The conclusion considers the value of the partnership between hip hop and diplomacy. Hip hop diplomacy has value in convening groups unlikely to collaborate otherwise; it can be a source of validation for hip hop artists and their communities; and it can generate a favorable view of the United States and good will towards its citizens. Such positive outcomes, however, are not automatic and require that programs be conducted with respect, humility, self-awareness and a willingness to collaborate with local partners. Although the State Department faced severe funding cuts in the first years of the Trump administration, hip hop diplomacy has remained well-funded, although its future is uncertain. Specific anecdotes and case studies come from Next Level programs in Bangladesh, El Salvador, and Morocco.

One of the few unambiguously positive outcomes of the George W. Bush years is a greater interest in the practice of democracy promotion. However, the expansion of scholarship in this area has not been matched by an equal expansion in its scope. There continues to be an overwhelming tendency to focus exclusively on empirical case studies and policy prescriptions, usually informed by a set of unstated liberal assumptions. Nothing is necessarily wrong with this per se. The problem stems from the lack of attention directed toward the larger theoretical and conceptual frameworks that inform and shape these practices. Responding to this state of affairs, this article examines the way certain theoretical tendencies and commitments have helped give rise to many problematic aspects of liberal democracy promotion. It is necessary to challenge the restrictive framework that currently dominates. It is argued that to do so entails rethinking, extending, and pluralizing the way democracy itself is conceived.

We examine the development of the Kentucky nongraded primary program at the state level, and in six rural elementary schools from 1991 through 1998 (case studies of four of these schools are included in Appendix A). Data collected from our longitudinal qualitative study reveal that teachers changed their classrooms in response to the primary program mandate, and some positive outcomes occurred for students. Implementation was hampered, however, by rapid implementation timelines, failure to clearly articulate the purpose of the program and how it linked with a larger reform effort, and a firmly entrenched "graded" mindset. Currently, progress toward full implementation of a continuous progress model for primary students has stagnated. To revive the program, policymakers need to make program goals clear, demonstrate how its implementation will facilitate attainment of reform goals, and assist teachers in implementing the program as intended. In Toronto, and cities across Canada, increasing population intensification in urban centres has put pressure on municipalities and created uneven patterns of growth. Tax increment financing (TIF) is a flexible tool that can direct and manage growth, fund infrastructure investments, and revitalize communities. In 2006, the Government of Ontario passed the Tax Increment Financing Act, yet no jurisdiction in the province has implemented the tool. This report identifies and analyzes how TIF can be implemented in Toronto to effectively achieve positive outcomes. To do this, a combination of literature, best practices and case studies were explored. As the municipality with the most extensive experience with TIF in Canada, Calgary’s case is a focus of the report. The findings of the research are presented in the form of recommendations guiding how the City of Toronto could most effectively implement a TIF scheme.

ABSTRACTThis paper addresses the issue of corporate sustainability. It examines why achieving sustainability is becoming an increasingly vital issue for society and organisations, defines sustainability and then outlines a set of phases through which organisations can move to achieve increasing levels of sustainability. Case studies are presented of organisations at various phases indicating the benefits, for the organisation and its stakeholders, which can be made at each phase. Finally the paper argues that there is a marked contrast between the two competing philosophies of neo-conservatism (economic rationalism) and the emerging philosophy of sustainability. Management schools have been strongly influenced by economic rationalism, which underpins the traditional orthodoxies presented in such schools. Sustainability represents an urgent challenge for management schools to rethink these traditional orthodoxies and give sustainability a central place in the curriculum.

Short-form versions of the Screening Test of Spanish Grammar (Toronto, 1973) and the Northwestern Syntax Screening Test (Lee, 1971) were devised for use with bilingual Latino children while preserving the original normative data. Application of a multiple regression technique to data collected on 60 lower social status Latino children (four years and six months to seven years and one month) from Spanish Harlem and Yonkers, New York, yielded a small but powerful set of predictor items from the Spanish and English tests. Clinicians may make rapid and accurate predictions of STSG or NSST total screening scores from administration of substantially shortened versions of the instruments. Case studies of Latino children from Chicago and Miami serve to cross-validate the procedure outside the New York metropolitan area.

As the field of telepractice grows, perceived barriers to service delivery must be anticipated and addressed in order to provide appropriate service delivery to individuals who will benefit from this model. When applying telepractice to the field of AAC, additional barriers are encountered when clients with complex communication needs are unable to speak, often present with severe quadriplegia and are unable to position themselves or access the computer independently, and/or may have cognitive impairments and limited computer experience. Some access methods, such as eye gaze, can also present technological challenges in the telepractice environment. These barriers can be overcome, and telepractice is not only practical and effective, but often a preferred means of service delivery for persons with complex communication needs.
