Junipers (Juniperus spp.) are native woody shrubs that have expanded beyond their normal historical ranges in the western and southwestern United States since the late 1800s. Most ecologists and resource managers agree that juniper has become a deleterious native invasive plant that threatens other vegetation ecosystems, such as grasslands, through a steady encroachment and ultimate domination. The use of fire in managing junipers is based on a management goal to increase the disturbance return interval and thereby reduce the abundance and/or competitive impact of juniper in an ecosystem. In this paper, we discuss rates of juniper encroachment in relation to presettlement fire regimes, juniper encroachment and soil health, postfire vegetation responses, and long-term potential of different juniper treatment scenarios that involve prescribed fire.

AbstractThe idea that not all fire regimes are created equal is a central theme in fire research and conservation. Fire frequency (i.e., temporal scale) is likely the most studied fire regime attribute as it relates to conservation of fire-adapted ecosystems. Generally, research converges on fire frequency as the primary filter in plant community assembly and structure, which is often critical to conservation goals. Thus, conservation success is commonly linked to fire frequency in fire regimes.The spatial scale of fire may also be vital to conservation outcomes, but this attribute is underrepresented in the primary literature. In our global, contemporary literature search, we found 37 published syntheses concerning the effects of prescribed fire in conservation over the last decade. In those syntheses, only 16% included studies that reported data-based inferences related to the spatial scale of the fire, whereas 73% included discussion of empirical studies on the temporal scale. Only one of the syntheses discussed studies that explicitly tested the effects of spatial extent, and none of those studies were experiments manipulating spatial scale. Further, understanding spatial-scale-dependent patterns may be relevant because two databases of fire-occurrence data from the United States indicated that spatial scale among lightning-ignited and prescribed fires may have been mismatched over the past few decades.Based on a rich ecological literature base that demonstrates pervasive scale-dependent effects in ecology, spatial-scale-dependent relationships among prescribed fire regimes and conservation outcomes are likely. Using examples from the southeastern United States, we explored the potential for scale-dependent ecological effects of fire. In particular, we highlighted the potential for spatial scale to (a) influence wildlife populations by manipulating the dispersion of habitat components, and (b) modulate plant community assembly and structure by affecting seed dispersal mechanics and spatial patterns in herbivory. Because spatial-scale-dependent outcomes are understudied but likely occurring, we encourage researchers to address the ecological effects of spatial scale in prescribed-fire regimes using comparative and manipulative approaches.


<em>Abstract</em>.—The status of paddlefish <em>Polyodon spathula </em>in the United States was first described in two surveys published in 1986 and 1997; in this paper, we report the results of a similar survey of state and federal agency personnel that we conducted in 2006. From the 1970s through the 1990s, the status of paddlefish stocks was on a downward trend throughout much of the species’ range. The 2006 survey results suggest that the status of paddlefish stocks has improved since the first survey was conducted; 17 of 26 states in 2006 reported that their paddlefish populations were stable or increasing, compared to only 14 states in 1983 and 1994. The number of states with closed fisheries (i.e., no commercial or sport harvest) increased to 12 in 2006 from 8 in 1983. The number of states reporting declining or stable/declining paddlefish populations dropped from seven states in 1983 to only three states in 2006. The two principal reasons cited for reported declines have remained the same for more than three decades: habitat loss and overfishing. Two states where paddlefish were listed as extirpated (New York and Pennsylvania) have begun restoration efforts that may one day allow the status of paddlefish in those states to be changed. As long as the demand for caviar remains strong, pressure on paddlefish stocks will undoubtedly remain high in the seven states where they are commercially exploited. However, earlier fears of a basin-wide collapse in paddlefish stocks should continue to diminish if resource managers are successful in combating overfishing and continued habitat destruction, which will always threaten the long-term viability of paddlefish stocks throughout the Mississippi River basin.

Abstract Background: Low-severity prescribed fire is a tool used for reducing fuel loads on public lands, particularly in dry conifer forests of the western United States characterized by historically mixed- and low-severity fire regimes. Understanding the ecological effects of prescribed fire treatments is important for predicting the impacts of these management actions on wildlife communities. But few studies have estimated small landbird responses to forest treatments at spatial scales relevant to their ecology or have examined potential differences in treatment effects applied within historically mixed- vs. low-severity fire regimes. Therefore, we evaluated prescribed fire treatment effects and relationships with burn severity for avian communities in dry conifer forests dominated by ponderosa pine (Pinus ponderosa) located on seven National Forests in the interior western United States. We surveyed birds for 1–4 years and 1–3 years before and after prescribed fire treatments at mixed- and low-severity fire regime locations, respectively, following a before-after, control-impact study design – 8 paired control-treatment units in mixed-severity locations (16 total study units with 320 survey points) and 4 paired control-treatment units in low-severity locations (8 total study units with 278 survey points). Using a Bayesian hierarchical multi-species occupancy model, we analyzed occupancy patterns for 95 species.Results: We found 33 species with statistically supported treatment effects and/or burn severity relationships primarily in mixed-severity locations. The data supported positive treatment effects at mixed severity locations for 9 species (American Robin [Turdus migratorius], Western Bluebird [Sialia mexicana], Hairy Woodpecker [Dryobates villosus], Black-backed Woodpecker [Picoides arcticus], American Three-toed Woodpecker [Picoides dorsalis], House Wren [Troglodytes aedon], Dusky Flycatcher [Empidonax oberholseri], Western Wood-peewee [Contopus sordidulus], Gray Flycatcher[Empidonax wrightii]), whose occupancy shifted towards more severely burned points after treatment, and a negative effect for one species (Ruby-crowned Kinglet [Corthylio calendula]), whose occupancy shifted away from burned points. At low severity locations, only two species exhibited treatment effects, both negative (Red-faced Warbler [Cardellina rubrifrons], and Lark Sparrow [Chondestes grammacus]). We also found supported occupancy relationships with burn severity post-treatment (i.e., regardless of species distribution before treatment) for 29 species, most of which were consistent with their life histories (e.g., patterns of positive relationships for cavity-nesting, bark insectivores and negative relationships for open-nesting, foliage insectivores). Stronger responses to prescribed fire treatments at mixed-severity locations were unexpected because prescribed fire applications are more similar to historical wildfires characterizing low-severity fire regimes.Conclusions: Bird populations in historically low-severity locations may be relatively unresponsive to prescribed fire because fire there is typically more frequent, expected, and regular. By comparison, fire events are relatively rare historically in mixed severity locations, potentially eliciting more responses to an infrequent opportunity, even by species that are strongly associated with recently burned forests by wildfire. Our results suggest that fire management activities intended to reduce fuels and lower the risk of high-severity wildfire can also be effective in creating habitat for some fire specialists at least in the short term.

Abstract A. donax is an aggressive species with an ability to reproduce quickly, allowing it to out-compete native plant species, and has established itself as one of the primary threats to native riparian habitats in its introduced range, dramatically altering ecological and successional processes and altering habitats towards dense, monotypic stands up to 8 m tall. It is listed as one of the 100 world's worst invasive alien species (ISSG, 2011). This species represent a serious concern in arid and semiarid habitats because it outcompete native vegetation in the access to soil-water. It uses more water than native plants, lowering groundwater tables. A. donax is highly flammable and can change fire regimes in invaded areas (USDA-ARS, 2014). Control is an expensive process involving cutting plants to the ground and manual application of herbicides to avoid harming native species. Biological control efforts are being developed as one of the primary tools for the long-term management of this pest. However, A. donax is a valuable and very fast-growing crop that is being promoted for the production of fuel, fibres and pulp, and is also widely used as an ornamental. This means that further introductions are likely and the balance between exploitation and threat as an invasive plant requires careful consideration (Raghu et al., 2006; Low and Booth, 2007).

In countries other than the United States, the study and practice of speech-language pathology is little known or nonexistent. Recognition of professionals in the field is minimal. Speech-language pathologists in countries where speech-language pathology is a widely recognized and respected profession often seek to share their expertise in places where little support is available for individuals with communication disorders. The Peace Corps offers a unique, long-term volunteer opportunity to people with a variety of backgrounds, including speech-language pathologists. Though Peace Corps programs do not specifically focus on speech-language pathology, many are easily adapted to the profession because they support populations of people with disabilities. This article describes how the needs of local children with communication disorders are readily addressed by a Special Education Peace Corps volunteer.

Organized crime is spreading like a global virus as mobs take advantage of open borders to establish local franchises at will. That at least is the fear, inspired by stories of Russian mobsters in New York, Chinese triads in London, and Italian mafias throughout the West. As this book explains, the truth is more complicated. The author has spent years researching mafia groups in Italy, Russia, the United States, and China, and argues that mafiosi often find themselves abroad against their will, rather than through a strategic plan to colonize new territories. Once there, they do not always succeed in establishing themselves. The book spells out the conditions that lead to their long-term success, namely sudden market expansion that is neither exploited by local rivals nor blocked by authorities. Ultimately the inability of the state to govern economic transformations gives mafias their opportunity. In a series of matched comparisons, the book charts the attempts of the Calabrese 'Ndrangheta to move to the north of Italy, and shows how the Sicilian mafia expanded to early twentieth-century New York, but failed around the same time to find a niche in Argentina. The book explains why the Russian mafia failed to penetrate Rome but succeeded in Hungary. A pioneering chapter on China examines the challenges that triads from Taiwan and Hong Kong find in branching out to the mainland. This book is both a compelling read and a sober assessment of the risks posed by globalization and immigration for the spread of mafias.

The purpose of this experiment was to collect suspended particulate matter from a university campus, directly below an airport’s arriving flight path’s descent line, and to analyze lead content suspended in the air. Two collection sets of three separate samples were collected on six separate days, one set in July of 2018 and the second set in January 2019.

I am honoured to be invited to give this lecture before so distinguished an audience of development economists. For the last 21/2 years I have been director of a project financed by the Canadian Institute for Advanced Research and composed of a group of scholars from Canada, the United States, and Israel.I Our brief is to study the determinants of long term economic growth. Although our primary focus is on advanced industrial countries such as my own, some of us have come to the conclusion that there is more common ground between developed and developing countries than we might have first thought. I am, however, no expert on development economics so I must let you decide how much of what I say is applicable to economies such as your own. Today, I will discuss some of the grand themes that have arisen in my studies with our group. In the short time available, I can only allude to how these themes are rooted in our more detailed studies. In doing this, I must hasten to add that I speak for myself alone; our group has no corporate view other than the sum of our individual, and very individualistic, views.
