Inquiry into the nature and role of international organizations has not been a noticeably cumulative enterprise. Descriptive lacunae have been filled, new and more reliable techniques of observation and measurement have been introduced, and more sophisticated and powerful instruments of analysis have been brought to bear on various problems—all signs of change, even of progress—but the field as a whole remains “notorious for its lack of systematic and testable theory.” This state of affairs has been lamented generally and has been contrasted specifically with the situation which prevails in international organization's “stepfield” of regional integration. Here, previous paradigms and conceptual frameworks have been scrutinized critically and constructively; alternative measures and additional hypotheses have been proposed; originally divergent “perspectives” have acquired convergent properties; and speculative reformalizations have been advanced which seek to build upon past criticisms.

The process of European integration has never followed a clear path and the current EU predecessors had never been by far the only efforts of the regional integration in Europe. Created in the 1950s, the European Communities as today’s EU predecessors, have overdue emerged in a very broad area populated by international organizations and various cooperation institutions. This organization, only by matching economic and political challenges, succeeded in becoming the most important cooperation forum between European states. Although in the early 1950s the Western European states could often choose between various forms of regional cooperation, today the EU is frequently seen as the only available at the European level option and the only model of institutional governance.

ABSTRACT ARPEL leads the activities of 26 state, private, and mixed oil and gas companies in Latin America, aiming at a regional cooperation in contingency planning preparedness and response. This decade has marked a milestone for the petroleum industry in Latin America. Market deregulation, a growing environmental legislative framework, and the privatization of former state-owned companies imply a need to reduce industry's environmental protection-related costs and to optimize its resources. The role of ARPEL in this context is examined. ARPEL is developing the Contingency Planning Project (PLACON), which aims to ensure a timely, efficient, cost-effective, joint response for an oil spill emergency at both the company and regional levels. The project embraces the following topics: computerized resources inventory, sensitivity mapping, training courses, and regional integration analysis. Results of the PLACON project to date and the present situation of the companies surveyed are analyzed as they relate to the objectives of the project. Information about the oil spill contingency planning process of companies operating in countries responsible for 99.9% exportation and 85.3% importation of the crude oil in Latin America is evaluated. Data included are from companies whose operations represent approximately 91.5% of oil production and 89.9% of oil refining in the region.

The article analyses modern condition of Ukrainian-Indonesian relations, studies special features of interaction between Ukraine and Indonesia, highlights topical priori-ties of foreign and security policies of Indonesia. The goals of Indonesian policy on international development and trade, international cooperation and diplomacy are clearly stated. They define the fundamental model of relations that Indonesia implements in respect of its neighbors as well as the other states within the international organizations of which it is a member. A wide range of Indonesian issues, namely foreign policy, domestic policy, security, history, regional cooperation and others are also highlighted. The role of Indonesia in the context of the ASEAN is defined. Taking into consideration the geopolitical situation in the world and Asia region, which has appeared as the result of dynamic changes in external and security environments and the formation of competitive regional economic structures, Indonesia currently pays more attention to deepening cooperation within the framework of the ASEAN, believing that this powerful and successful regional institution is not just an economic lever for the region’s development, but also a strategic and security imperative. In addition, the article summarizes political elements of bilateral cooperation between Ukraine and Indonesia, defines the position of official Jakarta concerning Russian aggression against Ukraine, outlines cooperation of Ukraine and Indonesia within the framework of international organizations. Moreover, the attention is paid to means of bilateral cooperation, particularly in economic, scientific and technical and humanitarian fields. Major directions and opportunities for further enhancing of bilateral cooperation are stated. Higher education has an important role in the region’s economic growth, with talents and   ideas developing in the process. ASEAN University Network (AUN) is the institution that facilitates cooperation among ASEAN universities and beyond. This research attempts to describe the role of AUN in enhancing regional integration in the higher education sector in ASEAN. This research uses qualitative method to get depth information and the bigger picture in the governance of AUN’s role and mechanism in regional integration of higher education system. The results of this research showed that AUN helped enhancing regional cooperation.

Calypso is a popular Caribbean musical genre that originated in the island nation of Trinidad and Tobago. The genre was developed primarily by enslaved West Africans brought to the region via the transatlantic slave trade during the seventeenth and eighteenth centuries. Although West-African Kaiso music was a major influence, the genre has also been shaped by other African genres, and by Indian, British, French, and Spanish musical cultures. Emerging in the early twentieth century, Calypso became a tool of resistance by Afro-Caribbean working-class Trinbagonians. Calypso flourished in Trinidad due to a combination of factors—namely, the migration of Afro-Caribbean people from across the region in search of upward social mobility. These people sought to expose the injustices perpetrated by a foreign European and a domestic elite against labourers in industries such as petroleum extraction. The genre is heavily anti-colonial, anti-imperial, and anti-elitist, and it advocated for regional integration. Although this did not occur immediately, Calypsonians sought to establish unity across the region regardless of race, nationality, and class through their songwriting and performing. Today, Calypso remains a unifying force and an important part of Caribbean culture. Considering Calypso's history and purpose, as well as its ever-changing creators and audiences, this essay will demonstrate that the goal of regional integration is not possible without cultural sovereignty.

This article analyzes the role of the European Union (EU) and Canada in the promotion of Security Sector Reforms (SSR) activities in two regional organizations, the Organization for Security and Cooperation in Europe (OSCE) and the North Atlantic Treaty Organization (NATO). The concept of SSR seeks to address the effective governance of security in post-conflict environment by transforming the security institutions within a country in order for them to have more efficient, legitimate and democratic role in implementing security. Recent debates within the EU have led to the adoption of an SSR concept from the Council and a new strategy from the European Commission on the SSR activities. Within the framework of the ESDP, the EU has positioned itself as a leading actor, in this domain, including in its crisis management operations. On the other hand, Canada, through its whole-of government and human security programs has also been an important actor in the promotion of SSR activities. Yet, even though several international organizations (including the United Nations, the OSCE and NATO) are effectively doing SSR activities on the ground, there does not exist a common framework within any of these organizations despite the role of the EU and Canada. As such, it is surprising to found no global common policy for SSR while this approach is precisely holistic in its foundations. Taking these elements into consideration, this paper analyzes two specific aspects : a) the absence of a common policy framework within international organizations and b) the major differences between the approaches of the OSCE and NATO in the domain of SSR and the implications for the EU and Canada’ roles.   Full extt available at: https://doi.org/10.22215/rera.v3i2.186

The article is devoted to the development of educational export, which is one of the priorities of state policy. In 2018, the Federal project ‘Export of education’ of the national project ‘Education’ was launched, which set the task of doubling the number of international students in Russia by 2024. The tasks set are impossible without state support, which is to create favorable conditions for its development at the national (system of support and development of export of Russian education) and interstate (in the framework of cooperation with foreign countries, participation in regional integration associations, international organizations and forums) levels. Taking into account the analysis of international and Russian experience of export support, the author of the article developed and described a model of export support for Russian education, which has its own specific industry characteristics. The model for supporting the export of Russian education includes organizational, legal, informational, financial, and content blocks.

AbstractThe article examines security issues of the Transcaucasian region with the focus on nonmilitary and trans-border security threats and a regional security community that also includes non-state security actors of the region, such as not-recognised autonomous entities, nations, ethnic groups, minorities, etc.This approach to regional security shifts the focus of policies from balance of power to closer regional integration and cooperation, as well as joint provision of regional security. Despite many objectives and existing obstacles to this scenario of regional development, the author sees it to be the only way toward a stable and long-term security in the region. The article argues that closer regional cooperation and integration would allow to accommodate interests and security concerns of non-state actors of the region and would bring the fate of regional issues back in the hands of the regional powers and create bases for sustainable and lasting peace in the region.
