In this paper, I review current status and development strategies in Korean innovation cluster. In particular, I compared the innovation clusters of Daejeon and Gyeonggi - do, and examined the differences and ways of cooperation. Among Daejeon and Gyeonggi-province innovation clusters, the DaedeokInnopolis is focused on R & D and pursues technology commercialization in connection with venture companies. Pangyo Techno Valley is a state-of-the-art IT technology centered on high technology companies. If wide-scale cooperation measures are established between Daejeon and Gyeonggi-do clusters, which are different from each other in the process of formation and complexity, a great synergy will be created at the national level. The future development strategy will be derived by examining the representative innovation cluster in Korea. The first strategic direction is to set up a vision of 'loosely coupled' between the Daejeon and Gyeonggi-do innovation clusters. The second strategic direction is to promote 'loosely coupled' wide-area cooperation programs between clusters. The third strategic direction is to foster an open innovation venture ecosystem.

Abstract: While mangrove forests support large surrounding populations and diverse economic activities, mangrove areas in Central Vietnam are decreasing. This study, thereforce, aims to understand the current status and threats facing mangrove conservation and development. A survey of 52 respondents was conducted in Duy Xuyen district, the largest area of mangrove forests of Quang Nam province. The results show that 17 mangrove species belong to 11 families, in which 8 significant species and 9 minor species were found in this site. The distribution of species was uneven with dominated by Nipah palms (Nypafruticans Wurmb). Although the mangrove species had several useful functions including protection against wind, wave break and serving tourism development, mangrove areas have been decreasing from 26.39ha to 18.22ha during period of 1999-2018. In which, 67.3% of respondents argued that the conversion of mangroves to aquaculture is one of the main causes of mangrove loss. The study also provided some suggestions related to a long-term development strategy for both government and local community, especially who are directly involving in the mangrove for their livelihoods.Keywords: Central Vietnam, development strategy, mangrove forests, livelihoods

This chapter uses the case of ASDA.com, ASDA’s home-shopping arm, to demonstrate the challenges in building and developing an online grocery business in the UK. To set the stage, the initial implementation and learning from phone/catalogue home-shopping in ADS is outlined to demonstrate why e-commerce was seen as most economically suitable to conduct a grocery home-shopping business. Then the chapter illustrates the development stages and critical aspects of ASDA.com’s Web shop. Particularly, it delineates the operational aspects of B2C e-commerce in the grocery business: fulfillment center and fulfillment process. The case will also describe ASDA’s efforts in overcoming problems with their home-shopping fulfillment model and present important elements of ASDA.com’s virtual store and its operation. The chapter concludes with the challenges that ASDA.com has been facing, their current status, and future prospects.

During the past years, Automatic control theory was founded. Especially in the foundation of engineering control theory, control science has formed a number of branches, such as population control, large system cybernetics, biological control and etc. Quality control of product in its whole life cycle is an important research object, especially driver development strategy in national innovation, quality and efficiency should be more collaborative developing. However, that several major engineering practice, the quality control of the situation is very serious, and urgent need to further study on the quality control theory.This paper puts focus on quality control and surveys the source of quality control, especially makes attentions to the development of theory method among quality control, control theory and engineering control theory, and then shows the developing map between quality control and control theory and finds that the quality control system caused by the fusion between quality control and control theory is one new method to break the bottleneck and suggests 4 block models of the quality control system.

This paper analyzes current status of the Indonesian labor competitiveness in its ASEAN labor competitiveness context. Labor competitiveness is a key factor that could facilitate and accelerate an economy’s competitiveness. This plays an important role as the main engine of economic growth. Data used is secondary data from the Asian Productivity Organization (APO), ILO, UNDP, and Badan Pusat Statistik, Indonesia. By using descriptive analysis and harnessing labor productivity as a proxy for labor competitiveness, it was found that the position and acceleration of the Indonesian labor competitiveness lag behind those in its several ASEAN neighbors. Main policy challenge that need to be addresed is to reform human resource development strategy with a long-term gradually and simultaneously with efforts to find solutions to the problems of labor competitiveness in the short-medium term. In addition to improving the educational system and resolve skills improvement programs, the government needs to strengthen the integration of its national economy into the global economy as the driving force of skilled labor mobility and channel for knowledge and skills transfers.

Since the publication of the United Nations’ Sustainable Development Goals, governance for sustainable development has grown and several national, regional and local sustainable development strategies have been adopted. A sustainable development strategy can serve as a political control instrument and management tool. For the development and implementation of such a strategy at the local level, municipalities might use citizen participation approaches. There exist manifold ways of consulting civil society, representing different levels of decision-making power. The analysis of this article is divided into two parts. First, we report on a case study of the pilot project “Global Sustainable Municipalities” located in North Rhine-Westphalia, Germany and assess the current status of the use of citizen participation formats for adopting a local sustainable development strategy. Second, we developed a model of citizen participation approaches during different phases of adopting a sustainable development strategy. The purpose of this model is to assess the potential decision-making power of citizens during the phases and to help municipalities to get an orientation on participation possibilities. The results show that most municipalities count on participation mainly in the implementation phase of the strategy, less during developing it. Our model, however, demonstrates participation possibilities for each of the phases.
