Abstract This work aims to investigate the view the inhabitants of the Rural Area of São João del-Rei have about the environment surrounding them and about the public policies for the region. The methodology used is founded on Qualitative Epistemology, focusing on the participants’ subjectivity. Interviews were made with eleven participants from six rural communities based on their life history. The analysis of the data was performed based on concepts from Environmental Psychology and from the Bioecological Model of Human Development. The results indicated that the inhabitants see themselves as inhabitants of rural areas; they described the existing public policies and pointed out the needs found in this context. The need of formulating adequate public policies for the scenario presented is considered.

The content of the concepts of “public administration”, “rural area”, “integrated rural area development” and “public administration of integrated rural areas development” are determined. The conceptual principles of public administration of the integrated rural area development are substantiated due to the activation of servicing cooperatives to solve the most actual problems of territorial communities. It is determined that its essence consists in administrative decisions by the administrative management through introduction of effective mechanisms, tools and levers of state and regional policy. It is summarized that public administration should be carried out taking into account the project-targeted approach to increase the level of social and economic development of rural communities, rational use of natural resources and preservation of the environment. It is proved that servicing cooperatives are the effective tool for self-organization of community representatives and serve as a unifying center for rural population. Their capabilities are not only in combining of commodity producers to meet economic interests in harvesting, processing and marketing of agricultural products, but they could be engaged also in providing quality services in the spheres of housing and communal services, servicing of communal property, the carry out and utilization of solid household waste, organization of civilized landfills, provision of landscaping. Due to the public-private partnership the local self-government bodies could be delegate some of their powers to cooperatives and support them through financing of measures of social and economic programs of integrated development of rural areas.

Abstract The paper is focused on the issue of culture and its connections to rural developments. It was based on the assumption that the culture has various impacts on rural communities` life, as well as, it has been present in various ways in functioning and changes that might be observed in rural areas. In our opinion, such a perspective should be presented in a more detailed way in order to stress the multiple and various impact of cultural issues on economic and social transformations in rural areas. Therefore, we divided our paper into three consecutive parts. In the first one, we discussed the multi-dimensional image of culture, and its role in human development. In the second one, we discussed some changes in the mechanisms of rural development, perceived as moving from the traditional to the contemporary one. We wanted to stress that culture seems to be an important part of the latter one. The last part of our considerations brought some empirical evidence from Poland focused on the role of culture in rural developments showing, at the same type, some examples of this new mechanism of rural development.

Agricultural law is an emerging specialized field in Indonesian legal discourse and the public as well as academics has yet to get acquainted with this new perspective. The importance of agricultural law should be placed in relation with the fact that the Indonesian government, even after more then 75 year of independence, did not seriously address the plight of peasants and fishermen, living in rural areas throughout Indonesia. Agricultural law as a perspective is developed to bring back the focus of national development to agriculture in its widest sense. The focus of analysis of this approach will be on policies and rules regarding agriculture and how it affects peasants-farmers working in informal-semi formal setting as well those working in the agroindustry and business. Other basic concepts employed relates to ecological-social justice, food sovereignty, security, and safety. Hopefully, this new approach to human development and agriculture may contribute to a better analysis of the plight of agriculture in Indonesia and how to improve this particular sector. Abstrak Hukum pertanian sebagai suatu kajian belum begitu dikenal dalam khasanah ilmu hukum Indonesia. Masyarakat umum, akademisi dan praktisi hukum masih harus berkenalan dengan pendekatan ini. Pentignya hukum pertanian harus ditempatkan dalam konteks kurangnya kepedulian rezim pemerintah Indonesia, bahkan dalam kurun waktu 75 tahun sejak merdeka, pada pembangunan sektor pertanian rakyat. Hukum pertanian merupakan satu upaya untuk mendorong kehidupan pertanian di Indonesia dan mayoritas masyarakat petani (bukan semata-mata perkebunan besar) menjadi bagian dari kehidupan modern yang manusiawi. Fokus kajian hukum pertanian adalah kebijakan dan aturan hukum yang diterbitkan pemerintah dari waktu ke waktu di bidang pertanian dalam arti luas yang bersentuhan dengan kehidupan petani-nelayan, mereka yang bekerja di sektor-sektor informal maupun semi formal sampai dengan agrobisnis dan industri.  Sebagai titik tolak, digunakan konsep-konsep dasar keadilan sosial-ekologi, ketahanan-kedaulatan dan keamanan pangan. Salah satu sumbangan yang diharapkan adalah munculnya perspektif pemikiran dan solusi konstruksif yang baru untuk membangun manusia serta agrikultur dalam rangka menangani persoalan kemiskinan dan ketidakadilan sosial di Indonesia.

Recent years have seen an increase in the public availability of various forms of municipal data, both in cities and in higher-level governments, in countries across the globe. Rural areas have been slower to engage with this developing technology. While several reasons have been proposed for this disparity, including a lack of municipal resources, a lack of interest, Internet accessibility issues, and more, the academic literature assessing this phenomenon remains thin. In this poster, we outline the literature that is available on this topic from across several countries. We also discuss a planned research project to survey municipal actors in order to understand how and why Ontario's rural communities are or are not engaging with newer data technologies.

O objetivo geral deste artigo é analisar as políticas públicas disponibilizadas para o agricultor familiar, visando a permanência do homem no campo. Para tal, fez-se o estudo no município de Entre Rios do Oeste durante o período de 2013/2016, uma apreciação das políticas públicas ofertadas pelo município e como os agricultores familiares são beneficiários dessas políticas. O estudo desenvolveu-se acerca do seguinte problema de pesquisa: As políticas públicas voltadas a agricultura familiar no município de Entre Rios do Oeste contribuem para o desenvolvimento dos agricultores familiares associados a APOER (atores beneficiários) mantendo-os na área rural com diversidade de renda pelas ações promovidas? O estudo foi realizado com agricultores familiares agroecológicos associados à APOER - Associação dos Produtores Orgânicos de Entre Rios do Oeste. Como embasamento teórico fez-se uso da Teoria Ator Orientado de Norman Long. A pesquisa se classifica como bibliográfica, descritiva e exploratória quanto aos objetivos, com abordagem quantitativa e qualitativa e as técnicas utilizadas são análise documental e entrevista com formulário semiestruturado. Através da pesquisa realizada, pode-se concluir que os produtores foram contemplados pelas diferentes políticas públicas atendendo alguns dos objetivos, interesses e expectativas dos mesmos conforme os relatos e que as políticas públicas não devem ser projetos com limites no espaço e tempo, mas devem ser construídos por todos os agentes considerando as estratégias, práticas e motivações dos atores locais para galgar os resultados esperados.Palavras-chave: agricultor familiar, governo, atores. PUBLIC POLICIES FOR FAMILY AGRICULTURE IN THE MUNICIPALITY OF ENTRE RIOS DO OESTE: AN ANALYSIS FROM THE ORIENTED ACTOR THEORY ABSTRACT:The general objective of this article is to analyze the public policies available to the family farmer, aiming at the permanence of the man in the field. To do this, the study was conducted in the municipality of entre rios do oeste during the period 2013/2016, an appreciation of the public policies offered by the municipality and how family farmers are beneficiaries of these policies. The study focused on the following research problem: public policies aimed at family farming in the municipality of entre rios do oeste contribute to the development of family farmers associated with apoer (beneficiary actors), keeping them in rural areas with income diversity for the promoted actions? The study was carried out with agroecological family farmers associated to apoer - association of organic producers of entre rios do oeste. As a theoretical background, norman long's oriented actor theory was used. The research is classified as bibliographic, descriptive and exploratory regarding the objectives, with quantitative and qualitative approach and the techniques used are documental analysis and semi structured interview. Through the research carried out, it can be concluded that the producers were contemplated by the different public policies, meeting some of their objectives, interests and expectations according to the reports and that public policies should not be projects with limits in space and time, but should be constructed by all the agents considering the strategies, practices and motivations of the local actors to achieve the expected results.Keywords: family farmer, government, actors.

The chapter dwells on the theoretical and practical aspects of the private sector involvement in the system of waste management in rural communities. First, the authors discuss the advantages and disadvantages as well as the risks of the private sector involvement. Second, typical features for developing countries' case studies on the private sector development are analyzed. Third, the authors provide a summary of experience and practical recommendations for decision making concerning the development of the private sector for waste management in rural communities. The authors conclude that public-private partnerships, namely the involvement of the private sector where most effective and appropriate, is the most favorable solution. Commercialization of the public sector could be a reasonable solution for the countries with the middle- and below-middle-income levels, at least at the start.

A geographical name is a name that identify specific feature on the earth. That features could be a settlement, administrative region, natural feature, artificial feature, unbounded region, or virtual region. Under the Law Number 4 of 2011 concerning Geospatial Information, the geographical name is one of the layer that must appear on the base map. The acquisition of geographical names can be facilitated by crowdsourcing map that are conducted by corporations or the public. The objectives of this study are 1) to carry out an inventory of geographic names through crowdsourced maps, and 2) to examine the opportunities and challenges of the study of geographic names in rural areas. We observed data from crowdsourcing maps, e.g., Google Maps, Here Maps, and OpenStreetMaps that cover Giripurwo Village. We used spatial comparison in this research. We also compared its appearances on various mapping scales. A field survey was conducted to get more qualitative information about geographical names and to test the accuracy of maps. The results showed that there were differences between the crowdsource map services in presenting the geographical names at the same scale level. We face constraints in this mapping, i.e. limited accessibility in the entire region and sparsely populated in a karst region. Conversely, the high participation of rural communities is beneficial in this mapping process.

Background: Recruiting and retaining healthcare professionals (HCPs) for rural areas is challenging throughout the world. Although rural origin HCPs have been identified as being the most likely to work in rural areas, only a small number of rural-origin South African scholars are trained as HCPs each year and many do not return to work in rural areas.Aim: The aim of this article was to present the experiences of rural-origin HCPs who returned to work in a rural area after graduation.Setting: Umthombo Youth Development Foundation has been running an innovating rurally-based scholarship scheme since 1999. By December 2013, 184 students supported by the scheme had graduated and all had returned to work in a rural area for a period of time.Methods: This was a qualitative study using a life history methodology to explore the educational experience of six rural-origin HCPs working in rural areas.Results: The four themes that emerged from the data were: (1) contribution to service delivery; (2) professional development (3) the challenges and frustrations of working in rural hospitals; and (4) the impact of working as an HCP.Conclusion: Rural-origin HCPs are willing to return and work in rural areas. However, context and content factors need to be addressed if a work-back scholarship scheme is to be along-term strategy for the recruitment and retention of HCPs.

The North-West Province is predominantly a rural area, and traditional healers remain the most important and influential members of the rural communities. A qualitative, explorative, descriptive and contextual research design was used. In-depth, individual focused and interactive interviews were held with eight traditional healers from the rural areas of Mmabatho-Mafikeng. In addition, field notes and observations were utilised. The objective of this article is to explore the views of the traditional healers regarding termination of pregnancy (TOP) law. The results reflected the following themes: termination of pregnancy is killing; a child is a precious gift from God and the ancestors; there are alternatives to TOP; people who had any type of abortion should be cleansed with “dipitsa” or herbs; TOP may be allowed only in case of rape and incest, rape and incest offenders should be severely punished; and the traditional healers were not consulted during formulation of the TOP Law. It is therefore recommended that traditional should be involved in TOP workshops and educational programmes to enable them to provide counselling before and after abortion.

Rural tourism, a diversification possibility for declining mass tourism has played a key role in the development of rural areas that were economically and socially depressed.  It has been perceived as a valuable and growing sector of overall tourism market, representing a significant source of income to rural economies.  The development of  rural tourism like any other forms of tourism – may have unfavourable economic, social and environmental consequences for local communities.  In relatively small tourism resort  towns or villages, increased population and crowed especially in peak season cause noise pollution and congestion.  Review in Indian context, there is really a dearth of research work in the field of rural tourism in general and desert tourism in particular.  In, Rajasthan where the majority of population live in rural area; the scope of rural tourism is enormous. Current need of rural communities to diversity their economies and to replace traditional depleting industries compelled the rural economies to choose tourism as an avenue to achieve increase in income, employment and economical stability  while revitalizing community’s traditional resources.  The case study for this paper is from a rural area in Thar dessert of Rajasthan
