The article focuses on the policy conducted by the Management Board of Siberian Merchant Bank in reference to its regional branches from 1873 to 1920 using the example of the Irkutsk Branch. The policy included circulars and instructions that were sent to the branches and were supposed to regulate their activity in order to comply with the Bank’s general development strategy. The documents, regulating the activity of regional branches, are kept mainly in historical archives of Irkutsk and St. Petersburg. Some of the circulars are general in nature, some of them relate to the Irkutsk Branch and its activity. The research reviewed the documentary materials, defining the key directions and peculiarities of the Bank’s policy concerning to the regional branches. The Bank’s policy was based on the detailed analysis of the economic situation in the region under the coverage of its activity. The Management Board thoroughly studied all the local periodicals, which the regional branches sent to them. A special focus in the article is given to the Bank’s policy toward regional Accounting Committees, which was cautious and rather distrustful. It should be mentioned that social policy toward its employees was not alien to the Management Board of Siberian Merchant Bank. It could include provision of housing and various financial incentives. As a conclusion, in general the Bank’s policy toward regional branches can be described as pragmatic, moderate, but not excluding its socially-oriented approach.

The subject of the researchis the activity of sovereign funds as a tool of the budgetary policy ensuring the sustainability of the budget system and having a positive impact on the national currency rate.The relevance of the researchis due, first, to the changing conditions, goals and tasks of establishing sovereign funds in the XXI century and, second, to the need to update approaches to coordination of the fiscal and monetary policies with account for modern macroeconomic challenges and shocks.The purpose of the researchwas to identify current trends in the development of sovereign funds and define the main areas for improving the mechanism for the formation of sovereign funds and making use of their money in Russia. Based on the analysis of the foreign and domestic experience in running sovereign funds, the paper reveals the stages and trends of their development. It also shows the changes in the conceptual approaches, sources and rules for the formation of sovereign funds and analyzes the prospects of their modernization. A special focus is placed on increasing the transparency of sovereign funds, in particular, Russian funds.The paper concludesthat in order to achieve the strategic goals and tasks of the Russian National Wealth Fund it is necessary to develop a long-term development strategy for Russian sovereign funds. Besides, to reduce the dependence of the budget system revenues on the world market prices, parts of corporate tax revenues and PIT revenues can be transferred to the National Welfare Fund, which will make it possible to maintain the counter-cyclical nature of the budgetary policy.

Introduction. The influence of political factors on economic processes in Ukraine is extremely important. Changes in political elites, their use of certain social and economic instruments, types and models, affect the state of social and economic development of the country in the short, medium and long term. That is why research and analysis of the economic situation in political cycles is an important issue that needs to be studied. Methods. The theoretical and methodological basis of the research are the fundamental positions of modern economic theory, scientific works of scientists on the problems of economic cycles. The general development of the Ukrainian economy under the influence of political factors is analyzed in the course of the research on the basis of the historical approach, as well as the method of analysis and synthesis used to determine the influence of political cycles on the development of the country's economy, abstraction and synthesis, comparison and analogy when comparing the results obtained by researchers and establishing the possibility of their use for carrying out tasks for the prevention of economic imbalances. Results. The article deals with the influence of political cycles on the economic situation, the dynamics of macroeconomic indicators and economic development in Ukraine. The main problems of economic policy are outlined and recommendations on elimination of economic imbalances and increase of welfare of citizens, increase of efficiency of fiscal measures in Ukraine are developed. It has been determined that in order to overcome the above-mentioned problems in the economic sphere in the process of elaboration of the economic development strategy for the long-term perspective, it is necessary to involve experts from among the scholars, business circles, expert analytical organizations in forming the directions of implementation of fiscal policy in the long-term perspective, as well as to ensure transparent and open relations. between state authorities and other actors in the social and economic sphere. Discussion. The study of political transformations and the analysis of their impact on economic fluctuations will enable future researchers to use better the results of their work to prevent economic imbalances in Ukraine. Science empowers as a nation’s toughest weapon in the future global competition and cooperation. A large number of countries listed in-house R&D for science-based innovations as their core development strategy in the next decade. This paper conducts multi-case analysis on four science-based innovations in China as a reference for how a new science-based venture superseded in global market and developed indigenous capability to generate much business value as well as scientific value. The four cases detailed are container inspection system, hot redundant JX-100 DCS, high-performance Dawning supercomputers and Chinese-character laser phototypesetting system. We concluded that the successful commercialization of a nationwide and grand scientific project requires the following: (1) visionary scientists’ solid authority, direct participation, business acumen and a strong sense of patriotism, without intermediaries, are the core for successful science-based innovation and commercialization during knowledge transformation; and (2) the powerful and direct support from the policymakers. Forms of support may vary from financial incentives, policy enforcement and endorsement. The consequences for the success of science-based innovations are the creation of highly-skilled manpower, new market as well as shifting away from low-cost strategy to innovative strategy.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. Ha Long Bay is one of eminent tourist destinations in Vietnam. This destination has been attaining international recognition for its landscape beauty and uniqueness, besides its  geological values inside the region. There has been an increasing number on tourist arrivals since Ha Long Bay declared as UNESCO Heritage Sites in 1994. However, the increasing of tourist visitors teamed with some problematic issues related to environment and certain conflicts between tourism and protection to natural heritage. This paper discussed the issues and government efforts to manage Ha Long Bay tourist destination. Research Method used is qualitative and descriptive data analysis. Data sources derived from primary and secondary data. The result of the research shows that Vietnamese Government has issued Strategy on Vietnam’s Tourism Development until 2020, Vision to 2030 and Vietnam’s Sustainable Development Strategy for 2011-2020. Ha Long Bay Management Board becomes the leading sector in Ha Long Bay management, which has been doing partnership with international organizations, involving local government, private sectors and local communities. These become an important point for the implementation of Action Plan for Preservation of the Ha Long Bay Heritage, to achieve quality tourism and sustainability of Ha Long Bay environment.

This chapter pursues the analysis of Appaya’s Śivādvaita works with a special focus on his engagement with the Śrīvaiṣṇava tradition of Viśiṣṭādvaita Vedānta. It examines a number of arguments and strategies Appaya employs to criticize Rāmānuja’s theology and his reading of the Brahmasūtras, and thereby establish Śrīkaṇṭha’s theology as the superior system. It sums up the content of two key works of Śivādvaita Vedānta—the Ānandalaharī and the Śivādvaitanirṇaya—and also pays attention to a little-studied work of Śivādvaita Vedānta, the Ratnatrayaparīkṣā, a short devotional hymn with self-authored commentary in which Appaya encapsulates his original vision of Śrīkaṇṭha’s ‘esoteric’ theology. It features a detailed analysis of Appaya’s response to the doctrine of aikaśāstrya, one of the core doctrines developed by Sudarśanasūri, a late thirteenth-century scholar who may well have been Appaya’s nemesis. The chapter concludes with an examination of Appaya’s critical take on Pāñcarātra, a key source of Śrīvaiṣṇava theology.

The aim of this article is to study the role of defense-related R&D in national systems of innovation, with a special focus on France. We first highlight the role of defense in the national system of R&D for European countries and then detail the case for the French Ministry of Defense. The article presents information provided by the OECD science and technology database and the French statistical survey on R&D based on the OECD methodology. In terms of funding as well as in terms of performance, the organization of research efforts is quite different from one European country to another. The detailed analysis of the French case shows an approximate stability in terms of funding after the gap of the late 1990s, but also a switch from R&D that is performed in-house to contracts with the industrial sector. This comparative exercise about Europe provides insights on the specificities of national systems of innovation and their evolution.
