Social and Cultural Significance of Reading in the Information Society

The article discusses the social and cultural functions of reading. Philosophical analysis of the phenomenon of reading reveals its transformation into knowledge society. The types of modern reading are analyzed and a new role of libraries in society is showed.

Research is a vital part of the social tapestry of a modern society. It is imperative to find suitable ways to respond to societal priorities. It can be an open-ended enquiry into the essence of phenomena, of who we are, individually and collectively, and of the world we inhabit. It not only enables derived knowledge, but is also a means of preserving, fabricating and resynthesizing existing knowledge and/for creating new knowledge. Apart from that research is a vital pillar of higher education. Moreover, in knowledge society today, research is deemed to be of more value when it rightly augments the economic development processes. Through in depth literature review and contextual analysis, the aim of this chapter is to aid institutions and scholars in recognizing the gains of adapting inclusive approach, suggesting strategies for promoting research culture so as to enhance scholarly communication apart from being a support system in knowledge society, so that the world of academia continues to excel in its role of knowledge creation, knowledge transfer and knowledge dissemination.

Аннотация: В данной статье рассматривается роль информационных технологий в социальной, экономической и политической и других сферах жизнедеятельности Кыргызстана. Раскрываются понятия “информационные технологии”, “информационное общество”, “цифровая трансформация”. Приводятся основные направления применения информационных технологий в сфере образования страны, описываются условия для их дальнейшего развития. Анализируется сущность понятия информационного общества, перспективы развития Кыргызстана и безопасности информационного общества. Сформулированы основные проблемы развития информационных технологий, что неизменно отражается на уровне экономического развития страны. Приводятся пути для решения всех этих проблем и продвижения реформ в области внедрения IТ - технологий в стране, необходимых для дальнейшего развития цифрового общества. Ключевые слова: знания, информация, информационные технологии, информационное общество, образовательная система, дистанционное обучение, цифровая трансформация, цифровое общество. Билим берүү тармагындагы маалымат технологияларын пайдалануунун негизги багыттары айтылат жана алардын андан ары өнүктүрүү үчүн шарттарды каралат. Abstract: This article discusses the role of information technology in the social, economic and political and other spheres of life of Kyrgyzstan. The concepts of “information technology”, “information society”, “digital transformation” are revealed. The main directions of the application of information technologies in the field of education of the country are described, the conditions for their further development are described. The essence of the concept of the information society, the prospects for the development of Kyrgyzstan and the security of the information society are analyzed. The main problems of the development of information technologies are formulated, which invariably affects the level of economic development of the country. This article considers the impact of memes shared among Millennial and Generation Z–oriented Latino/a social media outlets during the years 2014–17, and proposes reading memes as viable microliterary texts. Through the examination of many dozens of memes and hundreds of Facebook posts from the nonprofit organization UndocuMedia, I have identified two themes that reoccur with notable frequency: (in)visibility and knowledge. As expressed within the memetic platform, these themes have cultural functions beyond superficial banter: humor detracts from political absurdity, arguing points permits one to assume defensive and protective postures, and connecting with friends expands the network of allies. I first define memes and explain how they might be read as socially conscious microliterary texts. I then examine selected meme examples to illustrate how they are shared with the intent to challenge the social and political marginalization that has long plagued the undocumented Latino/a demographic in the United States and to debunk long–held fossilized myths. I conclude by discussing the role of accompanying hashtags and emoji in the process of transplanting online activism to the offline world.

The importance of ensuring Russia’s national interests in forming an information space is based on the contemporary peculiarities of forming the information society. This study is devoted to the analysis of international legal acts regulating integration processes in the former Soviet Union in the course of forming a single information space in the transition from an information society to knowledge one.Authors provide an analysis of conditions in which the conceptual basis of forming the single information space the framework of international legal cooperation in the former Soviet Union in the field of information and informatization is grounded. The study includes an analysis of official data on CIS and EEU members’ cooperation as well as studies of Russian authors. Authors highlighted the importance of information communication technologies as instruments of transitioning from an information society to a knowledge society and emphasized the essential role of international legal cooperation experience for forming and providing access to the information space of knowledge in Russia.

Cilj rada je prikazati ulogu pismenosti iz privatnosti kao relativno novog koncepta u prevladavanju digitalnog jaza, povezati prevladavanje digitalnog jaza s ulogom knjižnica u postizanju više razine kritičke informacijske pismenosti, te smjestiti digitalnu uključenost i pismenost iz privatnosti u širi teorijski okvir. U tu svrhu u radu se istražuju ishodišni pojmovi društvene isključenosti i društvene uključenosti, digitalne podjele i digitalne uključenosti. Zatim, razmatra se uloga kritičke informacijske pismenosti u informacijskom društvu i tzv. “društvu platformi” te se naznačuje uloga knjižnica u opismenjavanju iz područja privatnosti s ciljem smanjenja digitalnog jaza i povećanja digitalne uključenosti. Digitalni jaz jedna je od najvećih prepreka društvu znanja, a isključenost iz informacijskog društva predstavlja problem svjetskih razmjera. U radu se objasnilo kako su knjižnice prikladna mjesta za borbu protiv društvene izoliranosti te imaju važnu ulogu u jačanju društvene kohezije. Također se prikazalo kako su ljudi s nižim razinama obrazovanja, kao i oni s nižim primanjima, više izloženi riziku digitalne isključenosti, a pomoć u izlazu iz takvog problema može se naći u opismenjavanju iz područja privatnosti. = The aim of this paper is to present the role of privacy literacy as a relatively new concept in bridging the digital divide, to link the bridging of the digital divide with the role of libraries in achieving a higher level of critical information literacy, and to place digital inclusion and privacy literacy in a broader theoretical framework. For this purpose, the paper researches the basic concepts of social exclusion and social inclusion, digital divide and digital inclusion. Furthermore, the role of critical information literacy in the information society and the so-called platform society is taken into consideration; and the role of libraries in privacy literacy is indicated, with the aim of reducing the digital divide and increasing digital inclusion. The digital divide is one of the biggest obstacles to the knowledge society, and exclusion from the information society is a global problem. The paper explains that libraries are suitable places to combat social isolation and that they play an important role in strengthening social cohesion. It has also been shown that people with lower levels of education, as well as those with lower incomes, are more at risk of digital exclusion, while help in getting out of such a problem can be found in privacy literacy.

The article is devoted to the identification of the socio-cultural functions of educational institutions in the province. The research material is represented by the data on educational institutions and libraries of the Kostroma province in the second half of the XIXth century. This subject is investigated by using a number of different methods, of which the most significant ones are analytical, historical and cultural, with a general cultural and philosophical approach to understanding the essence and semantic scope of the socio-cultural functions of education in the development of the province. The specificity of the culture of the province in Russia is noted. The socio-cultural functions of educational institutions of different types and their role in the development of the province are reviewed. The goals and objectives of education that contributed to the development of the industrial potential of the region are analyzed. Special attention is paid to the role of the social strata involved in the educational process, in particular – merchants and benefactors. The reasons for the opening of educational institutions in a provincial town, their specifics, and socio-cultural functions are identified. The role of the intelligentsia in the formation of the image of the culture of the province is indicated. Special attention is paid to the formation of libraries, their specifics and socio-cultural functions. Different types of libraries are reviewed; the general cultural orientation of the library holdings is noted. The article presents the cultural and philosophical approach to the socio-cultural functions of education in the province, which allowed to identify the whole sum of their meanings and ways of influencing the development of culture in the province. In light of this, it is noted that the opening of new educational institutions and libraries increased the general level of literacy of the population and contributed to the acquisition of special knowledge. It is acknowledged that the impact of these processes on the cultural life of the province was great: the gradual increase in the level of literacy contributed to the social changes and it was an integral part of the process of forming the socio-cultural potential of the provincial society

Cognition is an integral part of a person’s orientation in the world. It is studied by different sciences – philosophy, sociology, pedagogics, and psychology. In information society, the role of cognition and the ways it is realized are becoming extremely important. Cognitive activity is an essential part of cognition. It is formed and developed in the process of education. Cognitive activity is traditionally regarded as a special kind of mental activity. There are different components of cognitive activity and levels of its development. The higher the level of cognitive activity is, the more efficient the whole process of education is as knowledge is acquired more quickly and at a higher level. Cognitive independence combined with cognitive activity can radically improve the whole process of cognition. Thus, the task of an educational process is to activate cognition and develop cognitive independence by different methods and approaches.

In this chapter the social role of digital libraries as agents to promote digital inclusion is discussed. It analyzes how European policies of promotion of the Information Society, aimed at digital inclusion were developed and incorporated by the European Libraries, mainly through projects and efforts for the dissemination of good practices. Assuming a broad concept of what good practice is, some experiences considered good practice for digital inclusion in the various stages of this process in European Libraries are shown. Dissemination of good practices has had uneven success without having established a stable formal and institutional channel that favors it.

This chapter focuses on hucksters who peddled farm produce in towns, brought town goods to farms, in the nineteenth century. The social role of the huckster offers an exceptional opportunity to probe the moral ambiguities of American culture as the nation transitioned from an agrarian to an urban economy. In simplest terms, hucksters occupied a liminal space that was neither fully rural nor fully urban, connecting the two as they passed goods from one to the other. They served as a significant commercial link antecedent to the establishment of large-scale wholesale and retail markets. As important as this role was economically, its cultural significance was equally important. By their own account and in the many accounts that contemporaries gave of them, hucksters transgressed familiar occupational and spatial categories and in so doing dramatized both in negation and in affirmation the shifting meaning of those categories.
