Currently, tourism is characterized as relevant and popular phenomenon. Around the world, people travel year-round, and every year according to the WTO the number of tourists increases. It is a recognized fact that integrated tourism development in a particular area leads to its socio-economic development. Currently, Russia has considerable natural-recreational potential, is on the way of development of internal tourism, through specific measures.

Abstract. In this article the issues of financial capacities mobilization of amalgamated territorial communities for intensification of their investment and innovative activity are considered. It will contribute to the systemic development of the regional (territorial) economy. Ensuring the increase of financial and investment potential of the territorial economy is impossible without a quantitative assessment of its volume and level. To assess the level of the region’s provision with its own financial and investment potential, we used a method of assessing the ratio of net and gross volume of financial and investment potential. Calculations have shown that in 2010—2018 in the economy of Ukraine there was a general trend in increase of number of regions with a free savings deficit, that could have been attracted into the investment process. Based on the results of the analysis, a conclusion is made about the asymmetry of regional economic development. Regions with developed industry faced the least problems with the formation of financial and investment potential. Our suggestions are to develop the entrepreneurial potential in the direction of establishing import substitution in order to increase the territorial community’s own financial resources. The authors’ idea of choosing the industry for the organization of import-substituting productions is tested on the example of Lviv region. This idea is to direct financial and investment resources to those sectors of industry that will have good consumer prospects, in spite the fact that their market share is insignificant due to the imports. As a result, regions (territories) will have the opportunity to produce consumer goods and mobilize domestic resources, and at the same time attract and accumulate external financial and investment resources. We believe that such strategy will ensure the effective socio-economic development of the regional (territorial) economy. During periods of geo-economic and geopolitical instability in the conditions of aggravation of relations between Russia and the West an objective assessment of socio-economic development alternatives is needed with the objective of establishing an effective competitive national economy, agreeable to standards of modern realities inclusion into the system of world economic relations, aimed at import replacement and strategic security of the state. In our view, theories and concepts are necessary for the development of import substitution as an important condition of economic safety maintenance of the country and its regions. According to Russian scientists they are a significant factor for stable and sustainable innovative development of the specific site, increase the likelihood of sustained development of country economy and its regions and make a significant contribution to the development of the regional economy. The state has many effective tools for influencing the market and the business to optimize economic growth, redress imbalances of socio-economic development of territories. The government is interested in ensuring economic, food supply and financial security of the country. In the framework of import substitution policy regional authorities have the opportunity to create and implement various incentive schemes of import substitution process. The process efficiency depends on the management system construction of import substitution in the region. It shows a clear need for the study of the role and importance of regional regulation of import substitution. Management of regional economy should be based on the understanding that import substitution is a development resource. It is the perception concept of import substitution process that should be the basis for a new regional economic policy in Russia, focused on modernization and innovative development of its non-oil sector and rational use of resources. The article provides the definition of "import substitution", measures aimed to implement the import substitution process in the Kursk region and characteristics of regional import substitution plan submitted by the organizational and managerial model of import substitution process in the Kursk region.

Subject. I devise a system approach to identifying and evaluating threats in ensuring the economic security of regions. Objectives. The study focuses on threats to the socio-economic development of regions in difficult geopolitical situations and determines how they can be eliminated. IT is important to determine key threats to the socio-economic development and the way they can be eliminated regionally. Methods. The article employs the multilevel and integrated approaches, a set of methods, such as systems, comparative and structural analyses, road mapping. Results. The article sets forth a road map for eliminating threats to the socio-economic development of regions, metrics to monitor the current situation and identify threats. I analyzed the socio-economic development of regions in the Ural Federal District and pinpointed the main threats. I conducted the comparative analysis of indicators to monitor the socio-economic development of regions, illustrative the cases of the Russian Federation, Ural Federal District, Sverdlovsk Oblast for 2018 year-on-year. The Ural Federal District and Sverdlovsk Oblast were found to exceed Russia’s average indicators in terms of directions of eliminating threats. It is indicative of opportunities to effectively employ the high production capacity of the old industrial region. Conclusions and Relevance. To settle directions of the socio-economic development of regions, economic agents should consider the elimination of threats, such as the new industrialization, comprehensive integration of innovation throughout economic sectors, import substitution, integration of production and social sector. The findings can be used by constituent entities of the Russian Federation to comprehensively assess the socio-economic development of regions, discover the main threats, and choose what should be done to eliminate them.

The loss of country’s socio-economic development stability puts on the agenda the problem of finding solutions contributing to the maintenance of Russian households’ welfare. The authors believe that these solutions lie in the broader area than applying various instruments of monetary support. The most effective solutions are related to the actualization of own resources of households that can act as a safety margin as well as a source of social development. The attempt to evaluate the households’ resource provision and highlight the significance of each resource enabling or creating barriers to the growth of households’ welfare is made in this article. On the basis of received conclusions social policy areas directed at preserving or enhancing the welfare are defined.
