The paper focuses on various activities of cultural institutions operating in the territory of the region. The methodological basis of the research is L. V. Nikiforova’s cultural expertise based on systematisation of the categories of «places» of cultural space. The paper is a preparatory stage of cultural expertise, which aims to thoroughly analyse the network of cultural institutions in general and to identify potential art-spaces for further detailed study. It provides a detailed analysis of the network of cultural institutions in Khabarovsk and an overview of the categories of cultural institutions in the administrative centers of all districts in the Khabarovsk territory. The source base of the study is the data obtained from the analysis of websites of cultural institutions, social networks, as well as the respondents’ personal surveys. Cultural institutions representing different forms of cultural activity have been roughly divided into ten groups. The result of the research is a perspective to identify institutions the activities of which can be evaluated in terms of belonging to the art-space format

The article describes the phenomenon of traditional children subculture as a space of identity inculturation, the ways and forms of using the components of the traditional Ukrainian children subculture in the modern museum space, in particular, in the concept of the ethnoecological festival «Kodyma-fest». The challenges of modern Ukrainian society determine the research relevance. Many cultural institutions are changing the methods of working with the child audience, focusing on both the needs and requests of a child aiming to attract the child as an active cultural space figure to form their national identity. The subject of the study is the communicative properties of the components of the traditional Ukrainian children subculture, their application in the modern festival space. The article aims at studying the peculiarities of regional ethnoecological folk festivals. The author describes the structural and conceptual achievements of the «Kodyma-fest» festival, analyses the use of social networks as a form of research on the ethnocultural heritage of the Southern Podillia and the inclusion of these materials into the festival space. The topic relevance determines the need for research and the ethnoecological popularization of this experience. The results of the study can be used in the concepts and practices of the Ukrainian cultural and educational centres, public organizations and state institutions in organizing cultural and educational measures for the wider use of the components of the traditional Ukrainian children subculture.

The article is devoted to the problems of ethnic-cultural perceptions in contemporary Karachay-Balkar poetry. It defines criteria for shaping an ethnic and civic self-identity. The paper discusses how cultural globalization affects the ideology of the Karachay-Balkar people. In a detailed analysis of works by N. Bayramkulov and A. Bakkuev, two poets of a younger generation, the author argues that fundamental values and stereotypes take priority in the poetic mentality of younger artists. Closely examining the themes of the poets’ works – philosophy, religion, history, society and politics – the author specially describes the way each poet deals with the nation’s artistic memory. Another focus is on the analysis of poetics. It is suggested that the young poets’ creative method is found at convergence of realism and mythopoeia. Their poetry centers around the mythical images of stone, water, mountains, and ‘taulu’ (‘a man of the mountains’).

Interpretation of this heavily disturbed archaeological site relied on the excavated material culture. Detailed analysis was done on the ceramics, glass, and faunal remains. These artifacts and ecofacts had the most potential to enhance the level of information known about the site. The manufacturing periods for ceramic types helped develop some chronology for cultural activity within the site. Time-sensitive evidence from bottle glass and faunal remains reinforced the general trend noted for the ceramics. An assessment of pre-Columbian Lucayan material culture was also included.

The comparative work gives a comprehensive overview of the obligations of the passenger carrier in the context of delays, denied boarding and overbooking for carriage by air, rail, ship, bus and coach. It contains a detailed analysis and comparison of French, German, European and international uniform law. After a detailed presentation of the legal sources and principles of the passenger transport contract, the liability standards and legal remedies for typical transport disruptions in form of delay, denied boarding and over-booking are examined. The differences and similarities are compared comprehensively. In particular, the typical causes of disturbances in form of strikes, meteorological conditions and technical defects are examined. The methodological basis is Watson‘s model of legal transplants.

The work focuses on the study of WeChat (main social network in China) and its digital activity for its advanced functionalities which build intelligent society in China. The importance of this platform lies in the prohibition of Western social networks in China.  For 7 years,  WeChat has evolved as a “super social network”, from an instant messaging application to a hybrid including application, marketplace, payment method and operating systemz, as an integrated means rather than just social network. In today's western world, almost no network can be compared with WeChat in terms of its functionalities. It is a good example of promotion and development of the intelligent society because of its advanced functionalities. The new usage and the rapid expansion of its integrated functionality and impacts form the new communication consumption framework in China. This work shows how an intelligent society changes and develops through a social network, and detailed analysis of advanced technology and social network of WeChat to give a good example to Westren countries which want to build intelligent society.

The analysis is based on the consideration of the order of the Governor of the Kama region M.Reshetnikov from August 29, 2019, a detailed analysis of this order. The review is based on legal acts and the latest official statistics.

The article is devoted to identifying Russian ethnic traditions and symbols that are preserved in the holiday calendar of modern Russia. Most attention is paid to such holidays as Christmas, Epiphany, Russia day and national unity day. Conclusions are made about the preservation, revival and transformation in the public life of a private celebratory customs on semantic convergence of the notions “Russian” and “Orthodox”, established in the public consciousness and social practice new social and political holidays thanks to their chronological overlay on the traditional advent calendar and the activities of cultural institutions due to the needs of the state in strengthening the ideological component of the holidays and strengthening of the unity of the nation. The popularity and mass character of holidays is influenced by the spread of modern forms of communication — television and the Internet with a variety of content and social networks that form a kind of “fashion” in society to follow certain customs. Strengthening consumer psychology and ignoring cultural traditions lead to a functional imbalance in the festive and ceremonial sphere, so it is necessary to take care of the historical and cultural heritage and design new images and meanings.

In recent years cultural and public spaces developing in Russia are involved in the formation of a comfortable environment for the city residents and attracting new tourist flows. The role of the capital of XXIX World Winter Universiade complicates the task of providing attractiveness of Krasnoyarsk for potential tourists. This requires creation of an attractive tourist offer and the identifica- tion of tourism potential for existing cultural organizations and other leisure facilities. Cultural space Kamenka founded in 2013 recently has gained popularity among the population of Krasnoyarsk and other districts of the Krasnoyarsk Krai and Siberian Federal District as a leisure attraction. In this regard, it has the prospects of transformation into a tourist destination. Accordingly, the study of the perspective of the Kamenka’s transformation into a tourist destination is of great practical importance, and it can also help to find a methodological tool for developing marketing strategies that ensure the success of this process. The authors reveal the segment of the Kamenka target market, presented by the potential tourists of the regional tourist services markets, and identify the specificity of the tourist potential of the commodity offer and the reasonably local centered scenario of Kamenka development as a tourist destination. Cultural and educational spaces of Russia and the cultural space Kamenka as innovative destinations use modern promotion technologies based on Internet technologies, effectiveness of which has been evaluated according to the D. Khaldilov's methodology of the social networks effectiveness assessing, adapted to cultural spaces. On this basis the authors give the proposals to improve social networks, which can ensure Kamenka’s successful transformation into the tourist destination, helping the city of Krasnoyarsk to become attractive for tourists, not only while holding the Universiade, but also after it. The Foundation of Ilija Milosavljevic Kolarac (also known as Kolarac Foundation; in Serbian: Kolarceva zaduzbina) was established simultaneously with the development of the most important modern cultural institutions in Serbia in the 19th century. The quality and diversity of the program, the ability to recognize important topics in the current time, as well as preservation of the old and encouragement of new ideas in almost all domains of art and science have contributed to its unquestionable reputation throughout the region. However, there have been no significant academic attempts to approach its work analytically and, in particular, its audience. The aim of this paper is to give an overview of the work of Kolarac Foundation by presenting the origin and history of the institution, followed by an analysis of the program of all its activities in the first ten seasons of the new millennium. The central part of the paper is an analysis of its cultural activity in the given period. Finally, by using empirical data, the music audence of Great Hall (Velika Dvorana) of Kolarac Foundation is profiled through its basic socio-demographic characteristics and music practices. The music audience mainly consisted of women, highly educated professionals with a high material standard. The share of the oldest and those from 21 to 30 years old is the highest and, at the same time, equal. This audience is authentically fond of music, with no exceptions at all. Its members listen to music on everyday basis, and they were attending concerts in the year before the investigation. They find music to be an inevitable part of their lives, and cannot imagine emotional expression or making friendships without it. Finally, they sincerely like coming to Kolarac Foundation since they find it to be a place that has all the positive treats of a good cultural institution.

The year 2018 did not yield any breakthrough amendments to the Act on Museums. Those adopted were essentially meant to either adjust or complement the existing acts, and were adopted as the consequence of the amendments to other laws. However, the Act on Organizing and Running Cultural Activity, which actually stands as the systemic reference, particularly when it comes to museums operating as cultural institutions, was amended in 2018 to a greater extent. The widest range of the above amendments related to the organizational aspects of the operation of Polish cultural institutions. Firstly, the option of establishing cultural institutions with their seat on the territory of Poland was introduced; this on the grounds of contracts concluded by ministers and managers of central government offices with the organizations active within the area of the protection of national heritage and established in compliance with foreign law (Amendment of 12 April 2018 to the Law on Organizing and Running Cultural Activity). Additionally, the provisions defining competition for the appointment of the director of a cultural institution in compliance with the Amendment of 6 December 2018 to the above Act were substantially extended. The adjusting character in this context can be seen in the amendment to Article 16.4.3 of the Act on Organizing and Running Cultural Activity resulting from the new provisions on the representative trade union organization in the Trade Unions Act, resulting from the Act’s amendment of 5 July 2018. The second scope of the discussed amendments include those of financial character. This can be said both of the amendment of 12 April 2018, related to designated fund and foreseeing allocating them for tasks under state patronage, as well as of the Amendments of 8 April 2017 to the Act on Organizing and Running Cultural Activity in relation to awarding state aid from Norway Funds and EEA. As far as amendments to the Act on Museums in 2018 are concerned, these were reduced to two of very limitedrange ones, so-called terminology amendments of 3 August 2018 within the framework of the regulations introducing the Act on Higher Education and Science, limited to the new phrasing of Articles 10.3.1 and 10.3.2 of the Act on Museums, these dealing currently with postgraduate students, and the amendment of 28 January 2018 consisting in incorporating new Par. 6b in the Act on Museums opening the option for the Medal of the “Guardian of National Memorial Sites”.
