Abstract Hungarian small- and medium-sized enterprises are facing the challenges of digitalisation and innovation to survive fierce competition in the era of Industry 4.0, and particularly of COVID-19. Survival in the heavily hit sectors depends on the degree of digitalisation and involvement in e-commerce. This paper aims to examine Hungarian SMEs’ current scale of digitalisation and adoption of Industry 4.0 technologies. It also analyses the role of the Hungarian government’s support for SMEs’ digital transformation. To this end, secondary data were collected from Eurostat, the European Commission and the Hungarian Central Statistical Office, including the Digital Economy and Society Index (DESI), indices of skills and innovation from SME performance reviews and sectoral business statistics. In processing the data, the study strictly followed the European Commission’ classification protocol, complemented by a qualitative analysis of reports and programmes related to digitalisation and Industry 4.0 in Hungary. The findings reveal that there is a further need for strengthening the digitalisation and innovation capacities of Hungarian SMEs. The effects of introduced measures could not be seen yet. Hence, the Hungarian government should continue to support SMEs’ digital transformation in order to increase their role in high-tech manufacturing and knowledge-intensive services.

In order to succeed in a competitive environment, enterprises and organizations must quickly respond to external influences, such as digitalization, expansion of information exchange, and challenges caused by Industry 4.0. High-tech knowledge-intensive enterprises that develop and commercialize their original innovative products and technologies as well as provide intellectual services in the field of high technologies are the first to respond to such challenges. A number of works on how the digitalization in economy impacts organizational and managerial activities of enterprises, their R&D, and creation, production and commercialization of innovative products are analyzed. As the results of the study, a number of properties and patterns that determine the successful adaptation of innovative enterprises to the challenges of Industry 4.0 wereidentified. Among them there are material resources, including technology and equipment, scientific and technological achievements, financial, personnel and information support and adaptive organizational and economic capabilities. It is shown that in order to adapt to the challenges of Industry 4.0, enterprises must match capabilities of the digital economy with their material, intellectual and production resources using innovative potential as a measurement tool. It is determined that the procedures for assessing the innovative potential of enterprises can become an effective tool for assessing both quantitative/qualitative indicators of enterprises and degree of their adaptation to the challenges of Industry 4.0. The proposed methodology for a comprehensive assessment of industrial enterprises’ innovative potential as the degree of their adaptation to the challenges of Industry 4.0 was implemented at the high-tech knowledge-intensive enterprises “Shtorm” and “Tekhnotron”. Both of them are well known for their innovative developments in the field of welding production. It was demonstrated that the proposed methodology allows not just assessing the degree of adaptation to the digital economy and the challenges of Industry 4.0, but also assessing the impact of planned activities on innovations and determine methods and means of responding to the changes in external and internal environment of enterprises.

This article is devoted to the development of a model for enhancing the development of the mineral fertilizer industry, which involves the use of a sequentially-parallel approach to implement state support measures and digital transformation of enterprises in this industry. Currently, there is a growing influence of Industry 4.0 and digital technologies on enterprises of the mineral fertilizer industry. These enterprises are of strategically important economic interest for the national economy, as they are objects whose hallmarks are their large-scale, high-tech, high level of dependence on environmental conditions. An analysis of the level of development of the mineral fertilizer industry made it possible to identify a high level of export orientation of the products of enterprises in this industry. The digital transformation of the mineral fertilizer industry is currently hampered by the one-sidedness of the adopted state programs for the development of the industry, which are based on an extensive increase in production capacities that can gradually solve the problem of physical deterioration of fixed assets, but which does not provide an effective institutional environment that stimulates the creation of innovations and the introduction of digital technologies. While the experience of leading countries indicates that the implementation of the Industry 4.0 concept, aimed at the widespread adoption of digitalization processes, can increase the organization’s innovative potential and ensure the world level of competitiveness of mineral fertilizer products. A model for enhancing the development of the mineral fertilizer industry is proposed, based on the use of a sequentially-parallel method in the development and implementation of a set of measures, the implementation of which covers all levels of management both to create and maintain a favorable innovative climate in the framework of macroeconomics as a whole, and to develop the interaction of participants in the industry level and at the level of industrial enterprises themselves.

Digital transformation is a concept based on the use of digitalization and digitization. Digitalization leads to change of business models and provides a competitive advantage also in the energy sector. The process of change towards a digital business requires a specific strategy type, aimed to solve problems with uncertainty caused by Industry 4.0 implementation. This paper aims to propose a theoretical model combining different digitalization strategies and business models. Their theoretical foundations were discussed in the literature review part and related empirical research questions were attempted to be answered by the reference method analysis. The quantitative method of analysis was based on the secondary data from Eurostat for all EU member states and backed the theoretical part in terms of ICT variables. The novelty of this research is based on Hellwig’s reference method used in management sciences and the presented managerial implications. The discussed challenges of the energy sector are related to the digital strategy implementation, relationships between digital transformation and business models, and solutions for such issues as strategy communication and new roles for managers, who should become digital leaders in the energy sector organizations. The main consequence of the proposed model in this study, for the energy sector companies’ managers, is that uncertainty in modern energy sector organizations is more related to employees and their technical skills than implemented ICT itself.

Leading world countries view innovative development and high-tech business as an opportunity to overcome economic stagnation and decline in economic growth. One of the modern trends in the analysis of high-tech development is the study of high-tech knowledge-intensive service industries and their development in times of crisis. The purpose of the paper is to identify patterns of development of large, medium and small enterprises in high-tech service industries in Russia during periods of crisis. Economic and economic-mathematical methods of analysis are applied to the formed samples of enterprises. The research period is 2013-2017. The financial indicators of enterprises were adjusted for the level of accumulated inflation in relation to 2013. According to results, large and medium-sized enterprises showed insignificant or weak significant positive dynamics of revenue during all years of the crisis period. The crisis period did not lead to a decrease in the revenue of these groups of enterprises. The acute phase of the crisis (2014-2015) had a pronounced negative impact on the group of small enterprises in all studied industries, but they successfully recovered in 2016-2017 and reached the pre-crisis level of revenue. The total revenue by industries and groups of enterprises in 2017 became higher than in 2013, and its growth rates were significant for many groups of enterprises, which indicates a successful overcoming of the crisis period and signs of growth in high-tech service industries. Our study shows the need for state support for small businesses in high-tech service industries in crisis conditions, and identifies the possibilities of adaptation of enterprises in these industries to an unfavorable external environment. Our results may be useful for the purposes of government stimulation of economic development in the current environment.
