TO THE PROBLEM OF ENLIGHTENED PLURALISM IN RUSSIAN TOWN PLANNING

The article is devoted to the study of processes in Russian urban planning over the past three decades. This period is marked by the birth and formation of a new city growing out of the Soviet urban environment. The article discusses the three conditional stages of the city after restructuring, exploring their specifi city. The context and features of each of the considered stages are described: 1990s, 2000s. 2010s. The state of the architectural and town planning profession is analyzed, the goals and tasks of which changed in accordance with social transformations. Particular att ention is paid to the typology of constructed objects, the development of the architectural order in the context of a market economy. The innovations at each stage are matched, special events that aff ect professional thinking and design methodology are emphasized. The author explores how the two recognized theoretical models of the city - the collage city and the generic city - were adapted to the post-Soviet reality.

Memory played a crucial role in the shaping of Late Roman political consciousness and identity. This is clear in the case of the city of Rome, where political, religious, and social transformations affected the way that the city’s inhabitants defined their relationship between themselves and with the imperial court. The area of the forum Romanum was intimately related to Rome’s history, and was therefore particularly appropriate for the construction of different ‘Roman memories’. The aim of this article is to discuss how the monuments built or restored in this area helped to define these memories and turn the past into a political argument.

Cooperatives are a major form of collective economy – an important economic component, the basis for the development of the national economy. The development of the collective economy has become a cross-cutting and consistent policy of The Communist Party and the State of Vietnam in the transition period to socialism. Since 1986, clearly defining that role and its importance, the Communist Party Committee of Ho Chi Minh City proactively had supportive policies, at initial stage, in terms of facilities, legal matters and change of business production direction. In the first ten years after the renovation, the development of the cooperative faced many difficulties due to the change of policy and mechanism from the subsidized centrally planned economy to the market economy. Since 1996, when the Law on Cooperatives came into existence, it created a legal basis, contributing to promoting the development of cooperatives in many economic fields. On that basis, Ho Chi Minh City paid more attention to the development of cooperatives. Directives and specialized resolutions on cooperatives were formulated, and specific policies on cooperatives were formed. As a result, over the past 30 years, cooperatives have gradually recovered and developed in many economic fields, becoming an economic component in the economic structure of the city. In addition, the cooperatives also contribute significantly to creating jobs, increasing incomes and improving people's lives in the city. In the current context, cooperatives in the City need to innovate more strongly to adapt and to develop.

Psychological time—as distinct from physical time—divides the past from the future by means of the experienced present and serves as a frame of reference for objects, events, actions, and persons. There are cases when our understanding of objects and events gains in depth with every additional time dimension, until we are able to arrange all the data in a meaningful sequence ranging from the past through the present to the future across time. A description of city traffic when confined to the present is one step towards analysing special problems and understanding congestion in certain areas. The historical development of the city offers additional insight into the evolution of bottlenecks, while current changes, made by the municipal authorities, can only be understood in connection with a long-term development plan. A lecturer on town planning will, therefore, offer his audience a more profound understanding of the subject by combining a description of the visible present with a causal explanation of the past and a teleological account of future projects.

For the 2012 Olympics, London was announced to us in images and words which combined sophisticated rhetoric and crude simplification. Two related promises emerged from the compact between design and politics: to replace a fragmented, neglected and polluted area with a smooth, harmonious new city district; and to bequeath an enduring foundation, a ‘legacy’, to the future. The references to ecology and inequality can be identified with their early twenty-first century moment, but the spatial strategy of a city in a park was something of a throwback to the twentieth and nineteenth centuries: a techno-pastoral in which nature redeems the city from its fallen state. In short: a vision of the future inherited from the past.

Purpose Herbert Brün was a composer of many things including electronic and computer music. His compositions were, by design, nested in his passions for designing a new society – without violence. In this article, the author attempts to address several of Brün’s concepts relevant to his desire for social change. This paper was stimulated by a panel discussion about Brün at the 2018 American Society for Cybernetics (ASC) conference “Framing a Reality and How It Matters in a Shared World.” Design/methodology/approach Herbert Brün nested his communication in what he labeled “anticommunication,” which requires a listener to generate new ways of listening. As a video ethnographer, the author had many opportunities to videotape Brün, beginning with our first encounter at the 1992 ASC Conference in Washington State. During the past several decades, the author has composed a variety of movies in which the video footage of Brün and others that the author associates with cybernetics is used. Excerpts from many of these movies are embedded in the links located in the references section of this paper. Findings Brün’s cybernetic formulations for designing social transformations explored in this paper include his ideas on floating hierarchies, anticommunication, his notions on a circularity of needs, peace as a need, articulating desires, composing as an element of daily life, and the retardation of decay. Originality/value It is the author’s desire that this paper encourages the reader to explore some of Herbert Brün’s formulations for designing social change and transformations.

Place branding is a network of associations in the consumer’s mind, based on the visual, verbal, and behavioral expression of a place. Food can be an important tool to summarize it as it is part of the culture of a city and its symbolic capital. Food is imaginary, a ritual and a social construction. This paper aims to explore a ritual that has turned into one of the brands of Lisbon in the past few years. The fresh sardines barbecued out of doors, during Saint Anthony’s festival, has become a symbol that can be found on t-shirts, magnets and all kinds of souvenirs. Over the year, tourists can buy sardine shaped objects in very cheap stores to luxurious shops. There is even a whole boutique dedicated to the fish: “The Fantastic World of Portuguese Sardines” and an annual competition promoted by the city council to choose the five most emblematic designs of sardines. In order to analyze the Sardine phenomenon from a city branding point of view, the objective of this paper is to comprehend what associations are made by foreigners when they are outside of Lisbon. As a methodological procedure five design sardines, were used of last year to questioning to which city they relate them in interviews carried in Madrid, Lyon, Rome and London. Upon completion of the analysis, the results of the city branding strategy adopted by the city council to promote the sardines as the official symbol of Lisbon is seen as a Folkmarketing action. The effects are positive, but still quite local. On the other hand, significant participation of the Lisbon´s dwellers in the Sardine Contest was observed, which seems to be a good way to promote the city identity and pride in their best ambassador: the citizens.

After changing its city branding several times, Semarang now has a new city branding, namely "Semarang Variety of Culture." However, the city branding reaped contra from academics and cultural figures because Semarang was considered not sufficient yet in terms of representing its cultural diversity. Responding to this, the Semarang City Government and the Semarang City Public Works Department created a public service advertisement on CCTV socialization for flood control in the city of Semarang with a transgender figure as the ad star. This research was qualitative research designed with Seymour Chatman's Narrative Analysis. The research found a commodification and objectification of transgender people who imitated the feminine style of women in the advertisement. In other words, the public service announcement of Semarang CCTV socialization lowered the femininity, which is synonymous with women.The public service advertisement also violated the moral codes adopted by the majority of the Indonesian people.

Аннотация. В данной статье рассматривается проблема восприятия городской среды студентами из города и сельской местности. Обозначены определения терминов «среда», «пространственная среда», «городская среда». Проведено экспериментальное сравнительное исследование особенностей восприятия города Бишкек городскими и сельскими студентами в количестве 50 человек. Статья содержит результаты проведенного анализа исследования. Выявлены различия и сходства в восприятии города Бишкек у студентов двух групп. В контексте восприятия города изучена неудовлетворенность прошлым и настоящим временем, трудности языкового барьера у студентов из сельской местности. Также было выявлено, что актуальной для студентов обеих групп является потребность в социальных контактах, общении, включенности в социум. Полученные результаты будут иметь пользу в проведении воспитательной работы со студентами из сельской местности, в оказании поддержки им в период адаптации с учетом особенностей восприятия города студентами. Annotation. This article addresses the problem of perception of the urban environment by students from the city and countryside. The definitions of the terms “environment”, “spatial environment”, and “urban environment” are indicated. An experimental comparative study of the characteristics of the perception of the city of Bishkek by urban and rural students in the amount of 50 people was conducted. The article contains the results of the analysis of the study. The differences and similarities in the perception of the city of Bishkek among students of the two groups are revealed. In the context of the perception of the city, dissatisfaction with the past and the present has been studied, and the difficulties of the language barrier among students from rural areas. It was also revealed that the need for social contacts, communication, inclusion in society is relevant for students of both groups. The results will have the benefit of conducting educational work with students from rural areas, in providing support to them during the adaptation period, taking into account the peculiarities of the perception of the city by students. Состояние проблемы. Проблематика городской среды заявила о себе в 1960-е годы как протест против модернистских методов урбанизма и других видов проектирования. Средовое движение не случайно тогда именовали «антипрофессиональным» - оно было направлено против устоявшихся и недейственных методов работы с городом - от исследования до управления. За прошедшие десятилетия в рамках самого средового движения и его идейных наследников наработано немало методов и приемов работы, однако они до сих не подвергались анализу как пребывающая в исторической динамике целостная совокупность инструментария, альтернативного традиционному градостроительству. Результаты. Рассмотрены особенности и проблемы анализа методологического «арсенала» средового движения и урбанистики. Методы работы с городской средой впервые структурированы по типам знания. Показана близость методов исследовательского и проектного подходов в отношении городской среды. Выводы. В ближайшее время можно ожидать появления новых синтетических знаний и частных методологий, связанных как с обострением средовой проблематики, с расширением круга средовых акторов, так и с процессом профессионализации урбанистики. Statement of the problem. The urban environment paradigm emerged in the 1960s as a protest against the modernist methods of urbanism and other types of design. It was no coincidence that the environmental movement was back then called "anti-professional" as it was directed against the established and ineffective methods of working with the city, i. e., from research to management. Over the past decades, within the framework of the environmental movement and its ideological heirs, a lot of methods and have been developed. However, they have not yet been analyzed as an integral set of tools in the historical dynamics which is an alternative to traditional urban planning. Results. The features and problems of the analysis of the methodological “arsenal” of environmental movement and urban studies are considered. The methods of working with the urban environment are first structured according to the types of knowledge. The proximity of research and design approaches in the case when the urban environment is dealt with is shown. Conclusions. In the nearest future, we can expect new synthetic knowledge and particular methodologies related to both the exacerbation of environmental problems to emerge as well as the expansion of the circle of environmental actors and the process of professionalization of urbanstics.
