O objetivo geral deste artigo é analisar as políticas públicas disponibilizadas para o agricultor familiar, visando a permanência do homem no campo. Para tal, fez-se o estudo no município de Entre Rios do Oeste durante o período de 2013/2016, uma apreciação das políticas públicas ofertadas pelo município e como os agricultores familiares são beneficiários dessas políticas. O estudo desenvolveu-se acerca do seguinte problema de pesquisa: As políticas públicas voltadas a agricultura familiar no município de Entre Rios do Oeste contribuem para o desenvolvimento dos agricultores familiares associados a APOER (atores beneficiários) mantendo-os na área rural com diversidade de renda pelas ações promovidas? O estudo foi realizado com agricultores familiares agroecológicos associados à APOER - Associação dos Produtores Orgânicos de Entre Rios do Oeste. Como embasamento teórico fez-se uso da Teoria Ator Orientado de Norman Long. A pesquisa se classifica como bibliográfica, descritiva e exploratória quanto aos objetivos, com abordagem quantitativa e qualitativa e as técnicas utilizadas são análise documental e entrevista com formulário semiestruturado. Através da pesquisa realizada, pode-se concluir que os produtores foram contemplados pelas diferentes políticas públicas atendendo alguns dos objetivos, interesses e expectativas dos mesmos conforme os relatos e que as políticas públicas não devem ser projetos com limites no espaço e tempo, mas devem ser construídos por todos os agentes considerando as estratégias, práticas e motivações dos atores locais para galgar os resultados esperados.Palavras-chave: agricultor familiar, governo, atores. PUBLIC POLICIES FOR FAMILY AGRICULTURE IN THE MUNICIPALITY OF ENTRE RIOS DO OESTE: AN ANALYSIS FROM THE ORIENTED ACTOR THEORY ABSTRACT:The general objective of this article is to analyze the public policies available to the family farmer, aiming at the permanence of the man in the field. The research is classified as bibliographic, descriptive and exploratory regarding the objectives, with quantitative and qualitative approach and the techniques used are documental analysis and semi structured interview. Through the research carried out, it can be concluded that the producers were contemplated by the different public policies, meeting some of their objectives, interests and expectations according to the reports and that public policies should not be projects with limits in space and time, but should be constructed by all the agents considering the strategies, practices and motivations of the local actors to achieve the expected results.Keywords: family farmer, government, actors.

One characteristic that can be observed in family farming is the diversity of activities that are carried out concurrently on the property, providing and guaranteeing products for personal consumption or sale over the course of the year. Fish farming, an activity destined for fish production, is often one of these activities developed by family farmers and contributes to the access to quality protein for rural families and to increase income. Furthermore, the techniques used for fish production in family farming can foment a sustainable form of production. However, the lack of incentives regarding extension projects, marketing barriers, the lack of integration of traditional communities in decision making, and the absence of adequate technical information for the reality of rural properties make this activity limited and even ineffective in some regions. The encouragement of this activity could provide family farmers with improved economic conditions and food security and, consequently, the reduction of poverty in rural areas. The present study originated from a bibliographic review that addresses the activity of fish production and its impacts on the development of rural family activities, food security, and public and social policies for the maintenance, regularity, and quality of the final product.

Abstract This work aims to investigate the view the inhabitants of the Rural Area of São João del-Rei have about the environment surrounding them and about the public policies for the region. The methodology used is founded on Qualitative Epistemology, focusing on the participants’ subjectivity. Interviews were made with eleven participants from six rural communities based on their life history. The analysis of the data was performed based on concepts from Environmental Psychology and from the Bioecological Model of Human Development. The results indicated that the inhabitants see themselves as inhabitants of rural areas; they described the existing public policies and pointed out the needs found in this context. The need of formulating adequate public policies for the scenario presented is considered.

This research focuses on the issue of financing family farms in Burkina Faso. To this end, a survey of 275 family farms was carried out in 2020. The research results revealed that the needs of family farms are not completely satisfied. The credits granted mainly concern small amounts. Productive investments which constitute medium and long-term investments capable of inducing significant improvements in agricultural production are almost unsatisfactory. Moreover, analyzes have shown that income determines access to credit. This factor reflects at a certain level the capacity of family farmers to provide the financial guarantees required by microfinance institutions. The current conditions of banks do not favor the development of the agricultural sector and the improvement of the living conditions of the populations in rural areas. It is, therefore, necessary to rethink the financing of agricultural activities and to define a long-lasting and sustainable financing mechanism. Abstract This paper is focused on local actors who are actively involved in the development of their villages. The area of rural development involves stakeholders of different levels and various positions. However, their roles differ, as do their positions in networks collaborating in the development of the rural community. In order to carry out this research, active citizens in member municipalities of the Dolní Morava Local Action Group (covering the territory of the South Moravian Region in the Czech Republic) were selected. Several techniques were used for their identification (analysis of local media, questionnaire survey, semi-structured interview). In this manner, it was possible to acquire a number of local actors from the public, private and non-profit sectors. Firstly, leaders in municipal development, whose position was examined by employing several approaches (positional, reputational and problem), were detected, and then social networks were analysed. The content transmitted within the networks, with an emphasis on social capital – a theme closely related to this issue – was also observed.

O presente artigo visa analisar o processo de comercialização de alimentos entre o segmento da agricultura familiar e o mercado institucional, mediante o Programa de Aquisição de Alimentos (PAA) desenvolvido na Associação dos Agricultores Familiares de Amambai (Assafam), enfocando na sua modalidade Compra Institucional (CI), considerando o conceito de qualidade ampla como guia para a compreensão dos possíveis avanços e barreiras existentes e consequentemente a percepção dos fatores que contribuem com estes dois aspectos. O PAA e as chamadas públicas, apesar de apresentarem algumas barreiras e dificuldades para sua implantação e efetividade, ainda é visto como instrumentos de fortalecimento e de inclusão do segmento da agricultura familiar no mercado institucional. A proposta do PAA revela estar mais relacionada à qualidade ampla, podendo conduzir a construção de editais, mais abrangentes e eficazes em seus processos de comercialização. Compreende-se a necessidade de algumas estratégias de aproximação e diálogo com as organizações de agricultores familiares com o intuito de superar dificuldades existentes no processo, aprimorando assim a relação de compra e venda entre o segmento da agricultura familiar e os órgãos públicos.Palavras-Chave: controle de qualidade; desperdício; associação; agricultura familiar.Family Farming in the Municipality of Amambai-MS, Brazil: an analysis of the commercialization challenges of the Family Farmers Association (ASSAFAM)ABSTRACTThis article aims to analyze the process of food commercialization between the family farming segment and the institutional market, through the Food Acquisition Program (PAA) developed at the Amambai Family Farmers Association (Assafam), focusing on its Institutional Purchasing modality. The PAA and the public calls, despite presenting some barriers and difficulties for their implementation and effectiveness, are still seen as instruments for strengthening and including the family farming segment in the institutional market. The PAA proposal reveals to be more related to the broad quality and may lead to the construction of edicts, more comprehensive and effective in its commercialization processes. It is understood the need for some strategies of approach and dialogue with family farmers organizations in order to overcome existing difficulties in the process, thus improving the buying and selling relationship between the family farming segment and public agencies.Keywords: quality control; waste; association; family farming.

<p>O artigo se volta para mudanças ocorridas nas quatro últimas décadas nas formas de organização dos trabalhadores do campo no Brasil, enfatizando disputas, convergências e impasses não só na relação entre os próprios atores em processo de constituição, mas também com os mecanismos institucionais e políticas públicas voltadas para o campo. Iniciamos com um breve histórico das mudanças que atingiram o meio rural e, na sequência, discutimos a dinâmica política da representação das categorias agricultura familiar, trabalho<br />assalariado e, por fim, as faces contemporâneas da dinâmica da disputa fundiária. Procuramos mostrar como essas categorias se entrecruzam e como a preocupação classificatória tende a esconder a complexa rede de relações que articula diferentes segmentos do campo e suas organizações, cada vez menos perceptíveis como universos estanques. Finalmente, tratamos do crescente protagonismo do agronegócio e suas implicações para as disputas no campo e para a reconfiguração da questão agrária.</p><p><strong>ACTORS, CONFLICTS AND PUBLIC POLICIES FOR RURAL AREAS IN CONTEMPORARY BRAZIL</strong></p><p>The article discusses changes that took place in recent decades on the forms of organization of rural workers in Brazil, emphasizing disputes, convergences and impasses both in the relations between the actors during their constitution <br />process, and with institutional mechanisms and public policies aimed at rural areas. From a brief overview on the changes that affected the rural environment, we discuss the political dynamics of representation regarding family farming, wage labor, and the contemporary dynamics of land disputes. We aim to show how these categories intertwine and how classificatory concerns hide the complex relationship networks that articulates different rural segments and their associations, less and less perceived as hermetic universes. Finally, we examine the growing role of agribusiness and its consequences for rural disputes and for the reconfiguration of the agrarian issue.</p><p>Keywords: Political representation. Agribusiness.</p><p><strong>ACTEURS, CONFLITS ET POLITIQUES PUBLIQUES POUR LE MILIEU RURAL AU </strong><strong>BRÉSIL CONTEMPORAIN</strong></p><p>L’article discute les changements qui ont eu lieu au cours des quatre dernières décennies dans les formes d’organisation des travailleurs ruraux au Brésil, mettant l’accent sur les conflits, les convergences et les impasses non seulement dans la relation entre les acteurs eux-mêmes dans leur processus de constitution, mais aussi avec les mécanismes institutionnels et politiques publiques conçu pour le milieu rural. En commençant par un bref historique des changements qui ont affecté le milieu rural, nous aborderons ensuite les dynamiques politique de représentation des catégories agriculture familiale, travail salarié et les formes contemporaines de la dynamique du conflit foncier. On cherche à montrer comment ces catégories s’entrecroise et comment le souci<br />de classification masque le réseau complexe de relations articulant les différents segments ruraux et leurs organisations, de moins en moins perçus comme des univers étanches. Community Led Local Development is a tool for involving local actors in decision making of social, economic and environmental development of their territory during the Programming period 2014 – 2020. This approach enable to enforce own local solutions for the problems of rural areas and use local development potential. These solutions are realized by local people and are sustainable in the long term period. European Structural and Investment Funds should therefore be used to addressing specific local problems with the sustainable use of local potential and resources. The object of this article is CLLD and its implementation in the current programming period in the Slovak Republic. The paper is focused on theoretical works and studies and is aimed to analyze the theoretical background of the issue and the real implementation of this approach. An important fact is that the CLLD strategies should have been fully implemented in Local Action Groups by this time. Due to the various issues described in this paper there is a possibility that the potential of this tool would not be fully used in the Slovak Republic during this programming period.

Family farming produces most of the fresh food consumed in large urban centers. However, its success depends on a variety of public policies, which range from strengthening the means of production to supporting marketing channels. In this article, we conduct a careful bibliometric analysis of studies in the international literature that address “family farming, public policies, and socioeconomic development”. The aim of the study is to identify and classify the public policies aimed at supporting family farming and socioeconomic development. We carried out a systematic literature review considering five international scientific journal databases using pairs of the keywords “public policies”, “family farming” and “socioeconomic development”. The resulting sample was a total of 625 articles, covering the period between 1984 and 2020. A bibliometric analysis of the first 50 articles selected by the Methodi Ordinatio tool was performed. For the final portfolio, 10 variables were analyzed to better assess and understand the current literature. Our analysis shows an increase in publications in the last five years, with articles from South America being more prevalent than those from other continents. Brazil being one of the key countries that has developed public policies aimed at family farming and rural socioeconomic development.

Rural depopulation has become one of the central issues on the public agenda in the last decade in Spain. However, despite this visibility and the measures that are being developed, the process is still present. Within the policies against depopulation and rural development, the role of participation and empowerment of the affected populations has become particularly important. The objective is based on the fact that, through a more horizontal governance, they are the protagonists of the actions and measures that affect them, and that this governance becomes a means to avoid the depopulation of rural areas. The European Union's LEADER approach and the Local Action Groups have become the paradigm of this rural governance that favours their development and tackles depopulation. This article analyses the situation of rural governance in the case of a Spanish region such as La Rioja, which is affected by the depopulation of a large part of its rural areas. It starts with a theoretical framework that addresses the concept itself and how it is being articulated with issues such as social capital, territorial capital and participation, as well as the strengths and weaknesses of the scenarios that are being generated, based on the differences between territories. Next, the frameworks of depopulation in Spain are presented, which are marking the very public policies on the issue. Finally, the situation in La Rioja is addressed, focusing on the role of the regional government's plans and strategies to tackle depopulation and the role of the Local Action Groups.

<p>A governança de uma rede de empresas pode apresentar diferentes benefícios para as organizações participantes. Porém, nem sempre os estudos sobre governança têm foco em como as características das organizações podem influenciar os benefícios gerados. Assim, no presente trabalho teve-se o objetivo de analisar como a governança dessa rede de empresas pode apresentar diferentes contribuições à gestão em organizações parceiras. Metodologicamente, foi realizado um estudo de caso único em uma rede de empresas que tinha como objetivo central estruturar a cadeia de produção e o uso do biodiesel no Estado de Sergipe (Rede Biodiesel Sergipe). A coleta de informações foi realizada por meio de um roteiro de entrevista semiestruturada realizado com representantes de organizações públicas e privadas. Os resultados mostraram que, em grandes organizações, como um banco e uma instituição governamental, foi evidente o desenvolvimento de novos produtos, novos grupos de pesquisas e metodologias de gestão. Entretanto, os benefícios gerados pela governança foram mais evidentes em uma cooperativa de agricultura familiar, que obteve a reorganização do processo produtivo, a estruturação administrativa, a geração de novos negócios e a implementação de políticas públicas para a erradicação da pobreza e a evolução do pequeno agricultor. Como contribuição teórica, com o estudo possibilitou-se mostrar que, além dos benefícios, as características atribuídas a cada instituição ofereceram benefícios distintos aos participantes da Rede. Nesse caso, estudos futuros sobre a governança de redes devem considerar o perfil das instituições participantes, considerando-se os benefícios distintos proporcionados.</p><p>Palavras-chave: Benefícios. But not always the studies on governance focuses on the features of the organizations can influence the generated benefits. Thus, this study aims to analyze how the governance of the network may have different contributions to management in partner organizations. Methodologically, there was a single case study of a network of companies that had as main objective to structure the chain of production and use of biodiesel in the state of Sergipe (Biodiesel Sergipe Network). Data collection was performed using a semi-structured interview guide held with representatives of public and private organizations. The results showed that, in large organizations, such as a bank and a government institution, the development of new products, research groups and methodologies management was evident. However, the benefits generated by governance were more evident in a family farming cooperative that got the reorganization of the production process, administrative structure, generating new business and implementation of public policies for poverty eradication and development of the small farmer. As a theoretical contribution, it enabled the study show that, in addition to the benefits, features assigned to each institution offered distinct benefits to Network participants. In this case, future studies on governance networks should consider the profile of the participating institutions in view of the distinct benefits provided.</em></p><p><em>Keywords: Benefits.
