In the last decade, there has been a tendency of profitability reduction of the companies implementing transport construction projects in the Russian Federation. One of the main factors affecting negatively on the market of transport construction, is the imperfection of the current system of pricing in construction oriented to minimize expenditures of the state customer and doesn't cover the estimated contractor cost risks: rising prices for basic construction materials, machines and equipment, increasing in overhead for contract administration, increasing of the credit load and the cost of bank support and project insurance. In this regard, the search for an effective method of project management in the transport construction, using modern technologies of resource scheduling and control of construction projects implementation, is particularly relevant. At the same time, an important task is to select a project management methodology that is optimal for the labor costs of the company's engineering and technical employees. In the article the authors propose the detailed algorithm for developing and maintaining resource construction schedules in the domestic Spider Project program. Features of preliminary study of project documentation, a transfer of corporate reference books to the schedule, a formation of a Work Breakdown Structure, a planning of the labor resources, construction machines and equipment, materials, and cost components are given. A calculating method for the complexity of construction works based on the formation of technological cards is proposed. The possibilities of the Spider Project program in terms of monitoring of the construction schedule execution in the form of accounting for actual work performed, comparing schedule versions and generating plan-fact reports for analyzing the construction progress and making management decisions, are considered.

Effective project coordination and management of time and cost scheduling in public funded construction projects receive a considerable focus from academics, politicians, and the construction industry itself with opposing points of view. The study objective is therefore to investigate the process of time and cost scheduling during the different project stages, and their relationships between critical factors affecting project schedules. Applied data collection was based on semi-structured interviews and a questionnaire survey with publicly agency employed project managers and property managers. A multiple research approach was thus utilized to mix the two dataset. Findings demonstrate that project complications in the execution stage is associated to lack of project requirements and design with too optimistic project deadline and budget from the initial project stages. Moreover, a relationship was found between the presence of experienced consultants and the achievement of project success throughout the project phases as particular vital.

Delays in a construction project can be regarded as a failure. This paper aims to investigate the causes of delay in Indian construction projects undertaken by private, government and nongovernmental organizations. In view of this 45 causes of delay were identified and developed the questionnaire for the quantitative confirmation of the most causes of delay. Consequently the questionnaire was distributed to construction professionals like Managers, Engineers and others. Subsequently the collected data was analyzed using statistical tool and the factors were measured and ranked under each group by importance index for various construction professionals. The results suggest that delays are mainly due to shortage of labours, shortage of construction materials and extra works (rework and change orders). The resources like manpower and materials are having highest contribution of about 24% compared to other sources. However this paper presents recommendations for a better project management techniques & procedures which can be adopted during conceptual & detailed planning phases of the project in order to minimize the construction delay.

PurposeConflicts, claims and disputes are inherent in most construction projects. Acceptable degree of commonality in the interpretation of contract provisions is critical in effective contract administration. This study aims to assess the effects of contract ambiguity factors on construction conflicts, highlighting the causes of divergent interpretations using fuzzy technique for order of preference by the similarity-to-ideal-solution (TOPSIS) method.Design/methodology/approachFuzzy TOPSIS framework with 27 ambiguity factors is constructed by conducting a comprehensive literature review, accompanied by a pilot study. Questionnaire survey is formed, and one-to-one interviews are arranged with 35 contract administration experts.FindingsThe findings indicate that (1) ambiguity due to excessive changes in the bill of quantity (BOQ) (including ambiguous provisions related to BOQ changes), (2) incomplete clauses that do not describe the scope of the intended work purely, (3) ambiguity due to excessive amendments in the scope of works (including ambiguous provisions related to scope changes), (4) ambiguous enforceability including excessive demands and (5) ambiguous goal and performance requirements are the top five ambiguity factors affecting construction conflicts.Research limitations/implicationsPresented framework is performed referring to ambiguity factors in all type of construction contracts in the general sense. However, the identified factors may vary depending on the project type, contract type, procurement method or use of standard contract forms (such as NEC, FIDIC).Originality/valueThe literature lacks the investigation of ambiguity factors in construction contracts, yet the assessment of the effects of contract ambiguity is essential to minimize conflicts.

This paper describes the factors affecting resource based scheduling and the barrier/constraints against the implementation of resource based scheduling in Indian construction project. However the traditional methods such as critical path method and program evaluation and review technique are based on time but actual work is not completed on time. Hence it becomes essential to follow a resource based schedule which is based on actual availability of resource to meet the project deadline. This paper mainly focuses the resource oriented scheduling techniques and it is helpful to investigate the implementation of scheduling, type of scheduling adopted, method of scheduling, status of scheduling implementation in various construction firm. The questionnaire survey was conducted to determine the factors affecting resource oriented scheduling implementation and barriers/constraints against its implementation in the Indian construction project. The collected data was analyzed using statistical tool. Prioritization of the factors by frequency analysis and average index method was carried out. The barriers/constraints against implementation of resource scheduling were identified and presented. Suitable suggestions for the Indian construction companies were given to promote and motivate the professionals entering the firm at the initial stage about the concepts of resource scheduling so that they have a genuine commitment in the implementation of resource scheduling.


The global enhancement in the construction of megaprojects during the last few decades has triggered competition in project management. Achieving successful completion of projects is the fundamental need that requires understanding the critical factors that govern the productive accomplishment of tasks within due time and budget, simultaneously maintaining the quality and safety standards. Besides, the cost, time and quality, health& safety and environmental issues, and efficient project use are equally important factors that need special consideration to complete a project successfully. Several projects have demonstrated different barriers, especially in construction projects in the public sector in developing countries, such as Pakistan. Hence, this study investigated the criteria considered by the practitioners for measuring success in the construction project of Pakistan. A questionnaire survey involved 43 construction practitioners identifying the indicators relevant to measuring the success of Pakistani construction projects. The findings obtained through Statistical analysis (SPSS) and MS Excel revealed that the most common success factors of construction projects are the role of government, client capability, and project management. From a significance point of view, the role of government is reported as the most significant success factor. The government requires to exercise strict policy for getting work done successfully.

Proper completion of a public building construction project is dependent on the effectiveness of the construction supervision. However, it has become increasingly difficult to finish construction projects within the specified time, budget, and quality standards due to poor supervision practices. Approaches such as quantitative and qualitative research and descriptive research types were used in this study. Questionnaires survey were issued to 104 respondents, with 11 representing clients, 22 representing consultants, and 71 representing contractors. There were 33 factors identified, which were then divided into seven groups for further analysis. It was discovered that the top-ranked factors that influence construction supervision practice are: supervisors' lack of skills and experience, incompleteness and consistency in the design, lack of appropriate decision making, location of the project, material and equipment costs, a lack of construction materials supply, and effect of weather conditions. The Relative Importance Index was calculated to determine whether or not the parties agreed on the factors and ranked them according to their importance. Most respondents suggested that supervisors should receive proper training, and comprehensive and detailed drawings should be provided on time. In addition, it was discovered that the top three essential group elements affecting supervision practice of the public building project are supervisory, design, and management-related aspects.

Construction industry is crucial for the economy of any country. Learning from failure is important to reach effective quality performance in construction projects. This will, in turn, contribute to the development of the construction industry and the country as a whole. Although quality is an important criterion in the project management success, but it receives less attention than cost and time in project management literature. Moreover, critical success factors (CSFs) are identified more often than critical failure factors (CFFs) in construction literature. Hence, there is still a lack of attention on critical failure factors affecting quality performance in construction projects. Construction industry is full of uncertainties, especially in the current era of COVID-19 Pandemic. This adds to the necessity of studying critical failure factors in construction industry. This study aims to identify the critical factors that have adverse effect on quality performance in construction projects, address their relative importance, and suggest ways to attain good quality performance in construction projects. Based on literature review, an initial list of failure attributes of quality performance in construction projects was prepared. Then it was refined based on suggestions from experienced professionals in the construction industry in the Jordanian context. A questionnaire was distributed to experts in the construction industry. The responses were analyzed using Statistical Package for the Social Sciences (SPSS). The analyses used here are factor analysis and tests of its appropriateness. Using these analyses, the most critical factors that impede quality performance in construction were identified and ranked. The study revealed that the most influencing failure factors are the managerial factor, the culture and environment factor, and the contractor factor.

The COVID-19 pandemic has brought about significant influences to the world, including tunnel construction. Based on the analysis of 12 tunnel construction projects, this paper identifies the specific risk factors related to the COVID-19 pandemic, e.g., men, materials, machines, methods, social environment, and political epidemic prevention pressure. Among these risk factors, worker availability, site accessibility, shortage of construction materials, and inadequate epidemic prevention materials caused by the lockdown policy are the most fundamental challenges encountered by the projects. Social panic and epidemic prevention policy requirements are key issues needed to be addressed before the resumption of construction work. The special circumstances caused by the COVID-19 pandemic called for flexible project management and coordination skills to raise suitable and effective response strategies, while local governments make substantial contributions in solving the difficulties. Although these measures have resulted in higher project costs, their effectiveness in catching up with project schedules is worthy of recognition. The findings of this study enrich the risk categories of tunnel construction and the risk response strategies from the perspective of a global pandemic. It implies that future construction schemes including design, budget, supply chain, and project management should consider the possible influence of an epidemic.

the planned cost and duration of the project are two criteria for a successful project and successful project management. In Iraq, construction projects regularly faced delays and cost increases. The purpose of this study is to identify and rank the causes of delays and cost increases, in terms of their degree of occurrence, severity and importance. Objectives of the study: the study of the reasons leading to excess cost and duration Research technique: a questionnaire was used to identify the causes of this situation. The questionnaire was compiled through a survey of 57 Iraqi construction experts. Twenty reasons for delays and cost increases corresponding to the construction and industrial construction projects were identified and ranked in terms of importance. Statistical analysis was performed using SPSS packages. Conclusions: The results showed that the main factors affecting the cost and duration of the project are: financial difficulties of the owner (77.61%), poor site management (77.1%), financial difficulties of the contractor (70.0%), poor assistance in project management (76.9%), design changes (76.7%). Spearman's correlation tests showed that there were no differences in views between the three main participants in the project. These results may encourage practitioners to focus on the problem of delay and the increase in value that may exist in their current or future projects.

Quality of material issues have been a significant source of concern since the dawn of recorded history. Building materials are essential and should be performed according to standard specifications because they cover around 60% of the project cost. Prior to project construction, specific codes, standards, and specifications should be available. Using all required materials does not guarantee a sound building appearance or function. Even with suitable materials, workmanship, and supervision, unexpected output can affect a building. Quality workmanship is a comprehensive approach to bolstering building durability, serviceability, and safety. The study evaluated Ambo University's building construction materials and quality. Convenience and quota sampling techniques were collected from all contractors and consultants involved in building construction via questionnaires and interviews. A comprehensive literature review identified 15 major factors affecting building construction materials quality and workmanship, and respondents ranked them in the order of importance. Defects in existing buildings and ongoing projects had observed due to non-compliance with construction materials and workmanship based on specifications and standards. The results indicated that Ambo University building has no defect free structure, including the degree and type of defects vary. A 94% of the studied buildings had moisture leakage, plastering defects, paint peeling, and cracks. Hence, the consultants and Ambo University project representatives should adhere with the standard specifications, and must exercise their profession according to the ethical code of conduct. All of these, it will play a vital role in the success of construction projects.
