Introduction. Women predominate among the employees in the social service sector, they occupy various positions and perform relevant functions, but the specifics and problems of their work have not been sufficiently studied. Based on the materials of the conducted sociological survey, the article analyzes how social workers perform the main work tasks, how well they manage to combine professional role functions with family ones, which contributes to their satisfaction with their work. Materials and Methods. The applied research, conducted by the author in the autumn of 2020 in Moscow, used official documents, statistical data, her own sociological survey, and a comparative analysis of the results of secondary empirical studies. 107 employees of state social service organizations took part in the survey, almost equally representing the management staff, specialists, and ordinary employees. This made it possible not only to generalize various status and gender positions regarding the role of women in the implementation of social service in the relevant institutions, but also, based on the results of the analysis, to suggest possible ways to improve the professional qualifications of female employees for more effective implementation of their work functions. Results. A comparison of the responses of representatives of different status and gender groups showed that the range of professional functions of the object of this research is quite wide: from the head to the service personnel, from working with documents to providing specific social services to various groups of people in need or in a difficult life situation. At all the levels, women are represented in accordance with their professional and personal qualities. However, according to the self-assessment, combining professional and family responsibilities is most difficult for a female senior or middle-level manager. Discussion and Conclusion. The author proposes to create conditions for optimizing the workload, for preventing physical fatigue and emotional burnout of women providing social services, as well as for effective combining their professional roles with family ones, and for professional development. The article will be useful to employees providing social services, those who specialize in the field of gender issues of employment, senior personnel of the social protection system of the population at the regional level, teachers engaged in further vocational education.

The chapter outlines an overview of the state of social protection in Europe and focuses on a significant component of it, the social services sector and its reform needs. Most social services are provided at the municipality level. Innovation in the cities has recently developed in the framework of the Smart Cities, though the “urban smartness” discourse reveals to be ineffective when marginal conditions are involved. Since the first half of 2010’s Digital Social Innovation (DSI) has proved the capability to create public value. DSI owes much to the vision of the commons which is actively reshaping the relationships between state, market and civil society, and underlining the importance of the non-monetary economy. DSI and commoning are considered by practitioners as a promising approach for delivering social innovation powered by digital technology in the social service sector, since public services can be considered commons. Within this conceptual framework four European cities, Roma, Turin, Seville, Manchester committed in 2012 to the “Citizens Reinforcing Open Smart Synergies” (CROSS) project. CROSS aimed at engaging citizens and creating new synergy between the diverse stakeholders of the social service urban ecosystem, thanks to digital tools, such as social cryptocurrencies, collaboration processes and mobile apps. CROSS provided immediate relief to people in need while trying to convince public administrations to open a new way for co-producing services and change the relevant policies. The chapter reports a successful technological strategy and comments on the nonmonetary contribution of the works in the sector and. Finally, the impact analysis demonstrates how far the initiative has carried benefits to many citizens and social care professionals, has combined social and economic value creation, as well as it has empowered the cities with the opportunity of data-driven policy making.

In order to realize a decent and beneficial life, and fulfill the rights to the basic needs of society in order to achieve social welfare for the elderly of the Badung Regency Government  through  the  social  Service  provides  social  protection  assistance  to  the elderly   in   Badung  regency  which  is   carried  out   in   a   directional,  planned  and sustainable. Distribution of social compensation to the elderly with the issuance of the rule  of  Badung  Regent  Number  38  year  2018  about  social  protection  assistance Elderly. Compensation for elderly people of Badung regency at the launching of the PEAK of the anniversary Mangupura to 9 which fell on November 16, 2018. The issue of problems used in this research is:(1) How to exercise in the provision of social protection for elderly in Badung Regency;(2)what is the inhibitory factor in the provision of elderly social    protection    assistance    in    Badung    regency. This    study    was    conducted using empiricallegal   research. Data and data sources of This    research    is    a    primer that is through field research and secondary material writing experts and the results of scientists are then processed and analyzed descriptively to get a conclusion. Based on the results  of  the  study,  it  can  be  concluded that the  implementation of  the  continued assistance of age aims to provide social assistance for the elderly in the Badung Regency, that the barriers faced by social services in the distribution of social assistance due to not synchronicity the data in the village/Kelurahan with data existing in the social service of Badung Regency. The advice given by the author is expected to have the ation between the logging conducted by the village apparatus/Kelurahan related to the number of elderly who have each region so that the social allowances can be shared evenly and precisely the target so that the aid is delivered appropriately.

<p><strong>IMPROVEMENT OF THE ORGANIZATION OF PROVIDING THE SOCIAL SERVICES FOR SPECIALISTS PHARMACY</strong></p><p><strong>M. V. Zarichkova</strong></p><p>InstituteofPharmacyProfessionals Qualification Improvement (IPHPQI), NationalUniversityofPharmacy, Kharkiv</p><p><strong>Summary:</strong> the main components of the system of social services (SS) for specialists’ pharmacy, namely the quality, the monitoring, the control and the evaluation of SS were considered. SS as an economic category was analyzed and outlined its basic properties. The differences of SS and material assistance were given. It was theoretically proved necessity of improvement some of the terms, including «social services», «monitoring of social services», «quality of social services for specialists pharmacy» and others. The algorithm for monitoring, control and evaluation of SS was developed. It was proposed to consider these components as a chain of «Monitoring of social services (MSS) - Control of Social Services (CSS) - Evaluation of Social Services (ESS)». It was investigated the legislative support of provision of SS and on its basis proposed to develop the unified standard of SS for specialists pharmacy.</p><p><strong>Keywords:</strong> social protection of specialists pharmacy, pharmaceutical industry, social services, monitoring of social services, control of social services, evaluation of social services.</p><p><strong>Introduction.</strong> The important aspect in providing SS specialists pharmacy is the implementation of the institutional analysis of the production sector SS of an administrative-territorial unit. Particular attention is given to study ought the state's role in the formation and development of the sector SS; study the scope and structure of the sector SS relevant administrative units, mechanisms and forms of interaction between its elements, potential and resources of organizations to provide the necessary SS. This requires comprehensive research and detailed description the sector SS. The analysis of the scope of the provision of SS may be useful to identify of social groups’ pharmacy professionals who today feel the need in social protection and the relevant SS [1, 2].</p><p><strong>Research methods.</strong> The basis of the research served as the requirements legislative and normative acts the system for providing SS in Ukraine; domestic scientific achievements of the organization and economics of pharmacy. During research the have been used the modern scientific methods: comparison (generalization legislative base on providing SS), logical (research of dynamics of changes in the provision of SS), historical analysis and more. We have been analyzed the existing scientific publications of foreign and domestic authors, who covered the issues related to social protection. Thus, the problems of social security of the population studied, particularly domestic scientists - Kotvitska A.A., Posylkina A.V., Nemchenko A.S. etc. The analysis of the literature has shown that the attention to the use of SS inUkraine started quite recently, and experience in providing SS for specialists’ pharmacy is an innovative.</p><p><strong>Results and discussion.</strong> The development of the private sector social service is extremely slow inUkraine. This is associated with the imperfection of the normative base which does not allow developing non government social services, in particular given the sector specific. The development of the private sector in the social protection specialist pharmacy (SPSPh) ofUkraine is a social problem which requires immediate resolution. The demand for alternative social care of professionals pharmacy has been around a long time, but appropriate conditions for its implementation has not created [1].</p><p>Developed industries countries use different models of social services, which are promising for application inUkraine. The foreign experience of the private sector to provide SS demonstrates the significant achievements in this regard.</p><p>Is necessary to note that in all these countries the right to providing SS guaranteed by the State and derive social competition. Typically in private institutions SS is cheaper than in public. However, the recipients seeking to use the SS of state institutions because the quality of SS is higher.</p><p><strong>Conclusions.</strong> 1. Has been analyzed the existing experience of SS in Ukraine and abroad and the possibility of their use in the trade unions and other organizations that deal with social protection specialist pharmacy has been established. It was found that to date is missing effective mechanism to provide of SS specialists pharmacy in the relevant administrative units territorially because we consider it necessary to create a single register of SS for pharmacy professionals.</p><p>2. The basic criterion features of SS were analyzed and brief description of them was given, with highlighted as features of each criterion.</p><p>3. It was analyzed the legislative and normative base which regulates the system of SS and discovered necessity of improvement of some terminological definition of concepts such as "social service", "monitoring of social services", "quality of social services for specialists pharmacy " and so on.</p><p>4. It was studied the system of SS inUkraineand found that it is reasonable to improve the organization of monitoring, control and evaluation of SS. To summarize the actions in this direction was suggested to consider these components as a chain "MSS - CSS - ESS."</p><p>5. The resulted of studies have demonstrated that there exists necessity of development of system of SS standards that provide adequate standard of living specialists pharmacy and correspond to the European standards. Considering this, the basis of social protection specialist pharmacy is necessary to not establish subsistence minimum, as specified in the applicable social laws and social standards on the basis of pharmacy professionals.</p>

Social entrepreneurship is a new direction in the field of civil law science. Its development is associated with the provision of social services by state institutions and private legal entities, individual entrepreneurs. The paper analyzes the issues of interaction of private and public principles in the framework of legal regulation of this sphere of legal relations by civil law and social security law. Social protection of citizens can be represented by small and medium-sized businesses. The article analyzes the social service as a type of civil service, the article presents its features. The service is provided by a social entrepreneur. The article draws conclusions about the development of legislation, about the requirements of new legal acts.

It has been established that, for many years, special legal entities of state and municipal forms of ownership were created as characteristic of the social protection of citizens. In the modern period of development of organizations, the designated relations are associated with the transfer of state functions to legal entities, regardless of their form of ownership and to individuals. This tendency manifests itself in the creation of a system within which small and medium-sized businesses are also involved in the provision of social services. The article presents an analysis of social services from the standpoint of the systemic construction of relations. It is proposed to understand the social service system as the elements resulting in the provision of social services, these relations are regulated by public and private norms. It is concluded that such services are provided by a special subject composition of organizations and individual entrepreneurs, as well as by state-authorized bodies that coordinate these relations, decide to classify citizens as needy. A comparative analysis of the legislative concept “social service system” and its differences from the “system of social services” is offered. Through the analysis of the convergence of private and public principles, the tendency of convergence of the norms of social security and civil law is revealed. It is proposed to consider the types of social services through the features of social services as a special type of service. A comparison of social service legislation and provisions on social entrepreneurship is given. Identifying trends in the development of law, the author concluded that the legislator, by transferring part of the authority to provide social services to subjects of social entrepreneurship, determines the area of responsibility of each subject of relations, develops a mechanism for providing services through a competitive basis of providers of social services. Th is article is devoted to the issues of formation and functioning of innovative social work practices in Ukraine. Its purpose is to highlight the best examples of innovative social work practices for vulnerable groups in the country and to analyze the possibilities for their further application. Th e relevance of the study, on the one hand, is conditioned by the humanization of approaches to building relationships between the individual and the social protection system, the appearance at the state level of the requirements for the quality of social services, which are refl ected in the activities of social services, creating certain new models of work with socially vulnerable groups of citizens, and on the other hand it is conditioned by the severity and unresolvedness of a number of social problems related to the social protection of vulnerable populations. Such general scientifi c methods as generalization and analogies logical analysis are used for realization of the purpose. Innovative prac- tices are practices in the fi eld of social work practices for vulnerable groups, which have emerged as new ways of meeting the urgent needs of social service clients and aiming to achieve the most eff ective result both in solving the problems of individuals in need and social problems in general. Th e author proposes the algorithm for the formation of innovative social work practice, which covers all stages from the identifi cation of the need for such practice to the beginning of the functioning of an innovative practice. It is found that case management and integrated social services are the most widespread among innovative practices in the fi eld of social work in Ukraine. Th e article analyzes the specifi cs of both innovative practices and identifies and justifies the ways of their further development. Both practices have proven their eff ectiveness and fl exibility in solving specifi c social problems, and therefore the possibilities of their application (including in the newly created territorial communities) are expected to be expand in the future. Combined, these practices are able to ensure the high effi ciency of the domestic social service delivery system.

Social service settings offer numerous complexities in their staffing, consumers, and payer mix that require careful consideration in designing dissemination and implementation efforts. However, social services’ unique access to vulnerable populations with health problems may prove vital in efforts to improve the health status of many of our citizens and reduce health disparities. While a number of well-developed, blended dissemination and implementation models are being used in social service settings, they all require additional documentation, research, and field experience. Nonetheless, the lessons learned in the social services may help organizations in other sectors better implement health interventions with complex consumers in complex settings.

This article examines how seven social workers within the Swedish social services describe intimate partner violence between teenagers (IPV-BT). The article adds to the literature by examining IPV-BT outside a U.S. context, where most studies have been conducted. Based on semistructured qualitative interviews, the authors analyze descriptions of IPV-BT in relation to Charles Tilly’s notion of category making through transfer, encounter, negotiation, and imposition. They also analyze how the social workers’ descriptions of IPV-BT relate to the intersection between age and gender. The results show that the social workers mostly described IPV-BT by referring to encounters with teenagers and by transferring knowledge and theoretical definitions from their specialized working areas, primarily intimate partner violence between adults (IPV-BA) and troubled youth. More rarely, the social workers based their definitions of IPV-BT upon negotiating dialogues with teenagers. Also, those who worked in teams specialized on IPV had the mandate to impose their definitions of IPV-BT to other professionals and teenagers. When taking age and gender hierarchies in consideration, the results show IPV-BT risks being subordinate IPV-BA on a theoretical level, a practical level and in terms of treatment quality. The study suggests that social work with IPV-BT needs to be sensitive to the double subordinations of the teenage girl and of the teenagers who do not follow gender expectations.

The paper reveals the essence and significance of digital socialization of older people, the importance of overcoming social exclusion by older citizens in terms of access to digital technologies. The purpose of the paper is to reveal the role of social service centers for the population, which act as agents of digital socialization of older people (based on the materials of a sociological study). The objects of the study were elderly people receiving social services in the Primorsky Center for Social Services of the Population, and senior citizens who were trained in computer literacy courses. The authors set the fol-lowing tasks: to determine elderly people’s interest in mastering computer literacy and how effective the “Internet ABC” program is. In addition, it was sup-posed to establish the importance of integrated cen-ters of social services for the population in ensuring computer literacy of pensioners. As a result of a sociological study, it was found that older people show a significant interest in modern information technologies. Computer courses organized on the basis of the center for social services help elderly people to get information about state and municipal services, work with the websites of the Pension Fund of the Russian Federation, the Social Insur-ance Fund, Public Services and Multifunctional Cen-ter.

Non-governmental organizations (NGOs) are institutions that belong most often to the social service sector, whose goals are to meet the specific needs of people that are not being met, or not being met adequately, by commercial organizations or state administrations. Such NGOs work to help citizens develop and to improve themselves and their life situations. This article presents an overview of the role played by NGOs in Poland and how they are funded.
