Advanced Manufacturing (AM) markets are a major factor of contemporary worldwide growth that to a large extent determines countries’ competitiveness. Strengthening and/or optimizing the positions on AM markets is among the major challenges for modern industrial policy. This article discusses the structure and dynamics of the development of advanced manufacturing markets, as well as the specifics of the policies of the countries strengthening their positions in these markets. Gaining entry into AM markets currently implies individual countries’ and industries’ adopting different models which combine a wide range of factors. Small nations are rapidly applying such approaches, gaining advantages and thus increasing their competitive edge, which creates certain challenges for leading high-tech countries too slow to adjust their industrial policies. So far the basis for Industry 4.0 markets is just emerging, and remains limited to a few nations including developing ones. Country cases are presented below to illustrate the development of AM markets. The authors conclude that in the current context, no universal approaches to shaping a successful industrial policy remain. The most productive strategy is to combine the unique advantages of a particular economy.

Abstract Renewable energy (RE) will play a significant role in national climate mitigation strategies, including those put forth in the context of the Paris Agreement. This article examines the role of industrial policy in supporting renewables and how it compares to the use of other types of RE policies in both location and quantity around the world. On the basis of an original database of RE policy support measures developed for this analysis, the article illustrates which measures are most commonly being used around the world and what types of countries are using them. It highlights the use of a wide range of policy types, including many industrial policies, and a disparity in the use of industrial policies between smaller emitters and larger emitters, with important implications for which countries stand to benefit from the development of domestic RE industries and for our ability to achieve long-term climate goals.

This paper analyses recent industrial policy plans made by five leading countries: China, Germany, Japan, United Kingdom and United States. This is done through the analysis of policy documents, using an original framework. Our analysis reveals that these policies have two main motivations. First, the acknowledgement of new technological opportunities and challenges, that allow not only for higher growth rates and competitiveness, but also for addressing ‘societal challenges’ (persistent socio-environmental problems). Second, the growing understanding that, because of the increasing complexity of innovation, private sector efforts alone are not enough, and a higher level of convergence between actors and institutions is needed. We also identify that the policy structures and proposed instruments of these strategies are quite conventional, which contrasts with the rhetoric of these policies. This reveals that the ‘resurgence’ of industrial policies is yet not a return to the ‘old’ policies of the twentieth century, but a new breed, which is much more cautious of interfering with market mechanisms.

The article discusses the process of de-industrialization of the Russian economy. Particular attention is paid to the most affected branch of engineering – machine-tool industry, its dominant role in the development of production of means of production. The definition of reindustrialization policy as an industrial policy aimed at modernization and innovative development of the country’s economy is given. The process of re-industrialization is considered as the basis of industrial policies of the United States and several European countries. Among the analyzed countries, the authors distinguish Germany, which has retained its industrial potential. A comparative analysis of the industrial sector in Germany and Russia is given. The article analyzes the industrial policy of Germany: «Standort» policy, the transition to the policy of «green» growth, the introduction and implementation of the concept of Industry 4.0. Recommendations on application of tools and measures of industrial policy in Russia are given. The structure of foreign trade is analyzed; estimations of development of economy and industry of Germany and Russia are calculated. The dynamics of the share of employment in the industrial sector of Germany and Russia is given. Taking into account the peculiarities of the industrial policy of Germany, recommendations are made that can be taken into account in Russia’s industrial policy. The emphasis is placed on the development of the national industrial sector as one of the strategic priorities. It is concluded that reindustrialization is one of the means to ensure the accelerated development of the Russian economy and should become the basis of its industrial policy.

Purpose Augmentative and alternative communication (AAC) is an intervention approach that can promote communication and language in children with multiple disabilities who are beginning communicators. While a wide range of AAC technologies are available, little is known about the comparative effects of specific technology options. Given that engagement can be low for beginning communicators with multiple disabilities, the current study provides initial information about the comparative effects of 2 AAC technology options—high-tech visual scene displays (VSDs) and low-tech isolated picture symbols—on engagement. Method Three elementary-age beginning communicators with multiple disabilities participated. The study used a single-subject, alternating treatment design with each technology serving as a condition. Participants interacted with their school speech-language pathologists using each of the 2 technologies across 5 sessions in a block randomized order. Results According to visual analysis and nonoverlap of all pairs calculations, all 3 participants demonstrated more engagement with the high-tech VSDs than the low-tech isolated picture symbols as measured by their seconds of gaze toward each technology option. Despite the difference in engagement observed, there was no clear difference across the 2 conditions in engagement toward the communication partner or use of the AAC. Conclusions Clinicians can consider measuring engagement when evaluating AAC technology options for children with multiple disabilities and should consider evaluating high-tech VSDs as 1 technology option for them. Future research must explore the extent to which differences in engagement to particular AAC technologies result in differences in communication and language learning over time as might be expected.

The emergence of the fourth industrial revolution (Industry 4.0, hereinafter I 4.0) has led to an entirely fresh approach to production, helping to enhance the key industrial processes and therefore increase the growth of labor productivity and competitiveness. Simultaneously, I 4.0 compels changes in the organization of work and influences the lives of employees. The paper intends to construct a model for predicting the allocation of human resources in the sectors of the national economy of the Czech Republic in connection with I 4.0. The model used in this research visualizes the shift of labor in the economic sectors of the Czech Republic from the year 2013 to the following years in the near future. The main contribution of this article is to show the growth of employment in the high-tech services sector, which will have an ascending trend.

State and local governments frequently invest in policies aimed at stimulating the growth of new industries, but studies of industrial policy and related economic development initiatives cast doubt on their effectiveness. This article examines the role of state-level industrial policies in contributing to the different economic trajectories of two U.S. metro areas—Pittsburgh, Pennsylvania, and Cleveland, Ohio—as they adapted to the decline of their legacy industries. Comparative case studies show that industrial policies in Pittsburgh, which empowered research universities as local economic leaders, contributed to the transformation of the local economy. In Cleveland, by contrast, state industrial policies invested in making incremental improvements, particularly in legacy sectors. The article concludes that by empowering new local economic actors—such as universities—industrial policies can foment political change that enables structural economic change to follow.

PurposeIn today’s uncertain business environment, Industry 4.0 is regarded as a viable strategic plan for addressing a wide range of manufacturing-related challenges. However, it appears that its level of adoption varies across many countries. In the case of a developing economy like India, practitioners are still in the early stages of implementation. The implementation of Industry 4.0 appears to be complex, and it must be investigated holistically in order to gain a better understanding of it. Therefore, an attempt has been made to examine the Industry 4.0 implementation for the Indian manufacturing organization in a detailed way by analyzing the complexities of relevant variables.Design/methodology/approachSAP-LAP (situation-actor-process and learning-action-performance) and an efficient interpretive ranking process (e-IRP) were used to analyze the various variables influencing Industry 4.0 implementation. The variables were identified, as per SAP-LAP, through a thorough review of the literature and based on the perspectives of various experts. The e-IRP has been used to prioritize the selected elements (i.e. actors with respect to processes and actions with respect to performance) of SAP-LAP.FindingsThis study ranked five stakeholders according to their priority in Industry 4.0 implementation: government policymakers, industry associations, research and academic institutions, manufacturers and customers. In addition, the study also prioritized important actions that need to be taken by these stakeholders.Practical implicationsThe results of this study would be useful in identifying and managing the various actors and actions related to Industry 4.0 implementation. Accordingly, their prioritized sequence would be useful to the practitioners in preparing the well-defined and comprehensive strategic roadmap for Industry 4.0.Originality/valueThis study has adopted qualitative and quantitative approaches for identifying and prioritizing different variables of Industry 4.0 implementation. This, in turn, helps the stakeholder to comprehend the concept of Industry 4.0 in a much simpler way.
