Regional officials who are dealing with target groups and should cope with real world limits and conflicts heavily influence implementation of agri-environmental policies. This process is not addressed enough to understand what are the concepts behind and potential difficulties when introduced the EU policies. Group of actors is operating and acting to pursue their interest on the regional level usually. Their interactions motivated by particular common interest finally could turn the policy to a failure or to a success. In order to answer some questions regarding implementation process, the case study was prepared in Bílé Karpaty dealing with farming vs. conservation conflict. The aspects of policy agreement were studied and potential changes of policy agreement as a result of the EU policies introduction in the Czech Republic was assessed. Lesson for policy design and management from the case study was expected.

Neither personal income tax nor social security is harmonised within the EU. Social security systems are coordinated at EU level whereas personal income tax in cross-border situations is governed by respective double tax treaties. In most EU countries, personal income tax and social security contributions are relatively distinct payments. This article examines problems surrounding the interaction between personal income tax and social security contributions on a national and international level based on a case study of cross-border employment between the Czech Republic and Denmark. As the Czech and the Danish systems are designed very differently, the case study allows for clear illustration of the issue at-hand. The aim is to identify the elements influencing the impact of different coordination rules in personal income tax and social security contributions, illustrate and discuss the potential problems of such mismatches between the two payments. The impact on final payments differs, not only due to the different levels of coordination of the payments, but also due to the different designs of the two national systems. Thus, it would be very difficult to address all the scenarios with a one size fits all measure for all the EU Member States that would overcome the differences in this coordination.

AbstractThe aim of this article is to look at the phenomenon of Europeanization of judiciaries of third countries through the prism of EU external policy. It is argued that external factors (objectives of EU external policies, EU soft law, EU technical and financial assistance, favourable interpretation of EU law by the ECJ towards third country nationals) play important role in persuading third country judiciaries to apply the EU acquis in their judgments. The similar pattern can be envisaged with regard to Russia and Ukraine. Case study shows that EU policies towards these countries led to generally favourable attitude towards applying the EU acquis by Russian and Ukrainian courts, though mainly as a persuasive source of law. However, problems linked to effectiveness, independence and fight with corruption hinder further Europeanization of judiciaries in Russia and Ukraine.

This paper is focused on the evaluation of the effectiveness of a tool that is used in the world and Europe to a comprehensive and systematic solution of the employment at the regional level. These are the so-called employment pacts.The theme is the more up-to-date due to the onset of the global economic crisis since 2008, which brought a deepening of socio-economic problems in the labour market, with negative implications upon an increasing rate of unemployment.The Moravian-Silesian Employment Pact has been chosen for the case study. It was established as the first one of its kind in the Czech Republic, in the structurally affected region of Silesia.The result is the finding that employment pacts are generally a useful tool to resolve problems in regional labor markets.

Smart specialisation is a main pillar of the Europe 2020 strategy, which creates the basic strategic framework for individual EU policies including the cohesion policy and the research, development and innovation policy for the new programming period. The concept can be defined as a discovery of national/regional strengths in the field of research, development and innovation. Its key characteristic is an accent on innovation and concentration of human and financial resources allocated to research and development into several globally competitive fields, which can become a basis for the next economic growth and prosperity. Each region or state should prepare new innovation strategies based on smart specialisation since such strategies are conditionality for negotiation of new operational programmes. Because the concept is relatively new in the Czech Republic, the article aims at introducing it on the basis of foreign literature and official EU documents, and discussing some problems that should be taken into account in designing the strategy.

After 1989, Czech economy was transformed into free market economy and this brought many changes into agricultural sector. One of the changes was the decline of the volume of agricultural production which caused that many of objects used in agriculture lost their function and were not needed any more. Here begins the origin of agricultural brownfields. There was no interest in this problem for a long period; a bigger attention paid to brownfields started in the context of the Czech Republic entrance into the EU and with the possibility to draw finances for the brownfields’ regeneration from the structural funds of the EU. This article deals with the problematic of agricultural brownfields in the Vysocina Region since there were located 44 brownfields of this type and it is important to know about this and to set up a strategy to solve this problem.

Abstract Qualification requirements for foreign suppliers in Public Procurement (PP) are quite different in each European Union (EU) member state. The most complex requirements for foreign suppliers in the context of public purchases are included in the Czech PP law. The aim of this paper is to make an overview of the problem of qualification requirements for foreign suppliers in the PP law of the CR. Its sub-objectives are the identification and explanation of solutions to the problem in the PP legislation of neighboring countries of the CR that are also members of the EU. The methodological part of the contribution is based mainly on the analysis and critical evaluation of the current state of legal issues relating to the proof of qualification of foreign suppliers in PP orders of the CR; with examples of fairly extensive decision-making practices of the Office for the Protection of Competition and law courts, including the jurisprudence of the European Court of Justice. The paper highlights the unnecessary complexity of qualification requirements that, on purely formal grounds, inhibits submissions of tenders from potential foreign suppliers that would otherwise be able to submit a bid for a public contract without any problems whatsoever. The authors are using and applying a comparative-legal method in the context of the comparison of the PP legislation of neighboring countries of the CR that are also members of the EU. The case study of foreign suppliers bidding for above-threshold public tenders in the CR at the minimum legal requirements of the contracting authority (CA) for proof of qualification, the comparation study with selected EU countries or analysis of the development of the proportion of public contracts awarded to foreign suppliers in 2010–2014 shows that there is legislation uncertainty in EU PP law that should be reduced and simplified on an EC basis.

Abstract The article deals with the problematic of the Common Agricultural Policy (CAP) as the crucial political question related with the European Integration. The authors describes and analysis the role of the CAP within the EU policies, its development form the very beginning of the integration its internal structure, rules of organisation, working system and financial aspects. The close concern is given to the question of the long-term sustainability of CAP and the reform for the next financial period (2014-2020). Th e special part is devoted to the influence of the CAP on the enlargement process with the special impetus to the association of Georgia to the EU.

Numerous Central and Eastern European countries have restructured their regional level of public administration in the context of their accession to the European Union. Focusing on the Czech Republic and Slovakia, the article studies how the EU has influenced the institutionalization of regions and regional self-government. Regionalization may have been driven mainly by EU conditionality or, as a competing explanation suggests, more by domestic factors. The article argues that the EU altered the opportunity structure faced by domestic actors but that its role was more complementary than decisive. Czech and Slovak governments instrumentalized a perceived EU conditionality to promote their own political objectives. These findings demonstrate that a top-down concept of conditionality lends itself to fallacies and should be substantiated by reconstructing the domestic politics of Europeanization.
