Abstract Academic literature on US Foreign Policy to South America usually states its lack of attention to the region in the post 9/11 period. I aim to problematize this assertion through an analysis of US regional security policy. Therefore, I consider data referring to military and economic assistance, arms transfers, and the SOUTHCOM position towards its area of responsibility, as well as official documents and diplomatic cables. I conclude that, although the region was not a priority, a waning in US actions or a moment of neglect in its policy towards it was likewise not observed. From a historical perspective, the area was never the main focus of attention, but there is a specialized bureaucracy that works on the region to maintain US hegemony. Therefore, the investigation indicates that Latin American assertiveness during the 2000s was caused primarily by the conjunction of the ascension of leftist governments and quest for autonomy, as well as by Chinese and Russian involvement in Latin America, but not by US neglect. The article is divided into six sections, including the introduction and final remarks. Following the introduction, I analyse the academic literature regarding USA-Latin American relations in the second section, the US assistance in the third, the SOUTHCOM postures in the fourth, and the strategies deployed by the USA regarding great powers and arms transfers in the fifth. Finally, I present the final remarks.

The last five years defined an alternative course in the US foreign policy. Obama's reelection caused staff transfers which notably influenced the course. This comprehensive process is based on tremendous work conducted by the Administration of Barak Obama, in particular by John Kerry, who was appointed as a Secretary of State in 2013. His personality plays a significant role in American domestic and foreign policy interrelation. Adoption or rejection of the bills, which are well-known today, depended in large on a range of circumstances, such as personality, life journey and political leader career of the today's Secretary of State. John Kerry’s professional life is mainly associated with domestic policy; nevertheless, he has always been interested in foreign relations and national security issues. Those concerns generally included: non-proliferation, US security, ecological problems, fight against terrorism. The article is intended to highlight Kerry’s efforts in each of these fields, showing not only his actions, but also difficult process of adoption or banning bills in the USA. The author tried to display the whole complicated decision-making process among different parties, businessmen and politicians, law and money clashes. The results of many former endeavors can be seen today, in the modern US policy. Based on assumptions about Secretary of State’s beliefs, certain road map can be predicted. In conclusion, the article offers several courses, where the United States are likely to be most active during the next few years. It can be judged exactly which way some current political issues will develop, how the US foreign policy will be shaped by today's decision-makers in the White House.

The article deals with the features of public diplomacy resource’ application in US foreign policy in Central Asia. The author claims that American public diplomacy which has been actively working in the region since the collapse of the USSR appears to be an important instrument of achievement of not only regional, but also global objectives of the USA. Despite a certain de-emphasis on the Central Asian direction in the American foreign policy at the present stage, the rising Russian public diplomacy activity and increasing Chinese influence in the region forces Americans to look for public diplomacy response in order to secure their positions in this important, from geopolitical viewpoint and energy resource perspective, region. The aforementioned tendencies shape a competitive regional environment for implementation of public diplomacy.

AbstractAs revolutions swept across Central and South America in the 1820s and 1830s, Andrew Jackson’s administration undertook a landmark reform that transformed the US foreign policy apparatus into the nation’s first global bureaucracy. With the introduction of Edward Livingston’s 1833 consular reform bill to Congress, the nation embarked on a long path toward the modernization of its consular service in line with the powers of Europe and the new American republics. Despite the popularity of Livingston’s plan to turn a dated US consular service comprised of mercantile elites into a salaried professional bureaucracy, the Jacksonian consular reform dragged on for more than two decades before the passing of a consular bill in 1856. Contrary to Weberian models positing a straightforward path toward bureaucratization, the trajectory of Jacksonian consular reform demonstrates the power of mercantile elites to resist central government regulation just as much as it highlights how petty partisans—the protégé consuls appointed via the Jacksonian “spoils system”—powerfully shaped government policy to achieve personal advantages. In the constant tug-of-war between merchant-consuls and Jacksonian protégés, both groups mobilized competing visions of the “national character” in their correspondence with the Department of State and in the national press. Ultimately, the Jacksonian reform vision of an egalitarian and loyal consular officialdom prevailed over the old mercantile model of consulship as a promoter of national prestige and commercial expertise, but only after protégé consuls successfully exploited merchant-consuls’ perceived inability to compete with the salaried European officials across the sister-republics of the southwestern hemisphere.

US-Venezuelan relations display both confrontation and cooperation. Chinese relations with Venezuela are a most likely case for rebellion against the global governance system over which the US presides. This chapter makes a structuralist argument, arguing that the way that the three countries are positioned within global and regional governance structures conditions the underlying character of their relations with each other. Simply put, the US, China, and Venezuela have very different interests and capabilities and their structural positions in South America explain why the increased Chinese presence in Venezuela is neither a threat to the US nor does it substantially aid Venezuelan intentions toward multi-polarizing the region or world. To make this argument, the chapter assumes that US foreign policy toward Venezuela is informed by its position as regional hegemon, Chinese foreign policy toward Venezuela is informed by its position as an extra-regional commercial state, and Venezuelan foreign policy toward both is informed by its position as a petrostate.

PurposeThe support of host country nationals (HCNs) is critical for expatriate adjustment and performance. Drawing from social identity theory and self-categorization theory, this study investigates the antecedents of HCNs' support toward expatriates in Central/South America, focusing on cultural similarities and expatriate race.Design/methodology/approachWe conducted a quasi-experimental study to understand the antecedents that promote the willingness of HCNs to offer required support to expatriates. Data were gathered from 117 Latin American participants, who were asked to respond to questions about their perceptions of expatriates from the USA and their willingness to offer support to those expatriates.FindingsOverall, our findings suggest that HCNs are likely to provide support to expatriates when they perceive the expatriates as similar in terms of culture and race. Specifically, African Americans received more positive attitudes and support than White Americans in South/Central America. The effect of cultural similarity on HCN willingness to support expatriates was mediated by perceived trustworthiness.Originality/valueThe present study extends the research on HCN support to expatriates, to Central/South America, an important region that has been under-studied in the expatriate–HCN context. Another novel feature of our study is that we investigate the role of expatriate race and cultural similarity and illuminate the underlying mechanism of the relationship between expatriate race and HCN support.

The article analyzes the priorities of the Obama’s administration in the region and the Latin American states actions in rebuilding the existing system of relations at the global and regional levels. The current financial and economic crisis has shown the need for changes in the economic world order, financial system, which was formed in the end of the Second World War, where the International Monetary Fund (IMF) and the World Bank (WB) play a key role. For many decades developing countries were rather an object of economic expansion than serious actors in the world economy.In the article features of foreign policy of the USA of relatively Latin America are examined in the article; the conceptual providing of foreign policy is analysed the USA, the comparative analysis of foreign policy of administrations of presidents of relatively Latin America is carried out, the detailed analysis of influence of foreign-policy course of the USA is presented, the basic factors of forming of new foreign policy the USA of relatively Latin America are found out. Purpose of the research: External U.S. Relations with Latin America and the Caribbean under the Barack Obama Administration. The article of analysis is includes resolution of long duration aims and corporate strategic planning taking into account correlation of application in space and in time of necessary resources, as activity of the American state that is sent to determination and achievement of long-term aims in a region by means of corresponding facilities. Without belittling the importance of not denying the «national roots» the origin of these crises can not be ignored or underestimated the fact that the development of Latin America in previous decades influenced deep region in the processes of global integration with its «distortions» and instability, with increasingly the apparent inability of international institutions. The main mechanisms for implementation of the USA foreign policy strategy objectives are LAC, bilateral relations with main European countries and USA as well as crisis management. The work ascertains the limited effectiveness of multilateral instruments for the achievement of strategic objectives of the LAC foreign policy. LAC represents one of the power centers of the multipolar world in LAC strategy, but in this regard, has to possess proper political and military mechanism for regulation of international relations. LAC suggested a lot of proposals and projects in the field of crisis management under B.Obama presidency, but its initiatives did not receive proper support in the LAC.

The paper focuses on the relation between Hollywood industry and political establishment of the USA, particularly US foreign policy and the military intervention as its specific form. Only the biggest and the most significant US military interventions were considered: World War Two, Korean War, Vietnam War, military interventions in Latin America, in the Middle East, Asia, Africa and on Balkan, concerning their treatment in Hollywood movies without analyzing them in broader socio-political context. In addition, the anticommunism in Hollywood is also considered, which was perhaps the most perennial content of the US foreign policy.

The article covers the fundamentals of Chinese "soft power" in Latin America. "Soft power" now takes an important place in Chinese foreign strategy, both the international level and in Latin America. The author describes the main features of international relations between China and Latin-American countries. The paper focuses on the main sources of formation of positive image of China in the region. The study revealed that Chinese "soft power" has significantly strengthened in the region in recent years. At the same time, the author notes that it is still much weaker than that of the USA. In modern conditions, Chinese government is likely to seek more active application of new forms of international cooperation, promotion of "soft power" being one of them. The methodology of the research was based on the systematic approach, which means considering Chinese "soft power" as a part of the whole foreign policy of China. Theoretical and practical relevance of the study consists in that fact that it creates a basis for further research on this issue. The results can be used to forecast the development of Chinese foreign policy strategy, as well as to study the complex of relations between China and Latin American states.
