In particular, the possibility of measuring the level of digital development of the educational institution through the use of the SELFIE service, developed by the European Commission together with a group of educational experts and practitioners from European countries, was considered. The platform is available in more than thirty languages, including Ukrainian. Examples of online tools common in both European educational communities and those, developed by domestic specialists (but taking into account European experience,) are given, thanks to which it is possible to carry out self-assessment, assessment, and soon certification of digital competencies of teachers. Ways to solve the problem of insufficient digital literacy of students, which, along with Ukrainian, and European researchers pay attention to, are given. Since 2019, the Kaliningrad Region has run a regional programme for digital transformation as part of the national initiative The Digital Economy of the Russian Federation. The programme seeks to improve the quality of life by creating information infrastructure and streamlining public administration. The regional Ministry of Digital Development has presented a report on programme implementation, which placed emphasis on economic performance. The study employed the questionnaire survey method to carry out a sociological analysis of the regional population as a participant in digital transformation. Quota sampling was used to select 384 respondents. Slightly over a half of the population had a positive attitude to digitalisation, and about 20 per cent believed that the digital economy led to the degradation of society. The development of a high-tech economy was named the main advantage of digitalisation and proliferation of digital surveillance, its distinct disadvantage. Kaliningraders reported heavy use of digital technology. Yet, the low indices of digital literacy and personal information protection raise concerns. The findings, which supplement the regional digitalisation report with sociological data, may help in planning and delivering activities within the regional digital transformation programme.

The establishment of the European Education Area is fundamental for the development of the European Union of Values. The importance of education is the basis of active citizenship and fundamental values that should lie at the heart of the EU as stated in the Paris Declaration 2015, the EU Leaders’ Agenda at the Social Summit for Fair Jobs and Growth in Gothenburg, 2017 and the new EU strategic agenda 2019-2014. In order to achieve this goal, special attention must be paid to human resources, especially teachers, who, as the main pillars of education, are the key-actors to promote European values. This policy brief outlines the importance of teaching EU values in a digital environment due to Covid-19 pandemic era. “Teachers4Europe setting an Agora for Democratic Culture” program establishes a European network of teachers. Teachers4Europe network challenge is to become the driving force for the promotion of the EU values even in times of social distancing. A prerequisite for promoting EU values lies in the continuous training of teachers and students on issues related to the EU, the reshaping of the curricula, the enhancement of digital skills and digital literacy to advance civic competences and the participation in European programs. The flexibility of European programs offers the opportunity to teachers and students to interact with their peers and stakeholders through e-conferences, e-schools and online lessons. Through this process, effective policy proposals and good practices would emerge, while at the same time alternative forms of education will be established in cases of global crisis as the Covid 19 pandemic.
