According to the author, the development processes of modern society are relevantly described using the theories of the information society and the knowledge society. In this regard, the modern directions of research carried out within the framework of the socio-information paradigm are indicated (in particular, the consideration of the influence of digital technologies on social changes and the dynamics of digital inequality in society). Attention is drawn to the fact that in the theories of the information society and the knowledge society, the central issue is the strategies for technologizing social practices and their consequences for society and individuals. It is noted that the technologization of social practices changes the structure and forms of communication processes between social actors and the dynamics of the development and functioning of various elements of the social system. The article shows the mechanism of sociocultural regulation of modernization processes, which in modern society is the technicalization of social practices. Technologization of society can be understood as a process of a gradual structural and functional transition of all social systems from a traditional society to an industrial one, and then to a postindustrial one, as well as the formation and approval of new institutions and modern systemic features in society. The dynamics of socio-cultural modernization is greatly influenced by the global technogenic context, which acts as an exogenous factor in the modernization process. It is argued that technologization, in addition to its own, purely material, technical and economic meanings, also has instrumental significance as an integrated regulator of social processes, and consists of false methods of structural and functional impact on the political, social and spiritual-value spheres of modern society. It is noted that socio-political modernization is in close interdependence with technological modernization. Moreover, a rather complicated interaction takes place between the development tracks of ethnic and national cultures and the process of political modernization.

At present, social philosophy is dominated by the view that the importance of mass culture is constantly decreasing, which soon is supposed to lead to the natural decay of this cultural form. The author refutes the arguments of those who are skeptical about the position of mass culture in the post-industrial and digital information society and shows that the functional nature of this type of culture allows it to successfully fulfill its role in modern social systems. The materials of the article can be useful in preparing courses in the framework of social philosophy.

The purpose of the article is to generalize the trends in the development of social risks in modern society and to identify the features of public administration in minimizing their negative consequences. It is established that changing social positions and public consciousness in conditions of openness of social systems creates new risks, and the analysis of their influence on social behavior becomes one of the most relevant areas in public-management science. The need to study this problem is also conditioned by the need to find ways to minimize risks and influence them in favorable directions for social development. This problem in the conditions of the Ukrainian society, being in the conditions of increased risk, acquires a special urgency. It is substantiated that with the development of scientific knowledge of risks, the latter are increasingly being considered as a systemic object of study. With this approach, given the relevance of this topic, the state-managerial aspect of risk is put on the forefront as the basis for its perception, formation and reproduction. It is proved that risk is an integral component of the knowledge society, its reverse side. If we consider knowledge as a prerequisite for social action and proceed from its relative completeness, then the risk assuming the necessity of making a choice in the conditions of incomplete information becomes its logical consequence and integral characteristic. It is determined that in order to overcome the contradictions in the formation and development of social risks in modern society, it is necessary to expand research capabilities and knowledge itself, primarily in the direction of scientific justification of the state influence on prevention of social risks or minimization of their negative consequences. It is found out that modern social risks have the ability to transform into other types of uncertainties, therefore the knowledge society is able not only to accumulate risks, but to cause really explosive situations. It is proved that risk, like any phenomenon, can be considered as a process that takes place in time, but the dynamics of risk is extremely complex, and the identification of the stages of its development is relatively arbitrary. It is substantiated that the most important from the point of view of public management is the stage of potential risk, as consideration of its content creates the basis for a more integrated and focused approach to minimizing the possibility of a social crisis, reducing its dangerous consequences, preventing state management loss, and systemic collapse. The main feature of this stage is social tension, which requires effective measures on the part of the state. Thus, the modernization of society is steadily leading to an increase in the number of its constituent elements, an ever increasing variety of their interrelationships. As a result, the qualitative and quantitative nature of the consequences of this process changes: the probability of the emergence of new forms of social contradictions increases, and the scale of potential social cataclysms grows. This situation requires drastic changes in the system of public administration with regard to the formation of appropriate mechanisms to prevent and minimize the consequences of new types of social risks.

The levels of knowledge hierarchy (i.e., data, information, knowledge, and wisdom), are described in the Qur’an, the ahadith, and the literature produced during Islamic civilization’s Golden Age. They also have been discussed by western and non-Muslim scholars. However, while implementing and using information and communication technology (ICT), only the first three levels are currently being explored and utilized. Wisdom has not been discussed to any great extent. ICT has designed systems to assist us and has improved our life and work. However, such tools as decision-support systems and executive information systems comprise only data, information, and knowledge. Comprehensiveness does not guarantee the possession of wisdom. Taking things apart is knowledge; putting things together is wisdom. Muslim scholars of the Golden Age analyzed data, drew relationships and interpreted data to create information, identified and determined the pattern to represent knowledge, and understood the foundational principles for the patterns to implement wisdom. Wisdom must be included if ICT is to be complete. People, organizations, and the nation must strive for wisdom as the ultimate goal: from an information society to a knowledge society to a wisdom society, and from information workers to knowledge workers to wisdom workers.

The aim of the article is to reveal a fundamental relation between the philosophy of creativity and education in the knowledge society. Knowledge society as a special social space of modern society is formed in the middle of the 20th century with a new system of educational organizations, therefore training a knowledge worker who is able to be productive in a rapidly changing knowledge and technological environment is one of the main challenges of modern education. The contemporary philosophy of creativity has an important impact on education in knowledge society. The creative nature of learning determines the knowledge worker’s ability to achieve social, technical and technological innovations, while research work forms a dynamic competence and socio-economic performance. The article stresses that creativity remains one of the most important educational goals of knowledge society.

Based on historical and theoretical analysis of the development of social functioning of musical communication, as well as some problems of its management, the author attempts to theoretically justify the ways and means of optimizing music and communication processes that contribute to enhance the social and cultural role of musical art. The article describes fundamental concepts, which should be taken as the basis for the organization of musical life in modern society. The author puts forward such a conceptual theoretical statement as the principle of multi-factor audience differentiation. Consequently, the paper considers important facets of the theory of musical communication management in society, namely the target programming, scientific forecasting and long-term planning. The ways and methods of implementing these principles aimed at the achievement of a certain level of control over the music communication processes in society are also considered. Special attention is paid to the analysis of the impact of current social and economic changes in Russia on the formation of marketing and management in the social life of musical art.
