and to provide free access to them. The project is interesting, firstly, as an early productive experience in creating a compact electronic library to optimize the educational process, and secondly, as an example of broad effective international cooperation in organization of information resources. The collection was based on “Books for College Libraries”, which is a special collection of educational scientific literature (50,000 titles), electronic copies of which were provided by the non-profit, membership, computer library service OCLC (Online Computer Library Center). The author considers the Project as an original model of international division of labour in the development of library information resources, when the scanning centres in India and China took over most of the work on digitization of books, including from the United States, and the Carnegie Mellon University, in cooperation with other American Universities, provided them with the necessary equipment and staff training. The Million Book Project is based on the original full participation, along with the library of Carnegie Mellon University and libraries of other American universities, of digital collections of India, China and Egypt. One of the strengths of the project is cooperation with the United Nations Food and Agriculture Organization (FAO), aimed at combating hunger, as well as with the National Agricultural Library of the United States in digitizing specialized literature on the modernization of agricultural, forestry and fish farming practices. The article also notes the significance of the project in the field of organizational and technological solutions related to the formation of the electronic library: it served as a test base for applied research in the field of improving scanning techniques, optical character recognition and automatic translation. The important advantage of the Million Book Project is the ultimate decentralization of powers in the field of acquisition of the collection, resulted in including into the project orbit of the unique monuments of history and culture of the East. The digitization and inclusion in the electronic library of the cultural treasures for the first time makes them potentially available to the global audience.
