Directions of eliminating threats to the socio-economic development of regions

Subject. I devise a system approach to identifying and evaluating threats in ensuring the economic security of regions. Objectives. The study focuses on threats to the socio-economic development of regions in difficult geopolitical situations and determines how they can be eliminated. IT is important to determine key threats to the socio-economic development and the way they can be eliminated regionally. Methods. The article employs the multilevel and integrated approaches, a set of methods, such as systems, comparative and structural analyses, road mapping. Results. The article sets forth a road map for eliminating threats to the socio-economic development of regions, metrics to monitor the current situation and identify threats. I analyzed the socio-economic development of regions in the Ural Federal District and pinpointed the main threats. I conducted the comparative analysis of indicators to monitor the socio-economic development of regions, illustrative the cases of the Russian Federation, Ural Federal District, Sverdlovsk Oblast for 2018 year-on-year. The Ural Federal District and Sverdlovsk Oblast were found to exceed Russia’s average indicators in terms of directions of eliminating threats. It is indicative of opportunities to effectively employ the high production capacity of the old industrial region. Conclusions and Relevance. To settle directions of the socio-economic development of regions, economic agents should consider the elimination of threats, such as the new industrialization, comprehensive integration of innovation throughout economic sectors, import substitution, integration of production and social sector. The findings can be used by constituent entities of the Russian Federation to comprehensively assess the socio-economic development of regions, discover the main threats, and choose what should be done to eliminate them.

Stable economic development, timely neutralization of challenges and threats are the most important prerequisites for economic security of Russia and its regions. Uneven spatial development of the Russian Federation and the increasing differentiation in the regional development are listed as the main challenges and threats to economic security in the Economic Security Strategy of the Russian Federation for the period up to 2030. The socio-economic development of the Caspian regions is characterized by significant disparities, which determined the purpose of the research. Particular attention is paid to the study of inter-regional differentiation as a threat to economic security. An analytical review of the indicators of socio-economic development in these constituent territories of the Russian Federation allowed for identification of various risks and threats to economic security. The analysis allowed the author to conclude that when assessing threats to the economic security of the regions, it is necessary to take into account territorial, sectoral features, multi-ethnicity, etc. Hence, it is necessary to enhance the quantitative assessment indicators, complementing them with qualitative level indicators. In order to achieve the necessary objectivity, depth and comprehensiveness in understanding, taking into account the realities of modernity, the author recommends assessing state's economic security in the regions and the policy of ensuring it from an interdisciplinary perspective, relying on economic science as well as on other areas of scientific knowledge.

The article analyzes the Russian migration policy in the Far East Federal District in the period of 1990-2000. The Author researches the evolution of migration policy and its effectiveness in achieving the goals of socio-economic development of the Far East and national security of the Russian Federation. Based on the analysis of statistical data the article concludes that the current level of socio-economic development of the region does not allow to solve of the problems of leveling economic development, increasing the population of border areas and ensuring the growth of labor potential of the Far East Federal District. The author notes the long-term trend of population decline in the Far East Federal district.

The Federal District, as the highest link in the economic zoning of the Russian Federation, is the most important element of the national economic system, which largely determines the features of its functioning. The article provides an overview of the internal differences of the federal districts of the Russian Federation in terms of gross regional product. This indicator is one of the most important indicators of the specificity of the socio-economic development of the regions, and also, to a certain extent, reflects the possibility of their balanced functioning. Based on the official data presented on the website of the Federal State Statistics Service, the federal districts of Russia were ranked according to the indicator under study and their typology was presented. Within the framework of this typology, groups are identified that reflect the differences between the constituent entities of the Russian Federation in the distribution of gross regional product per capita in federal districts with its value above or below the average Russian level, respectively. Within each federal district, entities with maximum and minimum values of gross regional product per capita were identified. On this basis, an intra-district imbalance coefficient is calculated, reflecting the degree of the gap in the levels of socio-economic development of the constituent entities of the Russian Federation within the corresponding federal district. A brief description of the federal districts belonging to two different types is given in terms of the balance of their socio-economic development. The general trend of dependence of the coefficient of intra-district imbalance on the level of regional development is shown. There are some features that need to be taken into account when formulating development programmes and strategies at the federal district gape.

Subject. The article focuses on the innovative import substitution as a requirement for the socio-economic security of the Russian Federation. Objectives. We address theoretical and methodological issues of the innovation-driven import substitution in order to update, command and use brand-new technologies for purposes of the production and economy. Methods. The study is based on statistical and economic-mathematical methods and methods of comparative analysis. We also apply our own techniques for evaluating the innovative and technological potential of regions. Results. We analyzed key approaches to understanding the concept of import substitution. The article provides our own interpretation of socio-economic security threats as issues caused due to the underdeveloped domestic production of food and technologies, which are strategic for the appropriate technological independence. We analyzed the foreign practice of import substitution and discovered the specifics, issues and weaknesses of the import substitution policy that Russia currently promotes. The article unveils the substance and specifics of innovation within the import substitution course as a sub-system of public administration of local socio-economic processes. Illustrating the Ural Federal District, we determined capabilities of old industrial regions as promising points of innovative import substitution. Conclusions and Relevance. Innovative import substitution is extremely important as a requirement for the socio-economic security of the Russian Federation so as to technologically advance the Russian economy and make it more competitive and sustainable. The article formulates priorities and key tasks of the innovative import substitution strategy in the Russian Federation. The article is intended for experts in innovation processes at the regional and federal levels.

The article deals with the problem of uneven socio-economic development of the regions of the Russian Federation as a threat to the economic security. In the Russian Federation, as one of the most likely threats to the economic security of a country, the localization of which should be the focus of the activities of federal authorities, is the increasing unevenness of the socio-economic development of regions. Differences in the level of socio-economic development of regions, the presence of depressed, crisis and economically backward areas, disruption of production and technological ties, as well as the widening gap in the level of production of national income per capita between individual subjects of the Russian Federation - all this creates real threats economic security of the country. The article presents an analysis of the development of regions, as well as a list of measures necessary for the state to solve existing problems.

The article shows how cooperation between the subjects of the Russian Federation increases the potential of economically united regions. Conclusions. When preparing national strategic planning documents, it is necessary to take into account the specifics of regions, their capacity, available resources, and focus on the relationship between regions.
