Subject. The organisational and methodological aspects of the institutional control of financial and business operations and other types of institutional control carried out by executive authorities in relation to their subordinate institutions. Purpose. The study aims to determine the position of the institutional control of financial and business operations within the system of financial control of the Russian Federation, to study the existing organisational models of certain types of institutional control using the example of the public healthcare system of the Voronezh Region, to identify issues of concern, and to offer possible solutions. Method. The study used data from the consolidated budget of the Russian Federation and the budgets of state extra-budgetary funds of the Russian Federation for 2020, the consolidated budget of state medical organisations of the Voronezh Region, and other financial indicators of the healthcare system in the Voronezh Region for the same period. The methods of the investigation included analysis, observation, generalisation, comparison, grouping, classification, etc. Results. The organisational structure of control (supervision) in the field of healthcare and the financial control of the public healthcare sector was developed and the powers and functions of the executive authorities were investigated. The analysis of the main types of control revealed a relationship between external and internal control as elements of a unified system. The paper provides examples of typical violations identified as a result of the institutional control of state medical organisations in the Voronezh Region. Conclusions. The hypothesis was confirmed that it is necessary to implement institutional control of the financial and business operations as part of the system of state (municipal) management by using financial control tools with due consideration for industry specifics.

This article reports on a discourse analysis of the representation of healthcare in the print news media, and the way this representation shapes perspectives of healthcare. We analysed news items from six major Australian newspapers over a three-year time period. We show how various framing devices promote ideas about a crisis in the current public healthcare system, the existence of a precarious balance between the public and private health sectors, and the benefits of private healthcare. We employ Bourdieu’s concepts of field and capital to demonstrate the processes through which these devices are employed to conceal the power relations operating in the healthcare sector, to obscure the identity of those who gain the most from the expansion of private sector medicine, and to indirectly increase health inequalities.

The study is devoted to the analysis of the implemented measures in relation to the healthcare sector in the Russian Federation, which are designed to improve the standard of living of citizens. In particular, the state program of the Russian Federation «Development of Healthcare» is considered. The paper analyzes the quantitative statistical indicators that most representatively reflect the results achieved at the present stage. The aim of the work is also to identify how the Russian healthcare system is currently being transformed and what prospects are provided by the state. The purpose of the study: To analyze the process of implementation of state programs in the field of healthcare in terms of quantitative and qualitative characteristics of their implementation. Materials, methods and conditions of research. The materials of the implementation of the state program «Development of Healthcare», the national project «Healthcare», the statistical yearbooks of the Federal State Statistics Service for 2018–2020, as well as statistical information from the databases of Rosgosstat of the Russian Federation were studied. Objectives of the study: to analyze and evaluate the state of ongoing transformations in the Russian healthcare system, by identifying the main directions of development, as well as analyzing relevant statistical data. Research perspective. At present, the problem of health development is more urgent than ever, and the problem is becoming particularly acute, against the background of the spread of the COVID-19 virus pandemic. For rapid response and elimination of hotbeds of infection, it is necessary to provide the population with sufficient basic parameters for providing medical services. Therefore, it is important to analyze how effective the actions of the state are to increase the ratio of the number of doctors to the number of the population. At the same time, it is necessary to consider the opportunities for motivating employees in this field, which are currently created.

Background Currently, chiropractic is not incorporated into the South African public healthcare sector despite its emphasis on the values of wellness and health. This is due to a poor relationship with mainstream medical practitioners, the construct of chiropractic education and its long standing isolation within the healthcare system within South Africa. The public healthcare sector in South Africa is strained. Low back pain is one of the main reasons patients seek medical attention from primary medical doctors. A growing body of evidence is now emerging which supports the role of chiropractic in post-surgical rehabilitation and the treatment of extraspinal non-pathological musculoskeletal conditions. Based on the findings of these studies, an argument could be made for the transition of chiropractic from a mainly private practice base to one that would enable it to reach to the wider population in the public healthcare sector. Aim The aim of the research study was to explore and describe the perceptions that chiropractors have about the integration of the chiropractic profession into the South African public healthcare sector. Method A descriptive exploratory qualitative approach was used to guide the study. In- depth interviews were conducted with ten chiropractors within the eThekwini municipality. The main research question for this study was “What are the perceptions of chiropractors in the eThekwini Municipality on the integration of chiropractic into the public healthcare sector of South Africa?” The data was analysed through thematic analysis. Results The main themes that emerged were the role of chiropractic in the healthcare system, the integration of chiropractic into the healthcare sector and the challenges facing chiropractors in the healthcare system. The themes and sub- themes were as follows;; • Theme 1 Role of chiropractic in the healthcare system Sub-theme 1.1 Primary contact for neuromuscular medicine. • Theme 2 Integration of chiropractors into the public healthcare sector Sub-theme 2.1 Relief of overworked healthcare workers. Sub-theme 2.2 Decrease costs in surgical and medication use. Sub-theme 2.3 Increased learning opportunities. Sub-theme 2.4 Use of chiropractic in post-surgical care. Sub-theme 2.5 Need for pre-surgical assessment. Sub-theme 2.6 Integration facilitated by the Chiropractic Association of South Africa (CASA). • Theme 3 Challenges facing chiropractors in the public healthcare sector Sub-theme 3.1 Opposition from medical doctors. Sub-theme 3.2 Opposition from within the chiropractic profession. Sub-theme 3.3 Inability to function as the primary practitioners. Sub-theme 3.4 Unfamiliar structure of the public health care sector. Conclusion A lack of clarity on the identity and role of chiropractic in the public healthcare sector emerged from the findings of this study. Individual chiropractors, the professional body (CASA) and the Allied Health Professions Council of South Africa (AHPCSA) need to engage in active roles in the integration of chiropractic into the public healthcare sector of South Africa.

Background. The technological direction digital Twins is included in the list of the main strategic technological trends of 20192021. At the end of 2021, an initiative was announced in the Russian Federation aimed at creating a digital twin in the domestic healthcare system as part of the primary care modernization project. Aims the purpose of the study is to review possible ways of using digital twins technology in the global healthcare system and in its Russian segment, as well as to build patent and publication landscapes to identify technological and academic leaders of the frontier. Methods. Scientometric and patent analysis. Results. The key stages of the development of the frontier digital twins in healthcare are traced. According to the data of the scientometric and patent analyses carried out in the priority direction digital twins in healthcare and medicine, the Russian Federation at the end of 2021 ranks 35th in the world in terms of specific weight in the total number of articles in publications indexed in WoS, and 20th in the world in terms of specific weight in the total number of patent applications for an invention, i.e. it is not among the 10 leading countries. The citation of domestic publications in the internationalized segment is significantly lower than the average (normalized) indicator, which does not give grounds to talk about the achievement of research excellence and even world-class domestic competence centers. Conclusion. The creation of the Digital Healthcare Consortium in 2018, the world-class Scientific Center Digital Biodesign and Personalized Healthcare in 2020 and the initiative of the regulator (Ministry of Health of Russia) in 2021 should be noted as key events in the development of the frontier in the Russian Federation. At the same time, it is important to note that the main global actors in the transformation of the digital twins frontier into high-tech equipment and services are not research centers, but companies acting simultaneously as qualified customers and beneficiaries of ongoing projects of a full innovation cycle. Having huge RD budgets and having a clear goal setting, it is these participants in the process that become the main drivers of the technological development of the healthcare sector associated with the introduction of digital twins. In this regard, the absence of the direction of Russian companies on the patent landscape cannot but cause concern, which creates risks of using innovative solutions created in the domestic sector of interdisciplinary research in the interests of foreign corporations identified as technology leaders in this review.

Purpose The purpose of this paper is to examine the factors that triggered the privatisation of Bangladesh’s health sector. Design/methodology/approach This study follows systematic reviews in its undertaking and is based on an extensive review of both published and unpublished documents. Different search engines and databases were used to collect the materials. The study takes into account of various research publications, journal articles, government reports, policy and planning documents, relevant press reports/articles, and reports and discussion papers from the World Health Organization, the World Bank and the Asian Development Bank. Findings While Bangladesh’s healthcare sector has undergone an increasing trend towards privatisation, this move has limited benefits on the overall improvement in the health of the people of Bangladesh. The public sector should remain vital, and the government must remobilise it to provide better provision of healthcare. Research limitations/implications The paper focusses only on the public policy aspect of privatisation in healthcare of a country. Practical implications The paper examines the issue of privatisation of healthcare and concludes that privatisation not only makes services more expensive, but also diminishes equity and accountability in the provision of services. The study, first, makes a spate of observations on improving public healthcare resources, which can be of value to key decision makers and stakeholders in the healthcare sector. It also discourages the move towards private sector interventions. Originality/value This study is an independent explanation of a country’s healthcare system. Lesson learned from this study could also be used for developing public policy in similar socio-economic contexts.

OBJECTIVE To analyze the content of policies and action plans within the public healthcare system that addresses the issue of violence against women.METHODS A descriptive and comparative study was conducted on the health policies and plans in Catalonia and Costa Rica from 2005 to 2011. It uses a qualitative methodology with documentary analysis. It is classified by topics that describe and interpret the contents. We considered dimensions, such as principles, strategies, concepts concerning violence against women, health trends, and evaluations.RESULTS Thirteen public policy documents were analyzed. In both countries’ contexts, we have provided an overview of violence against women as a problem whose roots are in gender inequality. The strategies of gender policies that address violence against women are cultural exchange and institutional action within the public healthcare system. The actions of the healthcare sector are expanded into specific plans. The priorities and specificity of actions in healthcare plans were the distinguishing features between the two countries.CONCLUSIONS The common features of the healthcare plans in both the counties include violence against women, use of protocols, detection tasks, care and recovery for women, and professional self-care. Catalonia does not consider healthcare actions with aggressors. Costa Rica has a lower specificity in conceptualization and protocol patterns, as well as a lack of updates concerning health standards in Catalonia.
