The paper is devoted to improving managerial tools to ensure the effective implementation of technological breakthrough in the Russian economy. Solving the tasks of socio-economic development of the country, improving the quality of life of the population, ensuring its geopolitical position is impossible without accelerated economic growth. To ensure it, a technological breakthrough is needed in the Russian economy. In order to create appropriate conditions, new management mechanisms are needed in high-tech corporations. The methodological base of the study is based on the provisions of the theory of corporate governance, system, factor, functional and statistical analysis. The paper analyzes the experience of organizations of accelerated technological development and concludes on the effective structure of the managerial apparatus, which coordinates and monitors the activities of corporations. The main directions of state policy to ensure economic growth are identified, a factor analysis of its effectiveness and mechanisms for the formation of the conditions for the implementation of technological breakthrough are carried out. The domestic scientific potential of providing a technological breakthrough in the Russian economy is shown, the effectiveness of mechanisms for converting scientific achievements into breakthrough technologies is considered. The analysis results carried out in the work indicate the absence of a system of concentration of scientific potential for the creation of high-tech innovations. The structure of the scientific and technical platform for generating knowledge and its transformation into competitive technologies in priority sectors of the real sector of the economy is proposed, its organizational form is determined. The work results can be used in solving strategic problems of modernization of high-tech manufacturing industries.

Topic. The subject of the article is the analysis of approaches to overcoming the stagnation of scientific and technological development of the Russian economy in the context of the emerging system of strategic planning in the Russian Federation.Purpose. The authors set the following main tasks. First — based on the assessment of the current situation in the field of scientific and technological development of the Russian Federation — to analyse the tools used for strategic planning of scientific and technological development for their internal connectivity. Second — based on analysis mentioned above — to form the directions of further development and improvement of the formed system of strategic planning of scientific and technological development in the RF.Methods. The logistic analysis of the developed documents of strategic planning of scientific and technological development of the Russian Federation on the subject of their substantial conjugacy and compliance with the logic and requirements of the Federal law No. 172 “On strategic planning in the Russian Federation” made it possible to formulate proposals for its further development and improvement.Results. The analysis showed that Federal law No. 172 “On strategic planning in the Russian Federation” forms the conceptual basis for strategic planning of scientific and technological development in the RF. Further development and improvement of the formed system of strategic planning of scientific and technological development of the RF should take place in the direction of strengthening the substantive interface of strategic planning documents (strategies and programs) at the Federal level with similar documents at the industry and regional levels. To this end, it is necessary, first, to finalize, in the context of the tasks of scientific and technological development, the methodological requirements for the documents of the sectoral and regional level and, secondly, to ensure the logic (sequence) of the development of such documents, allowing to really ensuring their meaningful internal relationship.

The introduction of digital technologies in the monitoring and management activities of organizations is an important tool for the transformation of economic system at modern phase of the latest industrial and technological revolution. Currently, there is no unifed methodological apparatus for describing the state and development prospects of digital transformation. The analysis of objective patterns of the digital transformation of the Russian economy can be carried out by constructing mathematical and statistical models that make it possible to analyze the stages of digital maturity in the past and to determine the future development of projected digital phenomena. The purpose of this article lies in modelling and forecasting of dynamics of digital transformation of the activities of organizations.Digital transformation was measured based on indicators of the use of information and communication technologies in organizations, namely: Internet connection, website, purchase of goods and services via the Internet, use of software tools of the ERP, CRM, SCM class.Growth curves are one of the most common tools for modeling technological development trends. For each time series, the accuracy of four models of growth curves was assessed: the Gompertz, Weibull's, logistic and log-logistic.The practical application of this study is that the proposed approach can be used to assess trends in ICT diffusion in organizations by type of economic activity and by size to obtain a more complete characterization of digital maturity and further prospects for digital transformation of the Russian economy.

The article is devoted to the study of factors that inhibit the creation of knowledge and technologies, as well as usage and diffusion in the Russian economy and that pose the threats to the technological development of the country. The study is based on the system economic theory methodology, which involve system analysis methods studying the economy and society as an integrated socio-economic system in its unity and mutual dependence of key subsystems. This approach is aimed to receive evaluation reflecting the real static and dynamic picture of all sectors that contribute to the creation of innovation: production, monetary systems, institutional environment, science, education and society. The risk zones are depicted in the diagram of the strategic planning and governance inherent Russian practice. From a systemic point of view, the conclusions are that the objective system evaluation should be in the basis of the strategy. Inadequate quality of planning, ignoring system linkages and interactions in decision-making, use of incorrect data as well as other defective governance actions pose a significant threat to the development of the Russian Federation. The directions for further research in order to reduce the risks of technological development strategy are proposed in the paper. The proposals concern improvement in both evaluation methods and the metrics of the socio-economic system characteristics, which can give the truth picture of the system, and the concept of strategizing changes in non-stationary economy. The author declare no conflict of interest.
