The problem of digital transformation of educationare considered in the article. The relevance of this study in the normative documents which adopted in the Republic of Kazakhstanand the experience of digital transformation of education in the whole world and in our countryare analyzedThe basic ideas of the concept of digital university, their purpose and principle of work are given, the explanation of digital transformation of education is considered. There are given basic terms of digital transformation of education, such as "skills of the XXI century", competence, digital literacy, foot print, pedagogical design. The terms information and communication technologies and digital technologies are considered and the difference between these terms is described with example. It is noted that one of the main requirements for the training of specialists in the conditions of digital economy is the quality of the specialist, as the ability to work in a team of project work and the basis of the project work is given. Lack of analysis of digital footprint analysis and determination of the competence of students are analyzed

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. The paper is devoted to the comparative analysis of the essence of the concept of "competitiveness" in relation to human resources and other similar categories, identification of their advantages, disadvantages and scope in terms of digitalization of the economy and society. It was determined that in the context of digitalization it is expedient to apply the approach to studying the process of forming the competitive advantages of human resources, as allows to consider the competitive advantages in relation to all age groups and at all stages of forming and development of competitiveness. Today, such qualitative advantages as the ability of intensive using of the modern information and communication technologies, digital literacy, interpersonal skills, ability to work in a team, focus on achieving the end result are becoming very important. The characteristics of the levels of forming of the competitiveness of human resources (personal, microeconomic, sectoral, territorial, macroeconomic and global) were given. The urgency of forming and development of global competitiveness of human resources in the conditions of modern realities was emphasized. It was emphasized that along with the traditional forms of employment on a permanent basis, temporary, remote, non-standard employment is becoming more widespread, providing greater freedom of choice for both employers and employees (the best performer or place of work). The directions of improving the competitiveness of human resources in the context of digital transformation of the economy lying in the plane of development of their personal and business qualities, improvement of measures of the state regulatory influence, maintenance of quality of workplaces, consideration of specifics and the features of employment with application of information and communication technologies were offered.

The aim of this paper was to show the role and importance of agricultural advisers in the development and implementation of information and communication technologies (ICTs) in a path to the more sustainable agriculture, and achieving the SDG2 Zero Hunger of the UN 2030 Agenda. There are a lot of challenges in the efforts to develop so-called "hi-tech agriculture" and smart farming in the Republic of Serbia. This research is conducted on the territory of the Nisava district in three municipalities: Merošina, Gadžin Han and Niš. The obtained data were statistically processed and presented through tables and charts. Agricultural advisors play an important role in the digital literacy of agricultural producers on their pace to implement in practice principles of hi-tech agriculture. The most important is the funding of permanent education of advisers, as well agricultural producers to acquire the state of art knowledge and experience needed to become more competitive in the EU and global market.

During the COVID-19 pandemic, traditional communications were in crisis. Many businesses have ceased to exist or are on the verge of bankruptcy. Local governments, as well as businesses, were forced to work during the first month of severe quarantine. We had to quickly transfer most business processes to the online environment to ensure the social distance of employees and reduce the possibility of their infection.The author analyzed the international experience of using information and communication technologies for the effective development of communities and territories. The article analyzes the introduction of "Digital Agendas" as a regulatory framework for the implementation of digital transformation at the local level. The role of digital infrastructure and digital literacy as factors of implementation and use of information and communication technologies is highlighted.The experience of implementing an innovation cluster on the example of the city of Oulu (Finland) is considered.Steps are proposed for the territorial communities of Ukraine to accelerate the implementation of digital transformation.

The article provides a comparative analysis of the indicators of development and dissemination of information and communication technologies in the field of labour, achieved in the Russian Federation and the Republic of Belarus in the process of digital transformation of the sphere of labour within the framework of state programs for the development of digitalisation in both countries. The purpose of the article is a comparative analysis of the effectiveness of digital transformation processes that determine changes in the social and labour sphere of the two countries. The goal is revealed by solving two main tasks – the analysis of state statistics data and the analysis of the results of sociological research conducted in this area. The authors proceed from the thesis of the duality of the processes of digitalisation of labour and show that they not only bring positive results, but also create new risks and threats to humanitarian security. Comparative analysis of statistics shows the success achieved by each country in the digital transformation of labour, reveals the trends of this process, while the results of sociological research reveal the negative consequences of the same processes (technostress, the growth of digital inequality, burnout of the employee). It is concluded that there is a need for a balanced approach to the further development of the digitalisation of labour and the development of social policy measures aimed at reducing potential risks to the working man.

This article considers problems of relationship of digital culture and society in the conditions of globalization. The author fully reveals the problems that are indicated in the Concept of the national strategy "Digital Uzbekistan 2030". The negative consequences that can be caused by digital transformation in the period of globalization are also indicated. The problem of the disappearance of traditional labor markets is touched upon, which causes major socio-economic shifts, including in the sphere of labor relations, while the type of professional activity and the nature of labor itself are changing. In the digital economy, the very process of recruiting is changing, i.e. there is a replacement of professions with machines.Digital culture is a world based on computers operating on the principle of digital binary coding. Its origins are the result of a long history of automation. The Republic of Uzbekistan is represented in many foreign and international indices and studies that indirectly assess the level of the country's readiness for digital transformation. And here the author raises the issue of cybercrime, where the problems of vulnerability of human rights and the protection of his personal data are highlighted. Thus, the study of the impact of digital communications on culture and society is associated with the presence and need to solve a number of emerging problems, where our state pays special attention to determining the goals, objectives and measures for the implementation of the domestic and foreign policy of the Republic of Uzbekistan in the field of application of information and communication technologies.

The objective of this study is to identify the current state of, and the prospects for, information and communication technologies (ICT) dissemination in rural areas in Ukraine in juxtaposition with other post-transition countries. The spread of ICT is discussed within the frame of economic, infrastructural, and social factors affecting rural areas in Ukraine since the post-communist transition period. Information and communication technologies may support the socio-economic development of peripheral areas in many ways—including rural ones. Dissemination of ICT contributes to the emergence of sources of income, equalizes education opportunities, and increases the attractiveness of rural areas. However, the rural—urban divide in the countries of Central and Eastern Europe and other former USSR countries is still remarkable and, as a type of structural inequality, should be better recognized. The source material is based on secondary data, which consists of selected literature on the subject of rural development in Central and Eastern European Countries, strategic documents, available reports and studies of international institutions, research from agencies, state documents and statistics, and research conducted by international and domestic NGOs. In reference to the paper’s objective, the method of content analysis was employed. Dissemination of ICT in rural areas in Ukraine is influenced by two groups of factors. The infrastructural divide concerning Internet access between rural and urban populations in Ukraine has been diminishing, but the issue of structural exclusion due to place of residence has still not been solved. As far as the social aspects of ICT dissemination in rural areas in Ukraine are concerned, the level of digital literacy among rural dwellers is significantly lower in comparison to urban residents. Rural areas are more exposed to the consequences of various aspects of digital exclusion.

In the digital era, organizations are increasingly tasked with creating and utilizing new content, applications, and/or services through the use of advanced information and communication technologies (ICT) to sustain a competitive advantage. Indeed, sustainability is now an embedded and overarching feature of organizations’ strategic planning. Research has shown that information technology (IT) departments are vital to organizations’ digital transformation. However, the role of IT departments in non-ICT-oriented organizations undergoing digital transformation has yet to be explored. Our study reveals that although the IT departments of non-ICT-oriented organizations play an important and proactive role in the early stages of organizational transformation and a dominant role in developing ICT capabilities, they will be unable to assume a leadership role within the organizations after transformation is complete.

Purpose of the study. Information and communication technologies are becoming a powerful tool for the development of electronic business. Today, the leaders in the global economic and political space are precisely those countries that have learned to determine the vector of development of information technologies and use new opportunities for their application. The development of innovative digital technologies in Russia and in the world is widely discussed in the framework of various discussion platforms. In particular, at the International Forum “The Digital Future of the Global Economy” (January 31, 2020 Almaty), digitalization of trade processes between the EAEU membercountries became one of the main topics. The annual Tech Week conference (Moscow) is becoming a traditional place for discussing the implementation of innovative technologies in business, as well as for the exchange of experience of leading Russian and world corporations in the field of electronic business. In this regard, there is a need for a comprehensive statistical assessment of the development level of electronic business of the territory.Materials and methods. The research was based on the data of the Federal State Statistics Service for 2018 for the regions of the Volga federal district, and the results of monitoring the development of the information society in the Russian Federation. As a tool for assessing the degree of digitalization of business in the regions of the Volga federal district, the graphic polygon (radar) method is used.Results. The article provides a retrospective analysis of the stages of development of electronic business in Russia. Among the characteristic features of the modern stage of its development are the mass introduction of Internet technologies and the transformation of traditional business methods. The introduction of advanced information and communication technologies contributes to greater involvement of the business sector in electronic business. In terms of the level of development of information and communication technologies (ICT Development Index), Russia ranks 45th among the countries of the world. For the period 2010 - 2018 the development of electronic business in Russia has a positive trend. According to the results of 2018, the volume of the Russian e-commerce market amounted to 1280 billion rubles, or 4.1% of the total trade turnover. According to forecast estimates, by 2023 the volume of Russian e-commerce market will grow to 8.5% of the total turnover and amount to 2780 billion rubles. An integrated assessment of the development level of electronic business was carried out according to sixteen local criteria. As a result of calculating the private and local ranks of the values of the relevant criteria, fourteen polygons of the level of development of electronic business were constructed by the number of regions of the Volga federal district. The results obtained allow us to state the existence of a high degree of heterogeneity of the regions of the Volga federal district according to the integral indicator under study. Among the leading regions in terms of electronic business development are the Republic of Tatarstan, Perm krai and Nizhny Novgorod region. Outsider regions – the Mari El Republic, the Republic of Mordovia, and the Kirov region – are characterized by a low percentage of organizations that used the capabilities of the Intranet and Extranet, the absence of special software for managing sales of goods (works, services), and limited use of software, in particular ERP, CRM and SCM systems.Conclusion. The widespread use of information and communication technologies entails the expansion of opportunities and improving the quality of coordination of business activities. We should remember that if modern business cannot quickly adapt to the new requirements of the digital economy, then it risks becoming uncompetitive. The results of the study revealed a differentiation in the development of electronic business in the regions of the Volga federal district. A similar situation is observed in most constituent entities of the Russian Federation and is due in many respects to specific reasons for each region. The timely fulfillment of the goals and objectives of digital transformations in the Russian Federation reflected in the Digital Economy of the Russian Federation Program and other regulatory documents will help to smooth out the existing imbalances.

Digital transformation is an ongoing process that is driven by the recent advances in digitalization as well as the development of information and communication technologies (ICT) that penetrate all socio-economic fields of everyday life and business. In this paper, we describe the digital transformation of energy companies. We show that successful transformation is based on skills, expertise and knowledge of the employees that need to be created and maintained. In addition, we show that digital competences become a key element in building capacities that are required for the digital transformation. This is of a particular importance for the energy companies that are experiencing major changes on the path of transition toward low-carbon economy and renewable energy.
