Topic. The subject of the article is the analysis of approaches to overcoming the stagnation of scientific and technological development of the Russian economy in the context of the emerging system of strategic planning in the Russian Federation.Purpose. The authors set the following main tasks. First — based on the assessment of the current situation in the field of scientific and technological development of the Russian Federation — to analyse the tools used for strategic planning of scientific and technological development for their internal connectivity. Second — based on analysis mentioned above — to form the directions of further development and improvement of the formed system of strategic planning of scientific and technological development in the RF.Methods. The logistic analysis of the developed documents of strategic planning of scientific and technological development of the Russian Federation on the subject of their substantial conjugacy and compliance with the logic and requirements of the Federal law No. 172 “On strategic planning in the Russian Federation” made it possible to formulate proposals for its further development and improvement.Results. The analysis showed that Federal law No. 172 “On strategic planning in the Russian Federation” forms the conceptual basis for strategic planning of scientific and technological development in the RF. Further development and improvement of the formed system of strategic planning of scientific and technological development of the RF should take place in the direction of strengthening the substantive interface of strategic planning documents (strategies and programs) at the Federal level with similar documents at the industry and regional levels. To this end, it is necessary, first, to finalize, in the context of the tasks of scientific and technological development, the methodological requirements for the documents of the sectoral and regional level and, secondly, to ensure the logic (sequence) of the development of such documents, allowing to really ensuring their meaningful internal relationship.

The digital transformation of society brings huge opportunities for creating new technological sectors and business models, economic growth of the country and improving the quality of life of the population. At the same time, there are new requirements for the qualification of personnel, including the ability to manage digital technologies. The main factor of digital transformation is young people, demonstrating their increasing activity in the economic sphere and public life. The young generation as a carrier of innovative potential has a lot of hopes in the breakthrough scientific and technological development of the Russian economy.

The article notes the need for the transition of the resource sector of the Russian economy to an innovative development path and shows the potential for this. Some results of constructing a scenario forecast of the Russian economy development using the expert-statistical Bayesian method are presented. The peculiarity of the method: it is based on expert estimates and allows you to make forecasts in conditions of severe uncertainty. A predictive assessment of the resource sector impact on innovation in Russia in the period until 2030-2035 was made in the framework of the study. According to experts, the existing potential will not be fully utilized. Insufficient participation of the resource sector in the national innovation process is projected; attraction to import is the most likely. This reflects the general trend of the forecasted scientific and technological development of a country with a “sluggish” innovation market: insufficient supply, insufficient demand and the weak mechanism of the relationship between the first and second.

Throughout history the development of the countries has been generated mainly by the impulse in two complementary axes: Science and Technology, and Trade. The author presents a vision of the mainstream vectors of global development against the backdrop of the “Grand Challenges” of the 21st century. He formulates optimal ways for Russia and Africa to interact in order to achieve the goals set by the UN Third International Conference on Financing for Development. The author proposes a RUSAFRICA project, which combines a dual goal of boosting economic, social and technological development of both Russia and Africa. The project envisages an integrated cooperative approach to mutually significant economic, technological and infrastructural requirements and capacities while prioritizing the human development aspect. Innovative approaches to mutual cooperation shale open ways to promoting Russian technologies and innovative products to new markets, generating growth of income from exports of high technology products and services with the aim to enhance Russia’s influence and competitive strengths, in accordance with the Scientific and Technological Development Strategy of the Russian Federation.

The article once again emphasizes scientific and technological (innovative) development as a process fundamental to ensuring the competitiveness of the national economy and its structural modernization. The key areas of public administration and corporate management in the field of improving the competitiveness of the domestic economy are noted. The conditions of harmonious interaction of various levels of management of the formed national innovation system are determined. The list of management actions to implement these conditions is systematized. The content of the innovation value chain as a set of successive stages of work is revealed: from a scientific and technical idea to obtaining a production result. The principles of the formation and development of corporate innovation systems have been developed, involving companies taking into account the requirements of national competitiveness priorities in business development strategies.
