Introduction. The study of language planning and policy (LPP) involves the cross-disciplinary interaction of applied linguistics and political science. The need for this is increasing especially in relation to the regulatory and organizational aspects of language regulation in the conditions of modern Russia. Methods and materials. The authors use the techniques of systems analysis and approaches of political institutionalism: normative, rational choice, theory of organizations, historical, constructivist, network. To study the materials of official documents and legislative acts, the method of textual analysis is used. Academic works of foreign and Russian authors are used through the prism of discourse analysis. Materials related to the activities of agencies and actors in the field of LPP, characterized from a structural and functional point of view. Analysis. The normative and agentive properties of LPP in the modern conditions of Russia and its regions are considered by the authors of the article through analytical procedures proposed by foreign scientists. Many developments from Englishlanguage works in this area can be adapted to the tasks of studying political-linguistic relations, taking Russian specifics into account. The ratio of institutional and conversational types of linguistic interactions is considered as a subject of linguistic pragmatics. The main subject of analysis is formal regulatory complexes and agencies specializing in this area. The analysis undertaken by the authors of the article leads to the conclusion that there is no sustainable institutional LPP model in the Russian situation. This applies, in particular, to the de facto and de jure characteristics of bilingualism as a strategic priority proclaimed at the beginning of the 20 th century. In the latest official texts, the emphasis is on strengthening the position of the Russian language. Further, the body of Russian and regional legal acts is marked by features of rhetoric and excessive symbolism. The prospects for institutionalization here are associated with overcoming such normative dysfunctions. Results. The article draws conclusions about the desirability of conceptualizing LPP within the framework of a separate state doctrinal document, as well as a system of information support and implementation of the principles of language cultivation and management.

Rational choice theory is the prevailing point of view in political science today. It serves as the paradigm by which political behavior is explained and the parameters of research and publication defined. Whether it deserves its exalted status is much debated. Its advocates see it as a victory of science and reason over prejudice and irrationality, and as a major contribution to the “intellectual flourishing” of the discipline (Booth, p. 1). Some critics see it as failed science. Others fear it as successful propaganda. The works reviewed here are representative of this range of assessments. Read individually, each offers a competing image of the role rational choice theory plays in political science. Read together, they constitute a dialogue that tells the story of the contemporary discipline and its relationship to the object of its study.

Berger’s sociological theory of religion underlined the role of modern religious pluralism in undermining taken for granted religious certainties. The pluralization of expressions and of religious beliefs would lead to a challenge directed not only at the political management of religions but also at the sustainability of the religious content as such. The latter would weaken as the pluralism increased. In contrast, the economic school of the scientific study of religion, exploiting Rational Choice Theory (RCT), demonstrates that the development of the modern religious pluralism, far from sounding the death knell of religion’s strength, constitutes rather its mold, which would have been lacking in a situation of religious monopoly. This article goes into the detail of this school’s arguments with a critical aim regarding Berger’s point of view. It resorts to an abstract and theoretical method.

PurposeThe purpose of this paper is to investigate organizational information technology (IT) deployment from a dual decision-making perspective. This study builds on rational choice theory to characterize how the costs and values of incumbent IT and those of the corresponding new cloud computing influence a company's dual decision of discontinuance and acceptance.Design/methodology/approachThis study chooses cloud computing as the research context, since it is one of the most well-accepted ITs in current practice. By using survey methodology, the data were collected from organizations around the world. Our hypotheses were examined via multimethod analyses, including the partial least squares, the multinomial log it regression and the analysis of variance.FindingsThis research reveals that organizations often follow the dual decision-making process in IT deployment regarding a non-cloud, hybrid structure and full-cloud considers incumbent IT discontinuance and new cloud computing acceptance. These results indicate that organizations may embrace cloud computing because of its perceived high system compatibility and low support costs. Meanwhile, security threats remain the primary obstacles to conducting business in the cloud.Originality/valuePrevious studies mainly focus on a single aspect and do not reveal the intricacies of the interactions between the reduction of incumbent IT and the addition of new IT. To address this gap in the body of knowledge, our study proposes a dual decision model based on a dialectical understanding of new and incumbent IT mechanisms instead of a singular IT acceptance model.

In the focus of the paper there are some basic insights and ideas of rational choice theory, that is the "core" of contemporary economic theory. Also, rational choice theory is the "center" of modern political science and is used in various other scientific disciplines, such as: sociology, philosophy, political science, psychology, and the like. There are two main goals of this paper. One is to point out the limitations of rational choice theory as one of the theories of economic behavior (and decision making). The second goal is to analyze certain problems detected during the application of the rational choice theory in economics and to adequately consider the importance of alternative concepts, models, and theories from the point of view of improving the understanding of economic, social, political, and other processes in the economy and society as a whole.

The study mainly set out to investigate the factors that influence loan delinquency bySME owners in Uganda. SME ownersin Mbarara Municipality, South West Uganda provided conceptual setting of the study. This paper contributes to the body of knowledge by determining the local business context influencing loan delinquency among SME owners. The study fixated on thefactors that influence loan delinquency by SME owners in Uganda with focus on what SACCOs put into consideration in order to categorize an SME as suitable for micro-lending. The study engaged descriptive research design, where 20 questionnaires were administered to SME owners and detailed discussions of the questions conducted with 6 key informants in the SME sector. The study was grounded on David McClelland’s Acquired Needs theory and the Rational Choice theory in helping to understand the subject under investigation. The study further adopted Krejcie and Morgan's (1970) sample size determination methodology to select the respondents. Data was analysed using SPSS version 20, thematic and content analysis. The study findings show that majority of the respondents were male with secondary level of education, majority of the SME entities had been in operation for six years and above and their ability to manage loans was boosted by education, skills and experience. While the majority of the SME owners are accessing and utilizing loan services from the SACCOs, more than half of them have ever been in delinquency over their loan contract. The study recommends that the SME owners learn how to plough back their profits into their business, conduct sound business research so as to increase their operational capital and skills in order to expand and grow their projects. The study concluded that the SME industry is a fertile ground for investment for Uganda, SME owners, and SACCOs.

In this study, I have collected and summarized the functional aspects of a literary prize, contest, and rating, which indicate their affiliation with the marketing complex of the publishing house for the first time. For this purpose, I have analyzed and summarized the common concepts of the functioning of literary prizes and contests as advertising tools for publishing activity. Because the previous studies are only focused on the fact of the impact of the prize on the promotion of editions but do not explain it, these aspects have been considered and introduced by me from the book production’s point of view. I investigated that the prizes and the contests in the literary field are effective marketing tools, which meet many publisher’s needs at the same time and can be considered a non-profit form of capital. I have reviewed the works of other authors, who accept that the economic success of the book is rising if the author is a winner of the literary prize or contest. I have found out that the book prize activates the demand for the book, and the literary contest is a tool to track the reader’s reaction to a future publication. In this way, literary prizes and contests can be considered as a way of conducting a marketing dialogue with the target audience. I have focused on the information support of literary national and international prizes and contests by the media, which attracts attention to the book and forms the reader’s interest. The literary prizes and contests are also considered as a way of exploring trends and their changes, familiarization the popular genres among the target audience and fixation the current choice of modern readers. Literary prizes and contests motivate the authors to improve their literary excellence, are the source of new authors and works, and assist in increasing sales of books. However, further research is recommended.
Key words: book prize, book rating, literary contest, literary prize, functions of the literary prizes.

This article examines South Africa's 20-year democracy by contextualising the roles of the 'small' political parties that contested South Africa's 2014 elections. Through the prism of South Africa's Constitution, electoral legislation and the African Charter on Democracy, Elections and Governance, it examines these parties' roles in South Africa's democratisation; their influence, if any, in parliament, and whether they play any role in South Africa's continental or international engagements. Based on a review of the extant literature, official documents, legislation, media, secondary research, reports and the results of South Africa's elections, the article relies on game theory, rational choice theory and theories of democracy and democratic consolidation to examine 'small' political parties' roles in the country's political and legal systems. It concludes that the roles of 'small' parties in governance and democracy deserve greater recognition than is currently the case, but acknowledges the extreme difficulty experienced by the 'small' parties in playing a significant role in democratic consolidation, given their formidable opponent in a one-party dominant system.
