IntroductionThe reduction of the budget allocated to community psychiatry is part of financial needs in times of economic crisis. However, the community psychiatry is based on human resources rather than on technological devices and the economic downturn affects the quality of care in a field where the social and relational capital developed by mental health workers is fundamental. Some authors such as Serge Latouche propose to stem the economic decline with the concept of “degrowth”, a constructive idea but difficult to apply.ObjectiveWe would like to analyze whether the economic downturn has consequences only for the organization of psychiatric services or even for people with severe mental disorders. Another issue concerns the possibility that economic downturn increases the social exclusion of vulnerable people.ResultsPeople who live on social welfare or disability pension remain on the margins of society but also those supported by families feel increasingly marginalized with respect to the future.ConclusionsThe provision of mental health services may not meet the implicit and explicit wishes in the demand for health by citizens and society. Abstract Background COVID-19 has reinforced the centrality of health workers at the core of a well performing and resilient health system. It has concomitantly exposed the risks of staffing and skills shortages and the importance of protecting the health workforce. This paper focuses on highlighting some of the lessons learnt, challenges and future needs of the health workforce in Europe in the context of COVID-19. Methods We use secondary sources and expert information. Results During the pandemic innovative and flexible approaches were implemented to meet increasing demand for health workers and new skills and responsibilities were adopted over a short period of time. We have seen the rapid adaptation and use of new technologies to deliver care. The pandemic has underlined the importance of valuing, protecting and caring for our health workforce and the need to invest appropriately and adequately in the health workforce to have sufficient, capable and well-motivated health workers. Some of the main challenges that lie ahead of us include the imperative for better investment, to need to improve recruitment and retraining whilst better retaining health workers, a focus on domestic sustainability, redeploying and developing new skills and competences among health workers, enabling more effective multi-professional collaboration and team work, improving the quality of education and training, increasing the public health focus and promoting ethical and sustainable international recruitment of health workers. Conclusions The WHO European Region through its European Programme of Work 2020-2025 is fully committed to support countries in their efforts to continue to respond to COVID-19 and whilst addressing upcoming health workforce challenges.

The regulation of health professions in the United States is a primary responsibility of states. The structure and content of the specific regulations of each state impact the provision of health services, affecting costs, quality and access. There is concern that current state-based and profession-specific regulatory structures cannot serve as a basis for the innovations the health workforce needs for health reform. This paper reviews aspects of state-based health professions regulations that limit the effective use of health workers and also one of its key advantages: their ability to provide local solutions to address access problems. The paper describes elements that generate changes in the demand for health services and health care providers. Finally, strategies are recommended to improve decision-making related to practice including: standardization of practice scopes between different states; permanent updating of specific acts of professional practice in each state, in accordance with the evolution of professional competencies; use of the best evidence to authorize new professions or expand the scope of practice of the existing ones and, when this evidence does not exist, to promote programs to test new modalities of work. Taking into account the pace of changes in the health system in the United States, there is a growing urgency for reforms to ensure adequate size and training of the workforce for the future.

The Covid-19 pandemic has caused many issues, especially in the medical field. One of the groups that are affected by the pandemic the worst is the health workers. The surge of demand for health services, especially for Covid-19 patients, overwhelms health workers, forcing them to work extra hard and eventually experience exhaustion. Due to this condition, the health workers may face difficulties in doing heavy-duty work. This paper proposes a design of a mortuary trolley as a device to ease the health workers in handling the dead bodies of Covid-19 victims. Considering the need for a corpse mobility aid that is contact-free, the design utilizes a combination of a scissor lift structure, a power screw mechanism to elevate and lower the table, and a conveyor system to load and unload the table. To ensure that the device can operate without experiencing unwanted failure, strength analyses are done on the most critical components, such as the scissor arm, pin joint, power screw, and scissor arm connector, to determine the safety factor at maximum load in static and fatigue loading condition. Analysis results show that all those components have a safety factor greater than 1 for both static and fatigue loading conditions, indicating the device will not yield and is predicted to have infinite life. The design and analyses of this device can be a reference for manufacturers of medical devices to design a mortuary trolley to ease the work of health workers.

In the Covid-19 epidemic, the increasing demand for health services, quarantine practices, and the effective and efficient use of health resources have been tried to ensure the sustainability of health services. While healthcare professionals play an important role in the sustainability of the service and the protection of public health, they have been the occupational group that felt the occupational and social effects of Covid-19 most closely. For this reason, studies on health workers have been examined in terms of different variables. It is important for sustainable development that health workers can be provided with effective and efficient service with measures to be taken at the institutional level. This study was designed as a compilation study, and the studies in which "The effect of Covid-19 on healthcare workers" were examined. With this compilation study, it has been determined that the managers of health institutions should attach importance to the measures to be taken at the institutional level in order to use human resources effectively and efficiently at the institutional level.

The paradox of the global healthcare workforce is that while it has never been more abundant, it has never been scarcer relative to future patient needs. This workforce has largely been resistant to economic cycles of boom and bust, and has even flourished, relatively speaking, during recessions. But demand for health workers has surpassed our capacity to supply them and it has never been more important for governments to be progressive, agile, and courageous in tackling the looming crisis. In this chapter, Mark Britnell looks at entrepreneurial government, from under to oversupply. He shows how across the OECD, the functioning of the labour market for health workers—for good or ill—is characterized by strong government interventions affecting both supply and demand.

Abstract Background: Statistics show that as of the end of December 2017, there were 11.749 million health workers and 898.82 million health technicians in China. In recent years, with the rapid development of the economy, the rapid expansion of the health manpower, which requires more scientific and rational health manpower forecasting, health manpower planning.It is important to strengthen and study the forecast of the future demand of the health workforce. Methods: On the basis of analyzing the current situation, changing trend and problems of China's human resources allocation and higher medical education, this study uses ARIMA model to forecast the demand of health workers in China from 2018 to 2024, and compares the difference smaller supply and demand of China's total health manpower.To determine the future development trend of China's health manpower, and finally explore the scientific and reasonable forecasting method of human resources for health. Results: China's total health manpower is relatively adequate, the proportion of medical care is unreasonable, medical staff is inadequate. The ARIMA model predicts an improvement in the inversion of health care in China and a continued increase in the demand for health care.By 2024, China's demand for health personnel will reach 17.4563 million, but the health manpower supply is still not keeping pace with the growth rate of demand, and the quantitative gap is still gradually widening in the short term, the gap between supply and demand in 2024 reached 1.4859 million people, medical and health institutions and medical education institutions are under greater pressure. Conclusion: In view of the forecast results of China's health human resources in this study, policy makers and health managers should pay more attention to and support the forecastplanning of health human resources, strengthen the government's macro-control, and actively solve the shortage of health manpower. Actively explore scientific models or methods for forecasting the demand of health workers, guide the planning practice of health manpower, guide the training of health personnel in colleges and universities, moderately expand the scale of medical education and training, and vigorously improve the quality of medical education.
