The strategies for sustainable development have been included in the medium and long term plan of 2010 for national economic and social development. Protecting the environment is the most important prerequisite and safeguards for the sustainable development strategy. In the study, we described the history of the environmental problems in the world, the proposal and implications of sustainable development, and outlined the dialectical relationship of development with the environment. The environmental protection measures for sustainable development were proposed here, according to the environmental situation severely affecting its biophysical environment.

The use of the Analytic Hierarchy Process (AHP) methodology for the assessment of mining and energy complex impact on water quality involves the ranking of key environmental aspects and the prioritization of environmental protection measures. This paper reduces the choice of indicators to four dominant effects of operational activities, which to the largest extent disturb the quality of basic environmental elements. The criteria were developed with the aim to facilitate the comparison of results from multiple mining and energy complexes, improve safety system modelling, and facilitate the assessment of the effects of critical operational activities on water quality. The Environmental Impact Assessment system, referred to as the EIA system, is to evaluate the impact of the implementation of the plan or the construction and operation of the project on the environment, combine the surrounding environmental quality status, propose ecological or environmental protection measures,then evaluate the effectiveness of the measures, and draw a conclusion on the feasibility of the project(planning) in terms of environmental protection.This article summarizes the role and progress in environmental protection in the two aspects of planning and construction projects in recent years.Comprehensively selected cases found that both planning or construction project environmental assessment have played an important role in predicting the possible impact of planning or construction projects on the environment and ecology, and proposed feasible and effective environmental protection measures.After the planning or construction project adopts the conclusions and suggestions, as long as the "Three Simultaneous" regulations are followed, the impact of the planning or construction project on the environment or ecology can be prevented or effectively reduced. When it is necessary to conduct postevaluation of environmental impact, verify the actual conditions of the construction project, such as emissions and actual production processes.

In the way of thinking of a modern man we are seeing a paradigm shift, namely, there is a gradual shift in priorities: ecological ones become primary, and economic – ones secondary. Progressive mankind more often pays attention to the preservation of natural resources, to environment purity, thereby trying to find the optimal ratio in solving environmental and economic issues. Analyzing the modern development of the sectors of the world national economy, we observe the prolonged dominance of economic priorities over environmental ones, which, in turn, cannot but negatively affect the state of the flora and fauna of our planet. These circumstances create, strange as it may seem, positive conditions for accelerating the creation of economic mechanisms for environmental protection aimed at reducing the anthropogenic impact of various factors on the environment. The economic efficiency of this activity is expressed through the prevented damage from environmental pollution. Construction is a branch of national economy which is always associated with interference in the environment; therefore, assessing the environmental and economic effectiveness of environmental protection activities, observing environmental protection measures is very important for this industry and society as a whole.

At the present level, the production, transportation and primary processing of oil products is associated with the problem of environmental pollution. The ingress of oil products into the natural environment leads to negative consequences and requires the enterprise to incur additional costs to eliminate the emergency situation and to take environmental protection measures to restore oil-contaminated territories. To restore contaminated territories on the basis of field surveys, which are based on geodetic work, remediation projects are developed. Remediation is carried out on the basis of a project, the reliability of which is taken into account during field geodetic work on determining the site area. In the course of the calculations, it was found that the use of tacheometric survey can significantly increase the cost of field work. In most cases, to ensure the development of a remediation project, it is enough to use domestic GPS receivers. The use of this class of devices will reduce both the timing of field work and their cost. It should be borne in mind that the accuracy of domestic GPS receivers allows using them in determining sites with an area of more than 0.5 ha.
