In the way of thinking of a modern man we are seeing a paradigm shift, namely, there is a gradual shift in priorities: ecological ones become primary, and economic – ones secondary. Progressive mankind more often pays attention to the preservation of natural resources, to environment purity, thereby trying to find the optimal ratio in solving environmental and economic issues. Analyzing the modern development of the sectors of the world national economy, we observe the prolonged dominance of economic priorities over environmental ones, which, in turn, cannot but negatively affect the state of the flora and fauna of our planet. These circumstances create, strange as it may seem, positive conditions for accelerating the creation of economic mechanisms for environmental protection aimed at reducing the anthropogenic impact of various factors on the environment. The economic efficiency of this activity is expressed through the prevented damage from environmental pollution. Construction is a branch of national economy which is always associated with interference in the environment; therefore, assessing the environmental and economic effectiveness of environmental protection activities, observing environmental protection measures is very important for this industry and society as a whole.

The article presents the results of a study of the ecological and economic efficiency of the industrial enterprise. It has been stated that industry has a significant environmental impact on the environment. According to the results of the analysis of the environmental activities of enterprises, it has been inferred that the environmental factor should be taken into account in assessing the economic efficiency of an industrial enterprise. Some enterprises provide environmental accounting, but these are, as a fact, the large industrial leaders in the status of “national treasure”. It has been revealed that the majority of industrial enterprises either pays for environmental pollution losing part of their profits, or takes environmental protection measures bearing a heavy burden of costs and loosing profitability. There has been given the analysis of research publications on the assessment of ecological and economic efficiency of the enterprise. It was mentioned that despite the importance of improving the methods of assessment, there was not offered any available and generally accepted indicator (indicators). Many projects are difficult for economic practice and can only be used in scientific research. There has been worked out and submitted a methodological toolkit - a new indicator of environmental and economic efficiency (EEefficiency) defined as the ratio of results to resources. The result is the profit of the enterprise minus (if environmental protection measures are not carried out) pollution charges (from January 1, 2020, excluding the environmental tax). The fixed assets and circulating assets (production resources) and, in the case of conducting environmental protection measures, the fixed assets and circulating assets (resources directed to protect the environment) are considered as resources. The indicator EEefficiency is based on the so-called balanced approach, in the context of the study - an adequate, objective assessment of economic efficiency subject to the environmental factor. There have been defined the problems of possible using of the proposed indicator: “equity” and validity of the assessment of damage (fine) from pollution; difficulty of accounting for environmental resources and costs; difficulties in compiling special environmental reporting. The necessity of creating a special platform of environmental and economic indicators of the industrial enterprise efficiency has been substantiated.

Environmental protection is one of the most pressing issues of today. Preventing the degradation of ecosystem and the planning of its protection is made from different spheres and at different ways. Tourism, that is, ecotourism as a sustainable type contributes and at the same time stimulates sustainable development through the theoretical bases and practical activity. Ecotourism aims to promote tourism trends and visits of unique natural areas, but limited and sustainable. Revenues from ecotourism are used for appropriate monitoring of space and have a positive effect on the economic stability of local population. In recent time ecotourism has had a broader meaning as it is often associated with similar responsible tourism trends. The authors of the paper have pointed to the theoretical bases, the defining of concept and origins of ecological and sustainable tourism trends, the modern development of ecotourism in the world, as well as the regions and zones in Serbia to which the development of this type of tourism would be significant in terms of sustainable development.

The results of the study of the possibility of assessing the economic effectiveness of the "environmental health" of the region are presented. A new content of the concept of “ecological health” of the region is proposed, is a state in which all systems of the region perform their functions and allow achieving a balance, of dynamic equilibrium with the environment. The main functions (economic and environmental) are identified and the environmental health criteria of the region are identified: the implementation of environmental protection costs (adequacy, dynamics), the increase in financial results (possibly due to the operation of environmental facilities), the availability of specialists in the field of environmental and economic management, research and developments aimed at protecting the environment, the possibility of selling "clean" environmentally friendly products, the implementation of "clean" technologies and the use of “clean equipment ”, investing in fixed assets for environmental protection measures (treatment facilities), measuring and evaluating environmental and economic efficiency, measuring and assessing damage, pollution charges, tax planning; measurement of waste, emissions, effluents; assessment of the level and dynamics of their disposal, use, measurement and assessment of environmental parameters, the possibility of monitoring (technical means of monitoring and evaluation); measuring the "quantity" of environmental health. The results of an attempt to assess the economic efficiency of environmental health in three regions of the Southern Federal District: Astrakhan, Volgograd and Rostov regions on the basis of known statistical indicators are presented. It is determined that the indicators currently used are of a "symptomatic", not a "causal" nature, to assess the effectiveness of environmental current and capital costs, do not allow to determine the necessary level of environmental and economic efficiency. The analysis of scientific publications on the assessment of the ecological state (ecological health) of the region is carried out. It was revealed that in most scientific developments the same “symptomatic” indicators are used that do not allow an objective assessment of the economic efficiency of “environmental activities”. The necessity of forming an analytical platform of indicators of economic efficiency of the ecological health of the region is substantiated.

The effectiveness of a log export ban policy in achieving the twin goals of conservation and economic development has been vigorously debated by many researchers and policymakers for the last two decades or so. Despite the abundance of work focusing on this issue that demonstrates the perversity of such policies, many countries around the world still implement them. This paper will first review the economic and political arguments in regard to the pros and cons of this policy. Second, it will review the Indonesian experience in implementing a log export ban policy in the 1980s and 2000s. Third, using a computable general equilibrium model, this paper will predict the anticipated impact of implementing a log export ban policy on the national economy and on household incomes for various socioeconomic groups.

Situation and value of the African continent on the economic and social cardmap of the world dynamically changes and will continue to change throughout all the 21st century with strengthening of the Africa positions in the world. In Russia all the complex of threats and problems which arise owing to political and economic transformation of Africa is not adequately estimated. The scientific literature on economic security issues presents an expanded set of internal and external threats to the national economy that goes beyond the traditional areas of the shadow economy, corruption, economic crime and related segments, including the internal economic stability of the national economy and inter-country competition, the quality of state strategic management, studies of the specifics of ensuring economic security in the conditions of the sixth technological order, intercultural communication and their impact on the economic relations between countries, etc. Incomplete use of such approach to strategy for the countries of Africa creates additional threats and risks for Russia. An analysis of security problems in Africa revealed that studies of economic security in the context of African development trends in Russia are conducted in an unsatisfactory volume, not always taking into account the results of new developments in the field of ensuring economic security. Even the large shifts happening on the African continent, forecasts of this dynamics sometimes are poorly known to experts of a profile of economic security, and many experts of an economic profile including working in the African subject often do not accurately distinguish problems of “economic cooperation” and “the Russian – African relations”, on the one hand, and “economic security of Russia” – with another. In this regard the new scientific problem is proved: need for deeper analysis of trends of economic and social development in Africa as an important component of a system of ensuring national economic security of Russia in the current period and in the future into account the new developments in the sphere of economic security. The main directions of activating scientific research and concentration of practical efforts to increase national economic security, neutralize threats and reduce risk for Russia in the designated context are formulated.

The level of economic development of entrepreneurship in any country in the world is crucial in increasing the competitiveness of the national economy in the world market of goods and services. The activities of economic entities are the driving force for the sustainable development of regions and their suburban areas, and they also impact the welfare of population. The article dwells on the analysis of scientific approaches to the regulation of economic development of enterprises in suburban areas of the region. The article analyzes the scientific approaches to the regulation of economic development of enterprises in suburban areas of the region. According to the well-known classics of the fundamental economic theory of entrepreneurship development (A. Smith, D. Ricardo, V. Laungard, A. Loria) the peculiarities of economic development of entrepreneurship in suburban territories of the region are determined by the possibility of distribution of surplus production, minimum production costs per unit of production, availability of labor resources. In modern economic theory (M. Weber, A. Pre, S.M. Kimelberg, E. Williams, C. Vlachou, O. Iakovidou, J. van Dijk, P. Pellenbarg) the development of entrepreneurship in suburban areas of the region can be determined by institutional, innovation, technological, social, ecological and other features of the economy at the regional, state or world levels. The complex and comprehensive generalization of the features of economic development of entrepreneurship in suburban areas is proposed. There are (1) the type of decision taken by an enterprise to carry out business activities in the relevant suburban area of the region, and (2) the influence of internal and external factors on economic activity. The article argues that large enterprises are guided by more objective decision-making reasons, attaching the most importance to the physical and innovative environment. Medium and small enterprises are mainly focused on getting benefits for the entrepreneur in the short-term time period and location in the nearest geographic area. The attention was paid to the tools of ensuring economic development of entrepreneurship in suburban areas of the region, taking into account institutional changes in the national economy and the experience of developed countries of the world.
